Brannon Corporation in the amount of $487,565.00. 4. CITY OF TYLER HALF CENT BOARD COMMUNICATION Date: February 14, 2017 Subject: Request that the Half-Cent Sales Tax Board consider funding a contract for the Ashmore Drainage Channel Improvements Project to Solid Bridge Construction, LLC in an amount not to exceed $1,737,654.00. Page: 1 of 2 Item Reference: Item C-A-4; March 23, 2016; Bid 17-008 On the night of November 29, 2015, a channel bank collapsed in the Ashmore Subdivision affecting several homes along Evansburg Lane. City staff took emergency action to clear debris, construct an access road along the channel, and temporarily stabilize the channel bank. In April 2016, KSA started design of the permanent improvements. The solution consisted of constructing a new concrete box culvert between Salisbury and Ashmore Lane and a new wall to support the yards on the south side of the channel above the culvert. The project also includes removing and replacing items such as fences, landscaping, and patio features as necessary in order to construct the project. The City of Tyler advertised bids for the Ashmore Channel Improvements project in the local newspaper, sent notifications to contractors and subcontractors known to perform this type of work, and displayed plans and specifications at www.civcast.com. Bids were opened and publicly read on Tuesday, December 20, 2016. Five (5) bids were received and are summarized below: Vendor Total Bid Solid Bridge Construction, LLC. $1,737,654.00 Reynolds & Kay, Ltd. $2,362,450.00 DCI Contracting, Inc. $2,441,407.55 Reid Construction, Inc. $2,708,790.00 East Texas Bridge, Inc. $2,755,100.00 Solid Bridge Construction has not done work for the City of Tyler before but they did submit an Approved Contractors Application, including an audited financial statement. Staff subsequently reviewed and approved the application.
Page: 2 of 2 The Ashmore Channel Project is very close to several homes and is anticipated to encounter slope stability issues during construction. To gain confidence in Solid Bridge s ability to perform work on this unique project staff requested KSA contact references and report back. While none of Solid Bridge s sample projects directly correlate with the unique challenges of this project, comments from references regarding Solid Bridge s capabilities were positive. Based on a review meeting between staff and KSA regarding Solid Bridge s bid, application, and reference feedback, the general consensus is there is no compelling evidence that Solid Bridge is not qualified to construct the project. Funding Sources: Half Cent Sales Tax/FEMA Grant (Estimated 40/60) RECOMMENDATION: It is recommended that the Half-Cent Sales Tax Board fund the contract for the Ashmore Units 3 & 4 Drainage Channel Improvements Project to Solid Bridge Construction, LLC in an amount not to exceed $1,737,654.00.
