Yesterday we finished the discussion on these items, and the representative of the Executive Board, D r М. K. Afridi, has indicated that he has no more remarks to make. I now give the floor to the Director-General. The DIRECTOR-GENERAL: Mr President, honourable delegates, I should like to thank all the delegates for their very encouraging remarks and very good participation in the discussion on the Director-General's Report. Your kind words relating not only to the Director-General but to the whole staff of the Organization are very much appreciated, and I wish to thank you very much for them. The comments made during the discussion of the Director-General's Report may be divided into two parts. There have been many comments on the technical side of the programme of the Organization, and some comments on the administrative side. On the technical side, I appreciate very much the guidance and orientation given by the different delegations during the discussion. It is quite clear that there is general agreement on the importance of medical education, the importance of training B.uxiliary personnel, the need for more emphasis on the control and, if possible, the eradication of certain diseases, and also on the importance of the medical research programme. During the discussions reference was made not only to the present

a i ó /Vr / i o page 4 programmes of the Organization in medical research, but also to the need for their expansion to other fields. All this has been carefully noted by the Secretariat and will serve to guide us in the development of our future programmes. On the administrative side, many comments were made in relation to the budget of the Organization, and I do not think I should comment on this subject at the present moment, because all participated yesterday in the discussion: it is quite clear that the Director-General has always to try to find his own way of taking account of the comments made by the various delegations in regard to the size of the budget and the w ay in which it should be built up. But during the discussions many other comments were made, for instance on the question of the policies of the Organization, and a few delegations, in commenting on the policies established by the Organization for assistance to the developing countries, made an appeal for more flexibility and for changes in policy. The only thing I can say is that your Secretariat will do the best it can to improve flexibility in carrying out the policies established by the Health Assembly, but that it will be for the Assembly to decide what is the best type of assistance it wants the Organization to provide. I think this matter will be discussed in detail when the Committee on Programme and Budget considers the details of the programme for 1964.

A 16/VR/10 page 5 With regard to the policy of recruitment of personnel, I think that this is an extremely important matter, and I should like to make a comment. We have been making an effort to increase as much as possible, and to improve, the geographical distribution of the staff of the Organization; and I should like to make clear to the Assembly that I believe that this is important not for the sake of geographical distribution but because a true world organization needs to have the participation of all cultures, and needs to have, at all levels, what might be called the crossfertilization of the different cultures. This is the reason why we make an effort to get a better geographical distribution. It is however quite clear that such an improvement will not be possible unless some governments are prepared to make a certain sacrifice to give us staff. It is very easy to get staff^from certain countries, but this does not help the Director- General to obtain the wide geographical distribution that is desired. One delegation has complained that we try to recruit staff from countries that are not prepared to give the staff. I should like to say that we have in the Organization no nationals of that country at all. There was a case with regard to which some discussion was carried on in 196l, but nothing has happened in the last year that would justify a comment that we have been trying to get from this country staff that it is not prepared to provide us with. But this gives me the opportunity of calling your attention to the fact that during the last three years I have been making a great effort in different regions to obtain staff from many countries, where we believe

A 16/VE/10 page 6 that they could afford to give us one or two staff members; but this has not yet proved possible. I am prepared to respect the wishes of governments, but I think it is extremely important for the future of the Organization - if we wish to have really a world organization - for us to have a wide geographical distribution of the staff. Many other points were raised during the discussion that will receive the full attention of the Director-General and the Secretariat of the Organization. I do not wish to take too much of your time; I wish only to reaffirm that for me it was extremely useful and encouraging to see the interest of all the delegations in giving what your Secretariat needs - guidance from the World Health Assembly. (Applause - Applaudissements) The PRESIDENT: Thank you, Mr Director-General. Now we are in a position to express an opinion on the report which the Director-General presented on the activities of the Organization in 1962. From the remarks which have been made and the detaonstration just now made by the delegates, the Chair considers that it is the wish of the Assembly to express its satisfaction on the way in which the programme has been planned and carried out. I therefore propose to the Assembly the adoption of the following resolution: The Sixteenth World Health Assembly, Having reviewed the report of the Director-General on the work of W H O during 1962, NOTES with satisfaction the manner in which the programme was planned and carried out in 1962 in accordance with the established policies of the Organization; and COMMENDS the Director-General for the work accomplished.

Now concerning the reports of the Executive Board, I wish to thank Dr Afridi again for the way in which he presented these reports to the plenary meeting. The part of the Executive Board's report which deals with the proposed programme and budget estimates for 1964 - namely Official Records No. 125, Executive Board, Thirty-First Session, Part II - is still under consideration in the main committees. At the appropriate time the Chair will propose to you the adoption of the usual resolution which notes the reports of the Executive Board. 2. FIRST REPORT OF THE COMMITTEE ON PROGRAMME AND BUDGET PREMIER RAPPORT D E LA COMMISSION D U PROGRAMME ET D U BUDGET The PRESIDENT: The second Item on our agenda is the adoption of the first report of the Committee on Programme and Budget, document Alb/12, which contains the resolution on the effective working budget and budget level for 1964. This is recommended for adoption by the Assembly. In accordance with Rule 52 of the Rules of Procedure this report, not having been distributed twenty-four hours in advance of this meeting, will be read aloud. The Rapporteur of the Committee, D r Sentici, is invited to x^ead out the report.

La Commission du Programme et du Budget a tenu ses première, deuxième, troisième, quatrième, cinquième et sixième séances les 9> 13 1^ et 15 mai I963 sous la présidence du Dr V. V. Oiguin (Argentine). Sur la proposition de la Commission des Désignations, le Dr S. P. Tchoungui (Cameroun) a été élu viceprésident et le Dr M. Sentici (Maroc) rapporteur. Au cours de sa sixième séance, la Commission a décidé de recommander à la Seizième Assemblée mondiale de la Santé l'adoption de la résolution suivante : Budget effectif et niveau du budget pour 1964 La Seizième Assemblée mondiale de la Santé DECIDE 1) que le budget effectif pour 196^ sera de US $34 0б5 100> 2) que le niveau du budget de 1964 sera égal au montant du budget effectif indiqué ci-dessus au paragraphe 1), augmenté du montant des contributions qui correspondent à la réserve non répartie; et 3) que le budget de 1964 sera couvert au moyen des contributions fixées pour les Membres après déduction : i) du montant de US $756 990 disponible par remboursement provenant du compte spécial du programme élargi d'assistance technique, et ii) du montant de US $849 100 disponible au titre des recettes occasionnelles pour 1964.

I would like to remind delegates that under Rule 70 of the Rules of Procedure of the Health Assembly decisions on the amount of the effective working budget must be made by a two-thirds majority of the Members present and voting. Delegates who are abstaining from voting please raise their cards. We now have to vote on the report as a whole. Does the Assembly approve the present report? Are their any objections? The report is adopted. This plenary meeting is now at an end. I should like to remind you that the two main committees will meet immediately after the adjournment of this meeting in their respective rooms, that is, the Committee on Programme and Budget in Room XVI and the Committee on Administration, Finance and Legal Matters in Room XII.
