ABC NEWS/WASHINGTON POST CONSUMER INDEX 2/5/6 EMBARGOED FOR RELEASE AFTER 5 p.m. Tuesday, Feb. 7, 26 Consumer Confidence: the Buffeting Resumes Strong winds are buffeting consumer confidence: it s down again this week, resuming a month-long tempest powered by unusually unsettled economic views. The ABC News/Washington Post Consumer Comfort Index dropped by four points this week to -13 on its scale of +1 to -1. Week-to-week over the past month it s lost five points, regained four, flattened, and now lost four a rare ride in the 2-year history of this weekly survey. While the gyrations earlier in the past month occurred mainly in the West, this week the index fell similarly in the West (-7 points) and Midwest (-6) alike. And while the earlier changes occurred across the index, this week it s focused on views of the buying climate, now their worst since November and down seven points from where they started the year. Incomes are up but home prices have softened. Gasoline has been moving sideways lately, but the reality of long-term $2.3 fuel may be sinking in (gas has been over $2 steadily for nearly

a year now). And inflation remains enough of a concern for the Fed to keep notching up interest rates. INDEX In addition to the buying climate, the ABC/Post index is based on Americans ratings of the current national economy and their personal finances. This week just 34 percent rate the buying climate positively, the fewest since Nov. 2. More, 4 percent, rate the economy positively, and as usual, many more, 56 percent, say their personal finances are in good shape. It s down from -8 at the start of the year but up from its recent low, -23 when gas prices spiked after Hurricane Katrina last fall. The index has average -9 in weekly polls since December 1985, from a high of +38 in January 2 to a low of -5 in February 1992. The index sustained 15 points of up-anddown change in April 23 (up four, up five, up two, down four), 15 points of similar change over four weeks in April 1998 (up four, down five, up two, down four) and 14 points of up-and-down change over five weeks both in late 22 and mid 1993. (It s also had a few straight-line changes this large.) It doesn t happen often, but it happens. The index is +31 among higher-income Americans but -43 among those with the lowest incomes, +4 among college graduates while -46 among those who haven t finished high school, -6 among whites but -51 among blacks and -6 among men while -2 among women. It s higher among Republicans (+29) than among independents (-17) or Democrats (-32). Here's a closer look at the three components of the ABC/Post CCI: 3

This week s results are based on telephone interviews among a random national sample of 1, adults in the four weeks ending Feb. 5, 26. The results have a three-point error margin. Field work by ICR- International Communications Research of Media, Pa. The index is derived by subtracting the negative response to each index question from the positive response to that question. The three resulting numbers are added and divided by three. The index can range from +1 (everyone positive on all three measures) to -1 (all negative on all three measures).
