Bidding Requirements General: Units bid for this purchase must be new. New units may be sold, prepared, and delivered to Columbia County Public Works Department only by a dealer who is factory franchised for the specific makes and models of equipment offered. Equipment Specification Compliance Inspections; Delivery; and Acceptance: Columbia County Public Works Department will conduct specification compliance inspections upon delivery to: Columbia County Public Works Department 415 N. Guernsey Ave. Dayton, WA. Suppliers must contact the Columbia County Public Works Department Office, at (509) 382-2534, to arrange for delivery and compliance inspections. Equipment suppliers are responsible for ensuring that the unit complies with all of the requirements listed in the boilerplate and specification(s) of this purchase. This includes presenting the following documentation for the unit during the inspection: 1. The manufacturer s line production sheet reflecting the equipment serial numbers, and listing all of the unit s components 2. Completed Invoice 3. The Manufacturer s Statement of Origin (MSO) 4. The title application (if applicable) reflecting both the legal and registered owner as: Columbia County Public Works Department 415 N. Guernsey Ave. Dayton, Washington 99328 Equipment may be delivered to Columbia County Public Works Department facilities between the hours of 7:30 am and 3:00 pm -- Monday through Thursday. Deliveries shall not occur during other hours; or on weekends; or on recognized state and federal holidays. Suppliers must notify the phone number noted above at least 2 business days prior to equipment delivery, to ensure that a Columbia County Public Works Department employee is available to sign and date the delivery acceptance. Equipment left without being signed for by an authorized employee will not be considered accepted and the County will not accept responsibility for the safeguard of such equipment. The bidder shall include with the bid any warranty information for the unit. The length and scope of coverage of the warranty may be used by the County in determining the bid award. Bids provided for the unit and any bid alternates shall be good for a period of one (1) year from the date of award. The County may purchase additional unit(s) from this bid during the year from the date of award. The term, but not the price, may be extended beyond the one year period by agreement in writing of both parties. Bidders may bid on one or both items in the bid package. Columbia County reserves the right to award each bid item separately at its sole discretion. Bidders are requested to sell items awarded under this bid to other Political Subdivisions and Municipal Corporations, at the awarded price, for a period of one (1) year from the date of award. After the demonstration period, the County will decide whether to award the contract or not. If after the demonstration period the County elects to not award the contract, the equipment supplier will not be paid or reimbursed by the County for any costs associated with providing the demonstration unit. Purchase by Other Governmental Agencies Bidder agrees to sell the items identified as Bid Item #2 to other Political Subdivisions and Municipal Corporations, at the bid price, for a period of one (1) year from the date of award pursuant to the requirements of Chapter 39.34 RCW Interlocal Cooperation Act. Should bids be rejected, bidders will not be reimbursed or receive any form of compensation for any costs incurred in the preparation of their bid. Columbia County reserves the right to invoke RCW 39.30.040, which states that local government may consider tax revenues when it is required to make purchases from the lowest and best bidder.
