Methodological Explanations Brief Description of the Survey With the Statistical Survey on Agricultural Input Prices (KME-INPUT/M) we monthly observe the movement of prices of goods and services currently consumed in agriculture, as well as prices of goods and services contributing to agricultural investment. Legal Basis for the Survey The legal framework to carry out this survey is the National Statistics Act (OJ RS, No. 45/95 and 9/21 changes and amendments) and the Annual Programme of Statistical Surveys, published in Official Journal of the Republic of Slovenia. There is no regulation at the EU level (directives, regulations) that would define the legal obligations of national institutions about the conduction of the survey on agricultural input prices in EU Member States, and about transmission of the results of this survey (average annual prices of defined products and quarterly/annually base price indices) to the Statistical Office of the European Union (Eurostat). Transmission of requested data to Eurostat is done on the basis of a gentleman agreement between Eurostat and institutions in the EU Member States which implement the mentioned statistics (in our case is Statistical Office of the Republic of Slovenia - SURS). The use of the EU methodology for agricultural price statistics in EU Member States and deadlines for transmission of certain data are detailed defined in the working documents of Eurostat s Working group Agricultural Accounts and Prices, which member is also Slovenia (i.e. Statistical Office of the Republic of Slovenia). The results of this survey represent the input data for the Economic Accounts for Agriculture of the national economy, which their legal basis at the EU level is the Regulation (EC) No. 18/24. Observation Units Observation units are trade organizations, production-trade and service organizations which on the Slovene market offer goods and services for agricultural production. Coverage If more tenderers of certain products/services for agricultural production exist on the market, then the units with the largest market value with their products/services in the base year in Slovenia (by SURS s data or other sources) are covered. In, 45 units were observed. For some products/services which are also used outside of agriculture, we use the results of other statistical surveys (Consumer Prices, Producer Prices of Manufactured Goods and Construction Statistics). The results of these surveys (average monthly prices, excluding VAT, monthly price indices of selected products/services) are used in the following groups of products/services: 22 Energy; lubricants, 27 Maintenance of materials, 28 Maintenance of buildings, 29 Other goods and services, 2129 Other works, except land improvements (other buildings, structures, etc.). Key Variables /1

The key variable in this survey is: the price of the product/service for current consumption/investment in agriculture: the price paid by agricultural producers to purchase individual product/service for agricultural production. Key Statistics Key statistics in this survey are: average prices of products/services (for those products/services, where it is possible), price indices (only those products and services with a significant share in the value of intermediate consumption in agriculture in the base period according to the Economic accounts for agriculture of the national economy - are included in the price index calculation). Questionnaire By this survey no questionnaire is used due to observation of prices of very different groups of goods/services for agricultural production and possibility to use different data sources and different kinds of data at the same time. Selected reporting units send to the Statistical Office of the Republic of Slovenia price list of their goods/services or just prices of selected goods/services, namely monthly or at price change. Imputation Rate In this survey we monthly observe prices for 128 products and services. Imputing of missing data (in classic way) we do not use in this survey. If the price of a certain product for a certain month is not available (for example by seasonal products out of their sale season), by calculating monthly price indices we consider the last recorded price of the product. The share of seasonal products in the total number of observed products/services is 9.4%. 5/1

Publication of annual agricultural input price indices (First Release) 7/1

includes also a chart of the average annual growth rates of agricultural input prices and producer prices of agricultural products for the last five years. 4.2.2 Level (Detail) of Presentation Results of the survey are published at the national level, namely for the basic groups and main subgroups of products/services for current consumption and for investments in agriculture. The level of publishing of the results is for agricultural input price indices the same as the level of publishing of Eurostat s results. 5 Comparability 5.1 Comparability over Time 5.1.1 Length of Comparable Time Series In the survey we use the Eurostat s methodology since 2. The results (average monthly/annual prices of energy, fertilizers and animal feedingstuffs, monthly/quarterly/annual agricultural input price indices) obtained by the mentioned methodology are so available since 2. Including, there are 14 annual time series, 56 quarterly time series and 168 monthly time series available. 5.1.2 Breaks in Time Series Agricultural input prices have been observed according to Eurostat s methodology since 2. The first base period for calculation of current agricultural input price indices was the year 2. According to Eurostat s methodology, the base year changes every five years (years ending on or 5 ). To ensure comparability of long time series of agricultural input price indices, a recalculation of price indices for the previous base period is required. The recalculation of price indices on a new base year is performing in the third year following the base year (years ending on or 8 ). It consists of main changes: change of the reference year, change of weights and harmonization of concepts and methods of calculation. With the introduction of the new base period (21=1) in we recalculated the existing monthly base agricultural input price indices for the 2-212 period with new weights from 21 and then we made new calculations of quarterly and annually base agricultural input price indices. Agricultural input price indices (monthly/quarterly/annual) are available on base 21=1 since 2. 5.2 Geographical Comparability 5.2.1 Comparability with Other Members of the European Statistical System There is no regulation at the EU level (directives, regulations) that would define the legal obligations of national institutions about the conduction of the survey on agricultural input prices in EU Member States, and about transmission of the results of this survey to Eurostat. Transmission of data to Eurostat (the average annual prices of specific products, 8/1

quarterly/annual base price indices and estimates of annual base price indices for the current year) is done on the basis of a gentleman agreement between Eurostat and institutions in the EU Member States which implement the mentioned statistics. The use of the EU methodology for agricultural price statistics in EU Member States and deadlines for transmission of certain data are detailed defined in the working documents of Eurostat s Working group Agricultural Accounts and Prices, which member is also Slovenia (i.e. Statistical Office of the Republic of Slovenia). Because we observe prices of some specific products (fuels for heating, motor fuels, electricity, fertilizers and animal feedingstuffs) and we use for calculation of quarterly/annual base agricultural price indices a common methodology, according to the agreement (Handbook for EU Agricultural Price Statistics), the calculated average annual prices of products and agricultural input price indices are comparable with other EU Member States. 5. Seasonal Adjustment The seasonal adjustment method is not used by this survey. 6 Coherence 6.1 Coherence between Provisional and Final Data 6.1.1 Coherence between Provisional and Final Data Provisional monthly data were coherent with final monthly data (no corrections were made). 6.2 Coherence with the Results of the Reference Survey 6.2.1 Reference Survey Source of comparison: Economic accounts for agriculture Results of the survey on agricultural input prices represent one of the inputs of the Economic accounts for agriculture. Economic accounts for agriculture (EAA) are satellite accounts of national accounts, which consider specificities of agriculture. EAA consists of a series of related accounts and tables. They contain data on production (on quantity, on prices and on values), on intermediate consumption by types, on consumption of fixed capital and calculation of basic categories of income. 6.2.2 Coherence with Reference Data Results of the survey (average annual agricultural input prices and annual agricultural input price indices) are consistent with data used in the Economic accounts for agriculture of Slovenia for the purpose of estimation the value of intermediate consumption in agriculture for a particular calendar year. 9/1
