Annex 3 TECHNICAL SPECIFICATIONS Lt III Insurance and assistance fr Members f the Eurpean Parliament n fficial (rdinary) travel 1. SUBJECT 1.1. The insurance shall cver all the guaranteed benefits referred t in sectin 2 belw, in accrdance with the applicable statutry and regulatry prvisins referred t in sectin 3 which are in frce n the date n which this insurance cntract is signed. All insured parties shall be guaranteed insurance and assistance services wrldwide. 1.2. These guarantees shall run, fr each insured party and fr each event, frm the beginning t the end f the insured party s fficial rdinary travel, fr an unlimited number f days r events, regardless f the place f fficial business r length f stay. 1.3. Insured persns The insurance shall apply t Members f the Eurpean Parliament included n the list n the Eurpean Parliament s fficial website. Members shall be cvered nly during perfrmance f their duties n fficial rdinary travel. Under the terms f the cntract, Members shall cntinue t be cvered after their term f ffice ends until their return jurney t the Member State in which they were elected r, at the latest, until the end f the mnth in which their term f ffice ended (fr any claim befre and during their return jurney). The successful tenderer must: have a 24-hur telephne assistance centre that perates 365 days a year, and which can ffer assistance in English, French and German, prvide an internatinal technical and medical assistance rganisatin that perates 24 hurs a day, 7 days a week and can be cntacted by telephne (including SMS), fax r email, ensure that the insured party is cvered by virtue f cntacting the assistance centre r by the relevant Eurpean Parliament bdies ding s n his/her behalf, as sn as the insured persn has received assistance, infrm the Eurpean Parliament, via the email addresses r cntact numbers prvided, f the persn s name, the type f assistance being prvided, and the way in which it is being arranged and mnitred, be cntactable by reverse charge call (the insurer pays the call charges), including via the mbile netwrk, frm any cuntry in the wrld, ffer access t its services via the Internet, prvide, free f charge, a card fr all insured persns bearing their name and any infrmatin needed fr rapid cntact and identificatin in the event f an incident while n fficial travel, frmulate a prcedure fr the exchange f infrmatin between the assistance platfrm and the relevant Eurpean Parliament bdies and between the Cntractr and the relevant Eurpean Parliament bdies frm the pening f a case until its clsure. be agreed with the unit in the Eurpean Parliament respnsible fr the insurance cntract, currently the Members Salaries and Scial Entitlements Unit. 2. RISKS COVERED All the services listed belw shall include assistance (medical, technical, lgistical, administrative, legal, etc.), as well as the rganisatin and prvisin f and payment fr that assistance. 2.1. Illness/accident/death Descriptin f services: Transprting the insured persn, where s/he has an illness requiring urgent medical assistance and/r has suffered an accident, t the nearest hspital which is best suited t his lcatin and cnditin, and equipped accrdingly. If justified by his cnditin and at his/her request, repatriating the insured persn with apprpriate medical supprt t ne f the Eurpean Parliament s places f wrk, the place f residence, r a hspital in the hme cuntry f the persn. Hspitalisatin and necessary medical treatment Up t EUR 150 000 shall be paid fr hspitalisatin and necessary medical treatment based n actual csts. Fr amunts ver EUR 5 000, subsequent reimbursement shall be brne by the Eurpean Parliament pursuant t the prvisins n reimbursement f csts incurred by sickness laid dwn in Article 18 f the Statute fr Members. Reimbursement f the balance f medical/hspitalisatin csts f up t EUR 25 000, after the payment f and in additin t all expenses paid t the insured persn under the prvisins n reimbursement f csts incurred by sickness laid dwn in Article 18 f the Statute fr Members. Additinal travel expenses (fr example, htel csts, meals, purchase f essential gds) if the injured/sick persn r the persn accmpanying him cannt be repatriated immediately. Cver based n actual csts. Organisatin f a return jurney and defrayal f the subsistence expenses incurred by a persn chsen by the insured persn t visit the persn wh has fallen ill/suffered an accident r by an accmpanying persn already present n the spt. Cver fr sending, travel and, where applicable, subsistence csts, based n actual csts. Prviding an interpreter t help cmmunicate with hspital staff, dctrs and the authrities. Cver based n actual csts. Arbitrary kidnapping and detentin. The successful tenderer shall take all pssible steps t ensure a successful cnclusin t a kidnapping r detentin incident in crdinatin with the relevant bdies and services within the Eurpean Parliament. Cver shall include the reimbursement f pssible ransms and peratinal csts. Cver f up t EUR 130 000 based n actual csts. Search and rescue expenses. Cver fr ptential search and rescue fees where the insured is presumed missing, regardless f the circumstances r place f his disappearance. Cver f up t EUR 15 000 based n actual csts. 2.2. Curtailment f travel/evacuatin Descriptin f services: Assisting, arranging and putting in place the necessary apparatus t evacuate insured persns r return them early as quickly as pssible in the event f: unrest, terrrism, natural disasters, civil r internatinal wars r strikes; nuclear accidents r atmic explsins r the direct r indirect effects f radiactivity r f chemical r bilgical cntagin; armed cnflict already underway r which breaks ut during fficial travel; epidemics annunced by the health authrities; the death f a family member r a parliamentary assistant; a parent, child, spuse r stable nn-marital partner falling critically ill r being hspitalised; a serius incident at hme r at wrk (invlving significant material damage); Cver based n actual csts. 2.3. Lgistical and administrative assistance Descriptin f services: Assistance, arrangements and cver fr administrative prcedures in the event f lss r theft, fr arranging and sending new passprts, identity cards, credit cards, and fr travel csts t an embassy r cnsulate fllwing the lss r theft f identity papers. Cver f up t EUR 1 000 based n actual csts. Assistance and cver fr administrative prcedures t arrange a transfer f funds in the event f lsing a wallet r credit cards, r having them stlen. Cver f up t EUR 5 000. Help with buying essential gds if baggage is delayed (min. fur hurs fr a cmmercial airliner). Cver f up t EUR 2 500 based n actual csts. Assistance, arrangements and cver fr administrative and lgistical prcedures in any situatin where the insured is stranded and thus prevented frm carrying ut his assignment. Cver based n actual csts. 2.4. Assistance in the event f legal actin against a Member Descriptin f services: Advance t cver bail. Up t EUR 25 000. Advance t cver lawyers fees. Up t EUR 12 500. Legal assistance with traffic regulatins where the insured is, r risks being, imprisned fllwing a rad accident. Cver fr lawyers expenses up t EUR 3 000 based n actual csts. 2.5. Supplementary life and invalidity insurance when n fficial business Descriptin f services: Accidental death/ttal r partial permanent invalidity. Cver fr the repayment f all utstanding prperty debts which wuld usually be cvered by a Member s existing insurance but which are subject t an exclusin clause, which the insurer then invkes, as a result f the circumstances f the accident suffered n fficial business. This cncerns exclusin clauses affecting the fllwing situatins in particular: Accidents as a result f: civil r internatinal wars; atmic explsins r the direct r indirect effects f radiactivity r f chemical r bilgical cntagin; armed cnflict already underway r which breaks ut during fficial travel. Accidents arising when the insured: finds himself inadvertently implicated in unrest, activist mvements, terrrism r sabtage, strikes, fights r attacks; is a passenger and/r pilt n a military r civil aircraft; is flying with a nn-scheduled, duly authrised cmmercial airline; Any ther exclusin clause cncerning repayment f debts n the insured s legal r usual residence. Fr example, this wuld include mrtgage prtectin insurance, life insurance r permanent r partial invalidity insurance cvering the insured and his beneficiaries. The beneficiaries are thse designated within the framewrk f the insurance cntract r cntracts taken ut by the insured and fr whm the Cntractr, as part f this cntract, acts as substitute insurer where, fr the reasns abve, the plicy taken ut by the insured cmpletely r partly limits his cver. This cver shall apply t any insurance plicy taken ut by the insured and fr which he has regularly paid the premiums, save where he has been prevented frm ding s by the same fficial travel which caused the accident resulting in his death r invalidity. The relevant sum is the ttal remaining debt, based n actual csts, up t EUR 300 000. 3. SPECIFIC TERMS AND CONDITIONS The insured shall reprt any incident t the Members Salaries and Scial Entitlements Unit f the Eurpean Parliament s Secretariat within eight days. The insured shall cmplete in full, and in as much detail as pssible, a special incident frm. Where applicable this frm shall be accmpanied by invices fr expenses incurred fr assistance and insurance while n fficial travel. Deadlines fr prcessing files: 1.- requests fr infrmatin shall receive a respnse within five wrking days; 2.- payment f the sums guaranteed shall be made within ne calendar mnth (payment f lump sums r sums insured), r any ther payment, save in cases f frce majeure. The Cntractr shall name at least ne cntact persn at management level (directr r equivalent) whm the Parliament can cntact fr immediate infrmatin n imprtant files, and in cases f nnrespect f the prcessing deadlines. 5.
