Implementation Status and Key Decisions The project grant agreement was signed on Sept 6, 2011. The project was declared effective on November 18, 2011 and the closing date is December 31, 2016. Progress on each of the components is given below: Component 1: Component 1a is successfully implemented, which created the Caribbean Biodiversity Fund (CBF), a registered Charity, formed under the laws of the United Kingdom. At the end of October 2015, it had approximately $31 million under investment. Component 1b, which will put in place national-level protected areas trust funds (NPATFs) in each of the 5 OECS countries, has advanced this last period with an additional NPATF formed (St. Vincent & the Grenadines). As of December 2015, the Cabinets of Ministers in all but one project geography (St. Kitts & Nevis) have endorsed the formation of the NPATFs. Vertical Agreement materials have been shared with the NCTFs in all geographies. The legal agreement establishes the terms and conditions of the relationship between the CBF and the country level NPATF. A recent achievement was the Cabinet approval of the St. Vincent & the Grenadines Conservation Fund- entity was formed under the laws of St. Vincent & the Grenadines in December 2015. The process to recruit an executive director is underway. The implementation of sustainable finance mechanisms has been slow but is expected to speed up as the NCTFs are established and Executive Directors come on board. Detailed feasibility assessments and implementation plans for priority mechanisms have been finalized and will be key tools for the Executive Directors. Component 2: Work is progressing well on the Woburn Clarke s Court Bay Protected Area demonstration activity to determine water quality baselines and design a community-based water quality improvement program. Water quality testing took place in June 2015 to establish a baseline and a second round of tests were conducted in August 2015. In October, the team provided training to the Marine Protected Area staff, community members, and university staff on suitable water quality testing protocols. An additional demonstration activity is programmed in Antigua & Barbuda. The project will be financing the use of drone equipment to demonstrate enhanced monitoring of mangroves and other biophysical indicators in protected areas and buffer zones. Component 3: The project financed the design and implementation of CaribNode, a decision support tool. In September, TNC facilitated an Eastern Caribbean Marine Managed Areas Monitoring Program workshop. This workshop was financed, largely, under the aegis of the E. Caribbean Marine Managed Areas Network project, and aimed at improving and updating an Eastern Caribbean Decision Support System (ECDSS) (CaribNode) that provides accessible decision making tools for Protected Area managers and others, incorporating current ecological, socioeconomic, and climate change data.
