( 2 ) REGARDING BACKWARD CLASSES 61. *(C. Q. No. 441) Sheikh Ghulam Rasool : Will the Government be pleased to state : (a) whether it is a fact that a large number of applications are pending with the Backward Classes Commission for consideration of their claim for being declared as backward ; (b) if so, the number of such applications pending for the year 2009, 2010, 2011 and 2012 district-wise and he number of cases decided during the period ; (c) in order to dispose of the large number of applications expeditiously, what steps are being taken to decide the cases within a time bound programme? No. 261) Shri Sham Lal Bhagat : Will the Government be pleased to state : (a) whether it is a fact that the ration card holders are being given monthly ration as per 2001 census ; (b) whether it is also a fact that the ration cards are being issued after proper verification by the Government to each family ; if so (i) steps taken by the Government to include new names of family members in the ration card as per 2011 census ;

( 3 ) (ii) steps taken by the Government to conduct bifurcation of ration cards for separate families? (Minister for CA&PD). REGARDING ANGANWARI CENTRES 63. *(C. Q. No. 331) Syed Asgar Ali : Will the Government be pleased to state : (a) how many Anganwari Centres are functioning in Dachhan Block of Kishtwar District ; (b) please give the names and parentage of children in these Anganwari Centres ; (c) how much expenditure is being incurred on these Anganwari Centres by way of salary of workers and helpers and supply of ration and cooking charges yearly? (Minister for Social Welfare). REGARDING PURCHASING OF PIPES 64. *(C. Q. No. 424) Syed Mohammad Rafiq Shah : Will the Government be pleased to state : (a) is it a fact that PHE Department has procured coupling pipes worth hundreds of crores that too of sub-standard quality without following the codal procedure during last three years and technically there is no scope or requirement for the use of these pipes in a hilly State like J&K ; (b) is it also a fact that the quantity of pipes purchased was much higher than the requirement with the result a huge quantity of such pipes are lying unutilized at stores in Jammu as well as Srinagar ;

( 4 ) (c) is it also a fact that the sole purpose of such huge procurement without following codal formalities was only to benefit two particular firms ; (d) if yes, the reasons thereof and action, if any, proposed to be taken by the Government against responsible for putting the State exchequer to a huge loss? (Minister for PHE). REGARDING FOREST LAND TRANSFERED TO JDA 65. *(C. Q. No. 64) Shri Vijay Bakaya : Will the Government be pleased to state : (a) is it a fact that entire forest area in Sidhra has been transferred to JDA ; (b) if so, what is the total area so transferred and how much has been utilized by the JDA ; (c) has the JDA paid for the land as per norms ; (d) how much forest area has been encroached in Sidhra and what steps have been taken to vacate this land? REGARDING EMPLOYMENT (Minister for Forest). 66. *(C. Q. No. 361) Master Noor Hussain : Will the Government be pleased to state : (a) how many cases of land compensation for providing employment are pending with the PHE Department, where the department has already taken over the land for PHE Schemes ;

( 5 ) (b) is it a fact that Government is providing employment to the owners of the land ; (c) if so, how many persons have been provided employment during last three years division-wise, details in District Samba/Jammu be furnished? (Minister for PHE). REGARDING ATTACHMENT OF TEHSIL 67. *(C. Q. No. 383) Shri Mohd. Amin Bhat : Will the Government be pleased to state : (a) whether it is a fact that Tehsil Devsar comprises of twelve villages, whileas its maximum area falls under the jurisdiction of Tehsil Kulgam ; (b) if so, the measures being taken to attach villages of said Tehsil with Kulgam ; if not, reasons thereof? (Minister for Revenue). REGARDING APPOINTMENTS 68. *(C. Q. No. 409) Shri Mohammad Ashraf Mir : Will the Government be pleased to state : (a) whether number of persons have been engaged in Gardens, Parks and Floriculture Department during past three years on contractual/need basis and other basis ; (b) if so, full particulars of the engaged persons be placed on the Table of the House along with the criteria adopted for their engagement? (Minister for Parks and Gardens).

( 6 ) REGARDING POLLUTION 69. *(C. Q. No. 392) Shri Murtaza Ahmad Khan : Will the Government be pleased to state : (a) whether it is a fact that a number of business concerns, including stone crushers, automobile workshops are running in Sidhra, Ragura, Majeen and Bajalta area of Jammu ; (b) if yes, please furnish the details of all these business concerns including names, date and number of registration with Industries Department, date and number of the permission granted by the Pollution Control Board, date and number of the permission of the Municipal Corporation, Jammu ; (c) please also give details of the action initiated against the businesses running without fulfilling the legal formalities? REGARDING ALLOCATION OF FUNDS (Minister for Forest). 70. *(C. Q. No. 153) Shri Nurboo Gialchan : Will the Government be pleased to state : (a) whether it is a fact that due to flash flood in Leh District, many main irrigation canals including Leh up to Spituk have been seriously damaged ; (b) whether it is also a fact that the LAHDC, Leh has demanded financial aid to restore the canals ; (c) if so, what action has been taken for allotment of funds? (Minister for Irrigation).

( 7 ) REGARDING FINANCE COMMISSION 71. *(C. Q. No. 300) Shri Naresh Kumar Gupta : Will the Government be pleased to state : (a) whether it is a fact that a Finance Commission was constituted in the State to find out the ways and means for distribution of funds in a judicious manner to each region of the State ; (b) whether the Commission has submitted the report to the Government ; (c) whether the State Cabinet has approved the observationsrecommendations of the Commission ; (d) whether the recommendations-observations are being implemented by the Government or not, state the details? REGARDING SEASONAL CENTRES (Minister for Planning). 72. *(C. Q. No. 103) Shri Nizam-ud-Din Khatana : Will the Government be pleased to state : (a) the number of seasonal centres functioning in the State, whether the teachers in these centres have been paid their wages ; if not, when the same will be paid to them ; (b) district/zone-wise, details regarding names, parentage, addresses of these teachers working in these centres may please be placed on the Table of the House ;

( 8 ) (c) does it intend to engage these teachers in these centres on the pattern adopted in respect of Rahber-e-Taleem teachers ; if so, when? (Minister for Education). REGARDING CRIME AGAINST WOMEN 73. *(C. Q. No. 457) Shri Ravinder Kumar Sharma : Will the Government be pleased to state : (a) the number and nature of crimes against women in the State during past three years with district-wise, breakup and the status of investigation, prosecution and conviction ; (b) the steps being taken to check the crime and atrocities against women? REGARDING RGGVY SCHEME (Minister for Home). 74. *(C. Q. No. 266) Shri Sham Lal Bhagat : Will the Government be pleased to state : (a) whether it is a fact that RGGVY Scheme has been launched in the J&K State which was scheduled to be completed by or before 2012 ; if so ; (b) please indicate the present status of the implementation of the schemes ; (c) how many villages/hamlets have been covered in the State so far and whether all the unelectrified localities in the State will be

( 9 ) completed under this scheme with specific reference to erstwhile Doda District? REGARDING WATER RESERVOIR TANK (Minister for Power). 75. *(C. Q. No. 20) Sheikh Ghulam Qadir Pardesi : Will the Government be pleased to state : (a) whether it is a fact that water reservoir tank in Khonmoh Moinabad has not been commissioned despite completion ; (b) if so, when it intends to make it functional so that it is put to use? REGARDING ROSHNI ACT (Minister for PHE). 76. *(C. Q. No. 379) Shri Mohd. Amin Bhat : Will the Government be pleased to state : (a) district-wise, details of cases settled under Roshni Scheme till date in the State ; (b) constituency-wise, details of such cases in respect of Kashmir Division pending for disposal up to ending December, 2012, how many cases of these were rejected and what immediate steps will be taken to dispose off of the pending cases? (Minister for Revenue).

No. 469) Shri Murtaza Ahmad Khan : Will the Government be pleased to state : (a) whether it is a fact that in view of increasing population, the inhabitant of Shalteng, Srinagar have to face tremendous difficulties due to shortage of power ; (b) whether it is also a fact that there is only one transformer catering different Lanes of Ghalibabad, Shalteng ; (c) if reply to parts (a) & (b) be in affirmative, will they provide a separate transformer for Lane Number 3 to minimize the load of the above-mentioned transformer? (Minister for Power). REGARDING CONSTRUCTION OF ROAD 78. *(C. Q. No. 104) Shri Nizam-ud-Din Khatana : Will the Government be pleased to state : (a) the status of the road under construction at Village Saaj via Kallar Basan, District Rajouri ; (b) reasons for non-completion of the said road till date and when will they furnish the construction work of the said road?
