ARTICLE II: PURPOSE The Human Services Cmmissin serves in an advisry capacity t the City Cuncil, prviding guidance and recmmendatins in meeting the human service needs f the Sammamish cmmunity. The City Cuncil reviews and apprves all plicy recmmendatins prvided by the Cmmissin. ARTICLE III: DUTIES & RESPONSIBILITIES (O2017-443) The Human Services Cmmissin shall make reprts and recmmendatins t the City Cuncil cncerning human services issues including: 1. Develpment and assessment f human services in the City. 2. Determinatin f pririties f human service needs within the City. 3. Evaluatin and recmmendatin n funding requests submitted t the City. 4. Review f City actins which may affect the availability and quality f human services prvisin in the City. 5. Crdinatin with ther grups and human services planning agencies and rganizatins t pursue the gal f reginal cperatin in the planning, funding and delivery f human services. 6. May prvide recmmendatins t the City Cuncil n emerging issues and cncerns related t human services. As an advisry bard, the Human Services Cmmissin shall nt direct significant staff wrk, nr is the Cmmissin authrized t cmmit any funds f the City withut apprval frm the City Cuncil. ARTICLE IV: OFFICERS (O2017-443) The elected fficers f the Cmmissin shall cnsist f a Chair and Vice-Chair. The Vice-Chair serves in the absence f the Chair. In the absence f bth, the Chair and Vice-Chair, the members present shall elect a Chair Pr-Tempre. The term f ffice fr Chair and Vice-Chair is ne (1) year with the pssibility f reelectin. Fr Chair Pr- Tempre, the term shall be nly fr the meeting at which appinted. In the event f a vacancy frm ffice, a replacement Chair and/ r Vice-Chair shall be elected t serve the unexpired term f the vacant ffice(s). Prcess/Timeline: At the February meeting the fllwing prcess is cnducted fr the new Chair and Vice Chair psitins: Mtin t elect Chair and Vice Chair will be placed n the agenda and electin will ccur at meeting. If n further nminatins, the Chair declares nminatins clsed. Vting takes place in the rder nminatins are made. Cmmissiner s will be asked fr a vice vte and a raise f hands. Once a nminee receives a majrity vte they are declared elected t the psitin. If nne f the nminees receive a majrity vte, nminatins are requested again, and the prcess repeated until a candidate receives a majrity vte. The prcess is repeated fr Vice Chair. A tie vte will result in failed nminatin. One year terms fr Chair and Vice Chair take effect at the 1st meeting in February. Repeat cycle annually. Chair/ Vice Chair Duties: Run/facilitate Human Services Cmmissin meetings in a fair, efficient, prductive, infrmative manner; Act as spkespersn t City Cuncil and when necessary, t the public and/r media; Wrk with City staff t schedule/calendar and meeting agendas. The Vice Chair is t attend meetings with staff and Chair and t fulfill duties f the Chair in the Chair's absence. ARTICLE V: MEETINGS The regular meetings f the Cmmissin are nrmally held n the 2 nd Wednesday f every calendar mnth at a time set in advance by the Cmmissin s as t ensure reasnable public participatin. Meetings are nt held during the mnth f August. Staff is respnsible fr ntice t the public and t generate and update a calendar fr upcming Human Service Cmmissin meetings. All regular and special meetings f the Cmmissin are pen t the public. ARTICLE VI: AGENDA AND STAFF REPORTS FOR MEETINGS A cpy f the agenda and accmpanying materials fr each meeting shuld be prvided t each member nt less than fur (4) business days prir t the date f the meeting. The City Manager shall appint apprpriate staff t assist the Human Services Cmmissin as necessary fr the prper peratin f the cmmissin. ARTICLE VII: MINUTES AND RECORDS The apprved actin minutes serve as the recrd f actins taken. Draft actin minutes will be prvided t the Human Services Cmmissin Chair fr initial review and crrectin. The Chair's prpsed final minutes will be distributed t the entire Human Services Cmmissin fr review. Apprval will ccur at a subsequent Cmmissin meeting. ARTICLE VIII: PUBLIC INVOLVEMENT Public cmment at the beginning f each meeting is limited t three (3) minutes per individual, r five (5) minutes per grup. ARTICLE IX: PUBLIC STATEMENTS FROM THE COMMISSION Any member f the Cmmissin has a right t express persnal views and pinins. Hwever, statements representing the views r recmmendatins f the Human Services Cmmissin must be authrized by a majrity r cnsensus f the Cmmissin. ARTICLE X: EX-PARTE CONTACTS AND SHARING OF INFORMATION It is in the public interest that, t the greatest extent pssible, all members f the Human Services Cmmissin have an pprtunity t be aware f and act upn the infrmatin that is available t ther members. All members shuld place upn the recrd f the Human Services Cmmissin the substance f all ex-parte cntacts that have ccurred during the time a matter has been intrduced and is still befre the Human Services Cmmissin fr a recmmendatin. ARTICLE XI: CONFLICT OF INTEREST If an actual r perceived cnflict f interest exists that affects the wrk f the Cmmissin, it is each member's respnsibility t penly describe the issue, and refrain frm any subsequent Cmmissin participatin, deliberatin r vting n the subject. ARTICLE XII: ORDER OF BUSINESS The Chair may adjust r amend the rder f business as needed. In the event f a prcedural questin, the Chair may refer t Rberts Rules f Order fr guidance. ARTICLE XIII: ATTENDANCE Each Human Services Cmmissin member shuld strive t attend all Cmmissin meetings, t read materials befrehand and t participate fully. Except in instances f sudden illness r ther unfreseen hardship, members shuld advise the staff and the Chair/Vice Chair, f their intended absence prir t 4:30 p.m. n the day prir t the meeting. Excused absences will be nted fr the recrd at the rll call. If a Cmmissiner s repeated absence hinders her r his ability t effectively cntribute t the Cmmissin, the Chair will have a discussin with said Cmmissiner and then determine whether r nt t recmmend t the City Cuncil, in cncert with City Staff, a new appintment fr said Cmmissiner s psitin. The Human Service Cmmissin s gal is t prvide a cnsensus recmmendatin t the City Cuncil. When a cnsensus cannt be reached, a majrity vte is taken. Minrity psitins may be cnveyed as well. T dcument the actins taken by the Human Services Cmmissin, staff will prepare a written statement r memrandum, including the facts, findings and ratinale fr the final recmmendatins. The Chair f the Human Services Cmmissin will present the recmmendatins t the City Cuncil n behalf f the Human Services Cmmissin. ARTICLE XV: CODE OF CONDUCT The Human Services Cmmissin has develped the fllwing 'grup nrms' t define the expectatins fr cnduct by Cmmissiners and the interactin amng members. It is the intent that these be simple, self-explanatry and self-enfrced. The Chair is empwered t remind members as the need arises t emply these nrms.
