STEERING COMMITTEE ON HEALTH Report of the Sixth Meeting of the OIC Steering Committee on Health Jakarta, Republic of Indonesia 23-24 April 2013 1

I. Introduction 1. The Sixth meeting of the OIC Steering Committee on Health (SCH) hosted by the Government of Indonesia was held in Jakarta from 23 to 24 April, 2013. The meeting was attended by the members of the Steering Committee as in Annex-I. 2. Dr. Ralzey Nordin, Director General of the Science and Technology Department at the OIC General Secretariat, delivered an inaugural address of His Excellency Prof. Ekmeleddin Ihsanoglu, Secretary General of the OIC. He briefly touched upon the most significant activities undertaken by the OIC in the field of health and invited the members of the Steering Committee for proactive participation. He expressed his confidence that the meeting would be able to move forward and decide upon concrete action for the accomplishment of the very crucial tasks assigned to it. 3. His Excellency Mr. Bolat Tokezhanov, Deputy Minister of Health of the Republic of Kazakhstan, in his speech stressed the importance and necessity of the work carried out by the OIC Member States, OIC institutions and international organizations to develop the OIC Strategic Health Programme of Action (SHPA) 2013-2022 for responding to the challenges faced by the Ummah in the health sector. He highlighted the importance of the effective implementation of the decisions of the Islamic Conferences of Health Ministers by all concerned and assured the Committee of the Chair s resolve to promote concrete and effective cooperation. 4. Prof. Dr. Ali Ghufron Mukti, MSc, PhD, Vice Minister of Health of the Republic of Indonesia, delivered the welcoming remarks on behalf of Her Excellency Dr. Nafsiah Mboi, Minister of Health of the Republic of Indonesia and stated that all OIC Member States must work tirelessly to achieve the highest levels of health and well-being for the Ummah. He urged the Steering Committee on Health to be proactive in its efforts to promote and coordinate implementation of the decisions of the Islamic Conferences of Health Ministers. He underscores the importance of involving the widest possible range of stakeholders: government, civil society, private sector, individuals, families, and communities - in promotion and development of culture, services and systems to assist people to achieve good health. II. Composition of the Bureau 5. III. Adoption of Agenda and Programme of Work 6. The agenda and the programme of work for the meeting were adopted as attached as Annex-II and Annex-III. IV. Statements by Heads of Delegation 7. Under this agenda items statements were made by the Heads of Delegation of Tajikistan, Iran, Indonesia, Saudi Arabia and Djibouti. Representatives of SESRIC, IDB and WHO also made statements. The speakers focused on the issue of health within the development of the wellbeing of the people in the OIC Member States. Underlining the major challenges faced by the OIC countries in the domain of health, the speakers emphasized the importance of enhanced cooperation among the OIC Member States in areas such as prevention and control of communicable and non-communicable diseases, production of medicines and vaccines, mother and child health. In view of its centrality to the life and wellbeing of Muslims, IDB has highlighted importance and urged operationalization of the Halal Concept in the area of Health and Nutrition and the SHPA should consider reflecting this in its relevant sections. V. Review of the status of implementation of decisions of the Islamic Conferences of Health Ministers 8. In accordance with Article 9 of the Rules of Procedures of the Steering Committee, the meeting reviewed the status of implementation of the decisions of the Islamic Conferences of Health Ministers and the decisions taken by the Fifth Meeting of SCH. The meeting took note of the report presented by the General Secretariat on the followup actions with regard to the decisions of the Fifth Meeting of SCH. The OIC General Secretariat briefed the meeting on the OIC-IDB-IAEA partnership for the establishment and strengthening of cancer radiotherapy infrastructure in Member States in Africa. Various participants, including representatives of Indonesia, IDB and SESRIC, shared details about their related programmes and initiatives and discussed ways and means to strengthen national actions and international cooperation for effective follow up to the decisions of ICHM. The meeting urged all members of the Steering Committee to share information about their implementation efforts with the OIC General Secretariat. VI. Preparation of the OIC Strategic Health Programme of Action (OIC-SHPA) 2013 2022; 9. Under this agenda item, the meeting took note of the progress in the preparation of the OIC Strategic Health Programme of Action 2013-2022. The meeting was briefed about a Brain Storming Session convened by SESRIC in June 2012 and attended by members of the SCH. The Brainstorming Session agreed on the format and structure of the draft OIC-SHPA on basis of which SESRIC prepared a draft OIC-SHPA. The draft was circulated to all MS and international organizations for comments. 10. An Expert Advisory Group Meeting was held on 17 18 February 2013 at SESRIC Headquarters in Ankara. The EAGM reviewed the draft document and SESRIC finalized it. 3

11. The SCH endorsed the draft OIC-SHPA 2013 2022 and requested the OIC General Secretariat to submit the document for adoption by the Fourth ICHM. VII. Preparation of a draft Implementation Plan for OIC-SHPA 12. The SCH approved the proposal by the Expert Advisory Group Meeting held on 17 18 February 2013 at SESRIC Headquarters in Ankara to prepare an Implementation Plan of the OIC-SHPA. 13. The SCH requested the OIC General Secretariat to remind the Member States to provide their proposals within the 6 working groups latest by 25 May 2013. 14. The SCH welcomed the offer of Republic of Indonesia to host a meeting to finalize the draft Implementation Plan on 18-19 June 2013 in Bandung and categorize the proposed activities into short, medium and long term. The OIC General Secretariat was requested to submit it to the Seventh meeting of the SCH on 21 October 2013 for endorsement and subsequent adoption by the Fourth ICHM in conjunction with adoption of the OIC- SHPA. 15. The SCH also welcomed a proposal to set up working groups to follow up the implementation of OIC SHPA 2013-2022 after its approval by the Fourth ICHM. The countries currently leading the thematic areas established to develop the Implementation Plan shall continue their role within the proposed follow up mechanism. The meeting to finalize the draft Implementation Plan on 18-19 June 2013 in Bandung is expected to elaborate further on this proposal. 16. The Ministry of Health of Indonesia confirmed hosting the meeting to finalize the draft Implementation Plan on 18-19 June 2013 in Bandung. The SCH welcomed and appreciated the support from Indonesia as a host to support the LDCs from the OIC region to participate in above meeting. VIII. Promoting Self Reliance in Production of Medicines and Vaccines; 17. The SCH noted that a First Meeting of a Technical Committee on Development and Harmonization of Standards on pharmaceuticals and vaccines was convened by the Malaysian Government in October 2012. 18. The SCH approved a draft Terms of Reference of the Technical Committee on development and harmonization of standards of pharmaceuticals and vaccines and endorsed the Two-Year Action plan of the Technical Committee. 19. The SCH welcomed the offer by Malaysia to host the Second meeting of the Technical Committee in November 2013. 20. The SCH was briefed on outcome of the first meeting of medicine and vaccine manufacturers from OIC countries held in Dubai on 27 28 February 2013. 21. The SCH welcomed the offer of the Ministry of Health of Indonesia to host a second meeting of medicine and vaccine manufacturers in Bandung on 16 June 2013 to prepare the short term (downstream process), medium term (joint development of APIs) and 4

long term (research and development) based on the need assessment study prepared by SESRIC. 22. SESRIC appealed for cooperation of Member States and international organizations to provide adequate information on needs for vaccines in the OIC Member States. The IDB offered its assistance in this regard to provide required information through the GAVI Alliance. 23. The SCH took note that the OIC General Secretariat requested the WHO to provide comprehensive information on WHO prequalification programme, its procedure, criteria and mechanism. 24. The SCH appreciated the offer made by the Pasteur Institute, Razi Vaccine & Serum Research Institute and MACTER Int l Pvt to fund R&D activities for human and veterinary vaccines for OIC countries; training courses and workshops on Quality Management System (QMS); Validation, Clinical Trials and CGMP. 25. The SCH also welcomed the offer of Indonesia to host a Workshop on the challenges in producing pharmaceuticals on 17 June 2013 at Bandung. IX. Establishment of the OIC Health Implementation Unit (HIU) 26. Kazakhstan and Indonesia briefed the meeting on preparation to place one qualified health specialist from each country to the Health Implementation Unit at the OIC General Secretariat and to cover the cost of such placement. 27. The progress of the placement would be discussed again during the Seventh meeting of the OIC Steering Committee. X. Contributions to development of post-2015 MDG document 28. The SCH noted that the process of development of the post-2015 MDG document has been initiated by the International Community. 29. The SCH agreed to further discuss OIC contribution to the post-2015 development agenda. Indonesia, co-chair of the High Level Panel of Eminent Persons on the post- 2015 development agenda, offered to prepare a brief paper on the development of deliberation on the post-2015 development agenda to the Fourth ICHM. XI. Preparation for the 4 th Islamic Conference of Health Ministers 30. The Ministry of Health of Indonesia confirmed hosting the Fourth ICHM on 22 24 October 2013. The SCH welcomed confirmation by Indonesia to host the 4 th ICHM and appreciated the support to delegations of the LDCs from the OIC region participating in the Conference. 31. The OIC General Secretariat presented draft agenda and draft programme of work of the Fourth ICHM. 32. The SCH requested the OIC General Secretariat and Indonesia to develop further the 5

draft agenda and programme of work for consideration by the Seventh meeting of the Steering Committee. 33. Indonesia announced that the Health Exhibition would be organized at the sidelines of the Fourth ICHM. Indonesia would further discuss the matter with the OIC General Secretariat. XII. Date and venue for the Seventh meeting of the Steering Committee 34. The Committee decided to convene the Seventh meeting of SCH in two parts at the venue of the Fourth ICHM. Part 1 of the Seventh Meeting of SCH would be organized on 21 th October 2013 and Part 2 of the Seventh Meeting of SCH would be held immediately after the closing of the Fourth ICHM on 24 th October 2013. 35. Part 1 of the Seventh Meeting of SCH inter alia would review the preparation for the Fourth ICHM including approving the draft Implementation Plan of the OIC-SHPA, the composition of the Bureau for the Conference, draft resolutions and draft declaration and implementation plan of the vaccine manufacturers on the short term (downstream process), medium term (joint development of APIs) and long term (research and development). 36. Part 2 of the Seventh Meeting of SCH would be held for H.E. Minister of Health of Kazakhstan to hand over chairmanship of SCH to H.E. Minister of Health of Indonesia. XIII. Any other business 37. The SCH reiterated the call by the 3 rd Islamic Conference of Health Ministers for more cooperation in the area of health training and education and agreed to encourage offers of scholarships in the field of health education under the OIC Educational Exchange Programme: Promoting Solidarity through Academia. 38. The SCH urged Kazakhstan as current Chair of ICHM to consider initiation of coordination of OIC Health Ministers at the sidelines of the forthcoming WHA in Geneva to strengthen OIC cooperation on health related issues in international fora. 39. The SCH stressed the significance of the mother and child nutrition as one of the core health issue in the OIC Region and requested that this issue be duly covered during the forthcoming OIC meetings in the field of health. 40. The SCH reviewed implementation of all resolutions and decisions of the First, Second and Third ICHM and meetings of SCH and requested the OIC General Secretariat to contact all Member States to provide reports on actions taken on these resolutions and decisions. XIV. Adoption of report of the meeting 41. The SCH adopted its meeting s report by acclamation. It expressed its gratitude to the Ministry of Health of the Republic of Indonesia for its generous hospitality and to the OIC General Secretariat for excellent arrangements made for the meeting. --- 6
