The Director-General reports as follows on the status of outstanding contributions as at 30 September 1986. Outstanding contributions as at 30 September 1986 2. Outstanding contributions amounted to US$22,312 (Sw F 36,815 at the accounting rate of Sw F 1.65/US$1 effective as at 30 September 1986Ï in respect of assessments for the years 1969/1972, to Sw F 9,559,463 for the years 1973 to 1985 and to Sw F 14,739,411 in respect of current year's assessments. Thus a total of Sw F 24,335,689 was due on 30 September 1986 compared with amounts of Sw F 21,880,468 on 30 September 1985, Sw F 20,584,174 on 30 September 1984 and Sw F 18,064,419 on 30 September 1983. Contributions due from contracting parties as at 30 September 1986 are shown in the attached statement. 3. The amount of Sw F 14,739,411 still due on 30 September 1986 in respect of 1986 contributions represented 25.11 per cent of the total assessment. The corresponding figures were Sw F 13,994,824 C24.77 per cent) in 1985, Sw F 14,421,167 (28.41 per cent) in 1984 and Sw F 13,115,627 ("26.99 per cent) in 1983. 4. The Director-General has taken every opportunity, either in writing or by personal contacts, to remind governments of the importance of prompt payment of their contributions and of total settlement of arrears. Furthermore, following the Budget Committee's instructions, a reminder letter was sent in April 1986 to the contracting parties which had contributions due at this date to draw their attention to the treasury difficulties which could arise from such a situation. In comparison with previous year, the collection situation has not improved since the dispatch of this letter, as can be seen from the following table, and the present situation is still unsatisfactory. However, a payment of some Sw F 9,150,000 has been announced and it is therefore anticipated that the secretariat will cover its financial needs up to the end of the year. This letter was sent to 63 contracting parties and associated governments. As at 1 October 1986, 36 responded, of which 34 with payments and 27 did not react. 86-1564

The present situation with regard to governments whose contributions are two or more years in arrears is as follows: Belize: Since the accession to GATT no payment has yet been made. Benin: The latest payment of Sw F was received in January 1984. Since that date no communication has been received in spite of regular reminder letters. Burkina Faso: The latest payment of Sw F 23,791 was made in November 1978. In a letter of July 1985, the Government of Burkina Faso announced that economical difficulties prevented it from earmarking funds in 1985 for the GATT budget but that in future the financial obligations from Burkina Faso to GATT would be met. Since that date no communication has been received in spite of regular reminder letters. Burundi: The latest payment of Sw F 38,882 was received in April 1978. In a letter of April 1983, the Government of Burundi announced its intention to settle the total arrears of contributions in 1984, but no payment has been received to date. Reminder letters have been sent regularly by the secretariat. Central African Republic: In April 1986 an amount of Sw F 63,596 was received by the secretariat in settlement of balance of contributions for 1978 and of total contribution for 1979. Chad: In a letter dated 29 April 1983, the Government of Chad proposed to settle its arrears of contributions by the payment of twenty equal instalments commencing in 1987, in addition to the payment of current contributions in full in the years for which they are due. This proposal was accepted by the CONTRACTING PARTIES at their Thirty-ninth session. Congo, People's Republic of: The latest payment of Sw F 18,662 was received in May 1984. Reminder letters have been sent regularly by the secretariat.

Page 3 Dominican Republic; Although the Dominican authorities assured the secretariat in October 1980, and reiterated their statement in March 1983, that every effort would be made to reduce the outstanding arrears, no payment has been received since November 1979. In July 1985, discussions were held in Geneva between a representative of the Dominican Republic and the secretariat of GATT with a view to initiating an arrangement for the payment of arrears of contributions. Since that date, no communication has been received by the secretariat. Gambia: Since the latest payment of Sw F 21,227 in March 1977, the secretariat has received no communication, notwithstanding reminder letters which have been sent regularly. Guyana : Since November 1982, date of latest payment, no communication has been received by the secretariat in spite of regular reminder letters. Haiti: In April 1978 the Government of Haiti undertook to make regular payments until the entire balance of arrears of contributions has been liquidated. Since the last meeting of the Committee on Budget, Finance and Administration in October 1985 one payment equivalent to Sw F 29,548 has been received. Democratic Kampuchea: Since the latest payment, which was made in January 1974, the secretariat has received only one letter of acknowledgement in July 1980, in spite of numerous reminder letters which have been sent. Madagascar: The latest payment of Sw F 78,057 was received in November 1982. In reply to an oral request in January 1984, the secretariat provided detailed information regarding the amount outstanding. No other communication has been received since that date in spite of regular reminder letters. Mauritania: The latest payment was made in October 1978. The secretariat was informed in January 1986 that the equivalent, in local currency, of some Sw F 135,000 would be transferred soon and that no additional payment would be made before the completion of the 1985/1988 economic recovery programme approved by the IMF. It was indicated that, after this period, a five-year programme of settlement of arrears would then be established in consultation with the secretariat. The payment announced in January 1986 has not yet been received. Nicaragua: In January 1981, the Nicaraguan Government proposed the settlement of its arrears at 31 December 1981 by means of ten equal annual payments commencing in 1982 in addition to the payment of current contributions in full in the years for which they are due. The GATT Council accepted this proposal on 11 June 1981. In June 1982, the Nicaraguan authorities, referring to the financial difficulties they were experiencing, proposed that the commencement date for the repayment schedule be delayed for one year, to 1983. The GATT Council accepted this proposal on 1 November 1982. A first instalment equivalent to Sw F 98,859 was made in February 1984 and a second instalment equivalent to Sw F 114,912 in April 1985. The outstanding sum due for 1985 and the amount payable towards 1986, in accordance with the arrangement, amount to Sw F 192,674.

Page 4 Niger; A payment of Sw F 64,427, settling the balance of contribution for 1982 and partially the contribution for 1983 was received by the secretariat in January 1986. Nigeria; The latest payment of Sw F 190,820 was made in July 1985. Since October 1985, no communication has been received. Peru; A payment of Sw F 76,760 representing the contribution for 1981 was received by the secretariat in November 1985. Senegal; Two payments totalling Sw F 101,288 were received in 1983. No_ communication has been received since that date in spite of regular reminder letters. Sierra Leone; The latest payment of Sw F 27,800 was received in February 1975. The authorities of Sierra Leone, with whom the question of arrears of contributions has been taken up on numerous occasions, have indicated that action would be taken to liquidate the amount due. The secretariat has continued to send regular reminder letters and, in reply to a cable of June 1983, again provided detailed information regarding the amounts outstanding. Since that date no further communication has been received. Tanzania ; The latest payment of Sw F 48,480 was made in May 1982. No other communication has been received since that date, in spite of regular reminder letters. Togo; A payment of Sw F 38,360 was made in January 1986 and a second payment of some Sw F 35,000 was announced in a communication received by the secretariat in July 1986. Uganda; A payment of Sw F 65,792 representing the balance of contribution for 1977, the entire contribution for 1978 and a part of contribution for 1979 was made in June 1985. No other communication has been received since that date. Zaire; The latest payment of Sw F 45,400 was made in January 1981. In April 1983 the secretariat was informed that the necessary steps of internal procedure for settlement of contributions were being taken. However, no further communication has been received by the secretariat in spite of regular reminder letters.
