Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions The overall implementation progress of the project is progressing well. All activities under component A (Recovery of Agriculture Sector) have been completed successfully on 30 June 2014. As of December 20, 2015, incorporating the December 2015 Restructuring Paper targets: Component B: All contract packages for rehabilitation of existing multipurpose disaster shelters (MDS) have been awarded. Rehabilitation of 279 existing MDS (out of a target of 460) have been completed. The remaining 181 MDS to be rehabilitated is expected to be completed by June 2016. Construction works of 220 new MDS (out of a target of 353) have been completed. By December 31,2015 a total of 229 MDS is expected to be completed. 1 MDS was taken out of AFI and incorporated into AFII due to an issue with site location. 10 Steel Structure MDS is being piloted under Component B, the contract was signed September 30, 2015 and the work has started. Component C: All contracts have been awarded under Component C. As per the December 2015 Restructuring Paper, the total length of coastal embankments including structures to be rehabilitated is 502 km. Repair work for 260 km coastal embankments have been completed and an additional 34 km is near to completion. Component D1: The Draft Final Multi Hazard Risk and Vulnerability Assessment (MRVA) Modelling and Mapping Report has been submitted for review to the Department of Disaster Management (DDM). The Technical Advisory Committee (TAC) reviewed the Draft Final MRVA in October 2015 and provided comments to the Consultancy Firm. The Firm will present the revised MRVA to the DDM and TAC December 21, 2015. The project has delivered feasibility reports for future investment projects (component D and F); of which the River Management Improvement Project has been negotiated with the Government of Bangladesh, while the Multipurpose Disaster Shelter Project (MDSP), Coastal Embankment Improvement Project (CEIP) and the Modern Food Storage Project (MFSP) are under implementation. The Project Development Objective is on track and review of progress against outcome indicators confirms that most outcome targets will be achieved by project closing. According to a household survey completed recently in the project sites, the majority of the project beneficiary households have reported increase in their income in the past season and there has been an approximate 10% reduction in poverty incidence due to ECRRP interventions. Bangladesh Climate Change Resilience Fund (BCCRF) Grant is supporting the construction of 61 new MDS in the districts of Barguna, Patuakhali, Pirojpur, Satkhira and Khulna through 6 contract packages. As of December 15, 2015, construction of 57 new MDS has been completed. The remaining 4 MDS are at advanced stages and are to be fully completed by December 25, 2015. The construction of 11.50 km of road under a single package in Barguna District has already been completed and is operational. The BCCRF Grant closing date was extended from December 31, 2014 to December 31, 2015, it is expected that all the physical work will be completed by the closing date of December 31, 2015. 12/31/2015 Page 2 of 10
