Executive Summary The aim of this Seventh SME Progress Report is to monitor the participation of SMEs in the Cooperation Programme within the Seventh Research Framework Programme (FP7). The report also covers the SME participation in the Capacities and People Programmes of FP7. The report analyses the situation of the Grant Agreements signed as of the 1 st of April 2011. The Commission is required to pay special attention to the funding for SMEs under the Cooperation Programme, following the target in the Decision establishing FP7 1. The aim is to ensure that at least 15% of the funding of the programme go to SMEs. Focusing on the SME participation in the Thematic Priorities, 1.779,7 M, or 14,4% of the Cooperation budget, is going to SMEs. (Graph 1) For the 6.544 SME participations in Thematic Research Projects so far, the average EU contribution is 272.000. Over the full FP7 programme, including Research for the Benefit of SMEs and the Marie- Curie Actions, 10.127 of the participations are by SMEs, receiving an average EU contribution of 249.000. Approximately 20.000 SMEs are expected to benefit from FP7 before the end of the Programme, in over 26.000 participations. The Cooperation Programme still has 19.893 M available to spend (61,7% of the total budget in the remaining years of the Framework Programme, until 2013). From this remaining budget, 15,4% should go to SMEs in order to reach the 15% target for the whole period. The last year, there are only small fluctuations in the budget going to SMEs. However, the SME strengthening measures for the Work Programmes 2011 are not yet visible in this report: the contracts resulting from the calls for the Work Programmes 2011 are still in the process of being negotiated. Although the cumulative figure for the EU contribution in the Themes of the Cooperation Programme is currently only 14,4%, with the scheduled SME dedicated calls under the 2011 and 2012 Work Programmes it is expected that the 15% target will be met before the end of FP7 in 2013: In the upcoming Thematic Work Programmes, which will be published in July 2011, a number of measures are included which are specifically targeting SMEs, including earmarked budgets. The budgetary share of SMEs is forecasted to grow from the current 14,4 % to 15,7 % of the Cooperation Programme, slightly above the 15% target in the Framework Programme legislation. As a specific feature, this report provides a more detailed analysis of the SME support by some of the Joint Technology Initiatives (JTIs). Overall, 21% of the EU contribution to the JTIs goes to SMEs. This report also includes maps with a regional analysis of the 15% target in signed Grant Agreements within the Cooperation Programme. Tables with the core data per call and on regional participation are enclosed in the annexes. This report also looks into the participation of Research Organisations which are recognized as SMEs but also as a Not-for-Profit organisation. The findings are that in the Cooperation Programme 71 M (4, of the budget benefiting SMEs) goes to this specific type of Notfor-Profit Research organisations, 102 in total, representing 2,4% of the Validated SMEs. 1 "Decision no 1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for Research, Technological Development and Demonstration activities (2007-2013)" Annex1, I. The report goes into detail per Theme within the Cooperation Programme of FP7. The Themes are listed with their acronyms and description in Table 1. (*) This report examines the funding for SMEs under the Thematic Priorities of the Cooperation Programme. 97,3% of the Cooperation budget in Grant Agreements signed before 1 April 2011 has been used for open calls under the ten Thematic Priorities of the FP7 Cooperation Programme. It includes an analysis of SME participation rates across the Themes of the Cooperation Programme and of the EU contribution to SMEs. The other 2,7% of the Cooperation Programme funding cover the grants to ESA (European Space Agency), the Joint Technology Initiatives and the so-called "General activities", embracing the CORDIS services, the horizontal ERA-NET scheme, Research organisations in the EU, Strengthened coordination with EUREKA, Scientific and technological cooperation activities carried out in COST, the European Metrology Research Programme. 4

This report focuses on the SME participation in - The Cooperation Programme o The ten Thematic Priorities o The Joint Technology Initiatives o Other funding schemes offering benefit to SMEs: EUROSTARS and Ambient Assisted Living (AAL) - The Capacities Programme o Research for the benefit of SMEs - The People Programme, i.e. participation of SMEs in two Marie Curie actions: o Industry Academia Partnerships and Pathways (IAPP) o Initial Training Networks (ITN) Cooperation Programme - Key Figures for the ten Thematic Priorities Because the main focus of this report is on the Thematic Priorities, often the indication "FP7- COOP-Themes" is used, standing for the Cooperation Programme, excluding the grant to ESA, the Joint Technology Initiatives (JTIs) and the General Activities such as the CORDIS services, the horizontal ERA-NET scheme, Research organisations in the EU, Strengthened coordination with EUREKA, Scientific and technological cooperation activities carried out in COST, the European Metrology Research Programme. With a total budget of 32.265 million, 19.893 million (61,7%) is remaining. To reach the 15% target by the end of FP7, during the almost remaining 3 years, at least 15,4% of the EU contribution in Cooperation Grant Agreements should go to SMEs. 6

Cooperation Programme - Other components Although the focus of this report lies on the ten Thematic Priorities of the Cooperation Programme, it also covers the Joint Technology Initiatives, Eurostars and Eurostars and Ambient Assisted Living. Small and medium sized companies are the largest community of individual participants also in the FP7 Cooperation Programme. Compared to non-sme participants (Higher or secondary education, "Private for profit", Public bodies, and Research organisations), SMEs represent 35% of individual entities participating in FP7 Cooperation. This was investigated in detailed in the previous report (SME Participation in FP7 Report Autumn 2010). The main findings are that in the Cooperation Programme 71 M (4, of the budget benefiting SMEs) goes to this specific type of Not-for-Profit Research organisations, representing 2,4% of the Validated SMEs. In the Capacities Programme, this represents 2,1% of the corresponding budget.
