AGENDA REPORT DATE: July 25, 2016 TO: FROM: SUBJECT: City Commission Mike Herr, City Manager Proposed Millage Rate EXECUTIVE SUMMARY: By August 4, 2016, the City must notify the Hillsborough County Property Appraiser's Office of the proposed millage rate and the date, time, and meeting place of the proposed millage and tentaive budget hearings. Based on the Special City Commission Meeting held on July 11 to discuss the budget, the Proposed Budget for Fiscal Year 2016-17 is balanced using the same millage rate in effect for the current year. As provided by State law, the maximum millage rate the City Commission could approve by majority vote is 6.6983 mills. The maximum millage levy is the rolled-back rate adjusted by the effects of amendment one (increase in homestead exemption and portability of save our homes) and growth in per capital Florida personal income. RECOMMENDATION: Adopt a resolution to approve the proposed millage rate of 4.7157, announce the rolled back millage rate of 4.4883, and set the time, date and place for the proposed millage and tentative budget hearings. The public hearing for the proposed millage rate and tentative budget will be held September 12, 2016 at 7:30 PM, and the public hearing for the final millage rate and final budget will be held September 26, 2016 at 7:30 PM. Both public hearings will be held in the Sadye Gibbs Martin Auditorium at the Nettie Berry Draughon Municipal Building (City Hall), 302 West Reynolds Street, Plant City, Florida. FISCAL IMPACT: The total proposed budget for Fiscal Year 2016-17 is $72,364,877, of which $28,723,016 is in the General Fund.
RESOLUTION NO. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF PLANT CITY, FLORIDA AUTHORIZING THE CITY MANAGER TO ADVISE THE PROPERTY APPRAISER OF HILLSBOROUGH COUNTY OF THE CITY'S PROPOSED MILLAGE RATE, OF ITS ROLLED-BACK RATE, AND OF THE DATE, TIME, AND PLACE AT WHICH A PUBLIC HEARING WILL BE HELD TO CONSIDER THE PROPOSED MILLAGE RATE AND THE TENTATIVE BUDGET AS REQUIRED BY SECTION 200.065(2)(b), FLORIDA STATUTES. WHEREAS, pursuant to Section 193.023, Florida Statutes, the Property Appraiser of Hillsborough County has on June 23, 2016 certified to the City of Plant City, Florida the taxable value within the City, which certification included a copy of the statement required to be submitted under Section 195.073(3) as applicable to the City; and WHEREAS, the City Manager has prepared a tentative budget for the ensuing fiscal year and has computed a proposed millage rate necessary to fund the tentative budget, other than the portion of the budget to be funded from sources other than ad valorem taxes in accordance with the provisions of Section 200.065, Florida Statutes; now therefore BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF PLANT CITY, FLORIDA: Section 1. As required by Section 200.065(2)(b), Florida Statutes, the City Commission directs the City Manager to inform the property appraiser of Hillsborough County, Florida, as follows: (1) The proposed millage rate as computed by the City Commission is 4.7157 mills ($4.7157 per $1,000.00 of assessed valuation). (2) The rolled-back rate computed pursuant to Section 200.065(1), Florida Statutes, is 4.4883 mills ($4.4883 per $1,000.00 of assessed valuation). (3) The date, time, and place at which a public hearing will be held to consider the proposed millage rate and the tentative budget are September 12, 2016 at 7:30 p.m. in the Sadye Gibbs Martin Auditorium of the Nettie Berry Draughon Municipal Building, 302 West Reynolds Street (City Hall), Plant City, Florida.
Section 2. The City Manager shall cause a copy of the attached Certification of Taxable Value (DR - 420) be forthwith delivered to the Property Appraiser of Hillsborough County.
