rvlinute:; of the workshop held under chairmanship of Development Commissioner for Handlooms on 6.5.2016 in Room NO.10B, Udyog Bhawan, New Delhi to discuss the implementational modalities of RSBYfor Handloom Weavers and role of State Development Commissioner for Handlooms while welcoming the participants in the workshop, briefly apprised them about the changes in the modalities for the coverage of handloom weavers under Rashtriya Swasthya Bima Yojna (RSBY)for the year 2016-17. Thereafter, Mr. B.K.Dutta,Dy. Secretary and Dr. Nishant Jain from Ministry of Health and Family Welfare explained the modalities in detail by giving a power point discussion. After the presentation, all the queries from various partlcipants were answered and doubts were cleared. After discussions, the following modalities were agreed:- a) Directorate of Handlooms of State Government will-collect data in the format circulated in the meeting for all the weaver households. The allied workers of hand loom industry would also be included. While collecting the data, the head of the family should be eldest weaving member. Aadhar No. of the family head and fam(ly members should also be collected.' n case, Aadhar No. is not available, Voter D(EPC) should be collected. The officer of Director of Handlooms should enquire during enumeration whether the household already has RSBY card or not. Those having RSBYregistration already, should not be included in the enumeration. b) Enumeration should be taken up in a mission mode and starting from major handloom clusters. Director need not wait for whole data of the state to be enumerated in one go and may send the data in 3-4 tranches to State Nodal Agency. c) The data should be sent to SNA in soft copy. d) SNA will complete the process of data uploading and obtaining approval of Ministry of Health and Family Welfare within a period of one month. e) After obtaining the approval, a cluster wise schedule will be chalked out jointly by Director of Handlooms and SNA to organize camps in the handloom clusters for enrolling the weavers and issue of smart card by insurance companies. f) After enrollment of weaver households, SNA will raise the bills for premium in accordance with the insurance policy to Director of Handlooms for weaver households.

1 g) For the states, where, insurance policy is already in force, weaver household would join the policy mid year and their premium will be paid on pro-rata basis. Where the state is in the process of fresh tendering, weaver household will join the policy for full term. h) State Handloom Directorate will release the state share of premium to SNA within prescribed time as per insurance policy conditions. i) Thereafter, the State Directorate will forward the claims for Govt. of ndia share in premium to D.C.Handlooms alongwith the brief summary of the beneficiaries and details of bank accou nt of the SNA to which the Govt. of ndia share will be credited. j) State Directorates were requested to take up this exercise on a mission mode and send monthly report to D.C.Handlooms. Sir, The Standing Finance Committee (SFC) meeting held on 08.01.2018 under the Chairmanship of Secretary (Textiles) has appraised continuation of Handloom Weavers Comprehensive Welfare Scheme (HWCWS) and recommended continuation of Health nsurance Scheme component of Handloom Weavers Comprehensive Welfare Scheme (HWCWS) for one year i.e. 2017-18 on the pattern of Rashtriya Swasthya Bima Yojana (RSBY). Accordingly, Competent Authority has approved extension of Health nsurance Scheme for Handloom Weavers for one year i.e. 2017-18 on the pattern of RSBY. The enrolment under HS may kindly be undertaken in conformity to the Guideline of the existing scheme.
