Has the Project Development Objective been changed since Board Approval of the Project Objective? No PHRPDODEL Components Name Public Disclosure Authorized Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Implementation Status and Key Decisions While the grant experienced several delays at the outset, project implementation and disbursements have steadily increased, including significant increases over the last few months as AKF implements the community driven and social mobilization and investment micro-projects under Component 2 of the project. The project continues to utilize research results from components 1 to guide design of CDD+ social cohesion initiatives. Results of the research phase, including the social cohesion index and design of the baseline and mid-term surveys have also been 4/4/2017 Page 1 of 8
disseminated in Kyrgyz Republic and a knowledge day is planned for Washington DC/World Bank headquarters for April 2016. The overall progress of the grant is moderately satisfactory. Following the baseline and mid-term survey findings, the project plans for an end-line survey before project closing to measure impacts of CDD and CDD+ sub-grants. Due to seasonality considerations, the project team needs to implement the survey in Fall, 2017 (the baseline and mid-line surveys were also completed in Fall). If the survey takes place earlier, results would be impacted due to the significant variations in beneficiary experiences based on weather, crop yields, and access to services. For this reason, the AKF extended the closing date of AKF grant financing to December 31, 2017. As co-financier, AKF has requested that the World Bank also extend its end date to December 31, 2017 to preserve the 67%/33% financing arrangement. The Bank team is therefore seeking a no-cost extension to December 31, 2017 to preserve the co-financing arrangement. It is anticipated that, with this extension, the research and implementation phases will be completed, and the grant will reach its objectives.
