Aniendinents: Addition: 31.2 Town Beautification Project (CAO Doolaege) Deletions: Deletion: 41.1 Reservoir Tender (CAO Doolaege) MINUTES 2011-07-02 Moved by Councillor Watters that Daysland Council approve the June 15, 2011 regular council meeting minutes as presented. 2011-07-03 Moved by Councillor Saik that Daysland Council approve the June 23, 2011 council committee of the whole meeting minutes and that committee meeting minutes be provided to council for approval. FINANCIAL June 2011 Financial Statements Assistant CAO Ed Chow presented the June 2011 financial statements to Council. 2011-07-04 Moved by Councillor Mazur that Daysland Council approve the Town of Daysland financial statements for the period ending June 30, 2011.
CURRENT BUSINESS Municipal Inspection 2011-07-05 Moved by Councillor Watters that Daysland Council acknowledge that Municipal Affairs will conduct a municipal inspection for the town of Daysland in accordance with S.571 of the MGA. Minimum Tax Exemptions 2011-07-06 Moved by Councillor Watters that Daysland Council approve the cancellation of taxes in accordance with the town of Daysland Minimum Tax Exemption Policy 2009-16 as follows: RoIl# Min.Tax 239.000 411.45 236.000 291.39 244.000 227.41 148.000 314.06 Total $1,244.31 Tax Consideration Request 2011-07-07 Moved by Councillor McNabb that Daysland Council reduce the taxes on the Robbins lease property substantially to $210 for 2011. 7:22 pm Deputy Mayor Rowland recessed the meeting. 7:26 pm Deputy Mayor Rowland reconvened the meeting. Amendment to Motion 2011-07-08 Moved by Councillor Watters that Daysland Council amend the motion made by Councillor McNabb to cancel 2011 taxes on the Robbins lease property in the amount of $492.35. Robbins Lease Agreement - Tax Consideration Request 20 11-07-09 Moved by Deputy Mayor Rowland that Daysland Council cancel taxes on Tax Roll # 225.000 in the amount of $492.35. Proposed Cat Regulations draw for gift certificate Daysland Council called for the draw to take place for a $50 local gift certificate in response to the recent request for public feedback on the proposed cat regulations. Public Works Foreman Report 2011-07-10 Moved by Councillor Mazur that Daysland Council accept the Public Works Foreman Report as presented. Town Entrance Beautification Project 2011-07-11 Moved by Councillor Saik that Daysland Council authorize the town public works to implement the town entrance beautification project in the amount of $2,500. Flower Pots 2011-07-12 Moved by Councillor McNabb that Daysland Council authorize the town public works to order eight concrete flower pots totaling $2,320. Golf Course Lots Drainage 20 11-07-13 Moved by Councillor Mazur that Daysland Council authorize the town of Daysland to contract Daysland Backhoe to undertake the golf course drainage project. Hayland Bids 2011-07-14 Moved by Councillor McNabb That Daysland Council accept the bid for haying town lands in the amount $350 from Garet and Alicia Wolbeck; and direct administration to prepare the necessary agreement. Flagstaff Regional Recreation Plan Daysland Council discussed the Flagstaff Regional Recreation Plan. 2011-07-15 Moved by Councillor Mazur that Daysland Council instruct administration to review the Flagstaff County Regional Recreation Plan and bring back to Council at a future meeting; and to request that a Flagstaff County representative, such as the new Recreation Coordinator, attend a council meeting to discuss the process. DELEGATIONS 7:35 pm Daysland Council welcomed Daysland Hospital Foundation, Chair Martha Waldorf and Board Member Myma Rawe to the meeting in response to Council s request for an update on the medical clinic project. Martha Waldorf presented Daysland Council with a copy of the Daysland Hospital Foundation financial statement, the certificate of title for the medical clinic, the restrictive covenant, and the sale agreement from Jerry Saik to the Foundation. Ms. Waldorf indicated that the Foundation has fundraised $600,000 to date, with $300,000 yet to raise. 2011-07-20 Minutes Page 3 of 7
Ms. Waldorf also told council that there is a new doctor arriving in September to begin practicing in Daysland, and that rehabilitation will be offered in Daysland. She expressed concern with the fact that the medical clinic contribution was shown separately on the 2011 tax notices and felt that this was a deterrent for fundraising. Daysland Council thanked Ms. Waldorf and Ms. Rawe for their presentation. 7:43 pm Lenard Calon, Resident and Business Owner Daysland Council welcomed Lenard and Pat Calon to the meeting. Utility Rates Mr. Calon spoke to council about the water rates for commercial properties and requested that Council refrain from implementing a progressive water consumption charge for commercial properties. He indicated that due to the nature of his car wash business, he is not in a position to conserve water. Minimum Tax Mr. Calon expressed concerns that the minimum tax is too high. He thinks the idea is good, but that the tax should be lowered, as it is too expensive to operate a business in town. He indicated that he owns a vacant lot that is used as part of his commercial business operation and that he cannot consolidate this property since there is a back alley separating the parcels. Mr. Calon asked for Council s consideration in reducing the minimum tax assessed on his commercial property. Daysland Council thanked Mr. & Mrs. Calon for their presentation. 2011-07-16 Moved by Councillor McNabb that Daysland Council direct administration to research subdivision options available to the Daysland Car Wash. 8:00 pm Daysland Business Association Regarding Commercial Tax Daysland Council welcomed Daysland Business Association members, Lenard Calon, Linda Simpson and Clint Downie to the meeting. Mr. Calon spoke about the high rate of commercial tax and that Daysland has one of the highest residential-commercial tax ratios. He also asked Council why the business community is paying for a privately funded medical clinic as part of their property taxes. He indicated that he was sorry he ever bought the car wash in Daysland. Ms. Simpson expressed concerns that the business community pays minimum tax, and that the minimum taxes were increased in 2011. She indicated that residents use services and businesses do not. She expressed concern that Daysland has a high commercial tax rate for the population size and felt that the businesses are paying an unfair proportionate tax rate as compared to the residential tax base. 2011-07-20 Minutes Page 4 of 7
RECESS 9:19 pm RECONVENE 9:29 pm Ms. Simpson asked council why the commercial tax rate is so high. She feels that residents of Daysland are being encouraged to travel to Camrose for services. Councillor Watters commented that comparing tax ratios alone is not accurate, and that there is a need to look at assessment factors as well; and when comparing communities, there is a need to look at all the factors involved, since each community is different. Mr. Downie asked Council to calculate a more reasonable tax rate for business owners as they are small portion of the community and they receive the same services as the residential owners. The Daysland Business Association provided Council with a July 12, 2011 letter signed by local business owners; 2010 tax comparison information and CFIB survey stats; and 2009 tax ratio information from CFIB, and minimum tax comparison information. Deputy Mayor Rowland called for a brief recess. Deputy Mayor Rowland reconvened the meeting.
