Fission Research Towards Horizon 2020
The EU Framework Programme for Research and Innovation 2014-2020 EURATOM 2014-2018
The Multiannual Financial Framework 2014-2020: Commission s proposals 29 June 2011 Key challenge: stabilise the financial and economic system while taking measures to create economic opportunities 1. Smart & inclusive growth ( 491bn) Education, Youth, Connecting Horizon Sport Europe Cohesion Competitive Business SMEs 2020 2. Sustainable growth, natural resources ( 383bn) 3. Security and citizenship ( 18.5bn) 4. Global Europe ( 70bn) 5. Administration ( 62.6bn) Total: 1,025bn
What is Horizon 2020 Commission proposal for a 80 billion euro research and innovation funding programme (2014-2020) A core part of Europe 2020, Innovation Union & European Research Area: - Responding to the economic crisis to invest in future jobs and growth - Addressing people s concerns about their livelihoods, safety and environment - Strengthening the EU s global position in research, innovation and technology
What s new A single programme bringing together three separate programmes/initiatives* Coupling research to innovation from research to retail, all forms of innovation Focus on societal challenges facing EU society, e.g. health, clean energy and transport Simplified access, for all companies, universities, institutes in all EU countries and beyond. *The 7th Research Framework Programme (FP7), innovation aspects of Competitiveness and Innovation Framework Programme (CIP), EU contribution to the European Institute of Innovation and Technology (EIT)
Three priorities: 1. Excellent science 2. Industrial leadership 3. Societal challenges
Euratom basis Article 4.1 of the Euratom Treaty The EC is in charge of promoting and facilitating nuclear research activities in the MSs and to complement them through of a Community Research & Training programme Article 6d of the Euratom Treaty To encourage implementation of (national) research programmes the EC can: bring financial i support to research contracts, provide to MSs, people or enterprises, facilities, equipments or expert assistance, stimulate joint financing (from MSs, people, enterprises)
Euratom (2014-2018) within Horizon 2020 Budget TOTAL: 1789 million, including Fission 355m;Fusion 709m; JRC 725m. Funding for ITER outside MFF in a separate supplementary programme: 2573 million for 2014-2018 Specific objectives for Research & Innovation indirect actions support safe operation of nuclear systems; contribute to efficient solutions for the management of ultimate waste; Support development and maintain nuclear competences; foster radiation protection; ensure availability of research infrastructures http://ec.europa.eu/research/horizon2020/ Perfect link with FP7

So, what is new? Euratom Programme complements Horizon 2020 (same rules for participation) i Nuclear fission, safety and radiation protection Simplified access to research hfunds Possibility for cross-cutting actions within Euratom Programme across Euratom Programme and Horizon 2020 Co-funding and possible externalisation Complementarity Horizon 2020 & Cohesion funds.
Horizon 2020 Euratom Work Programme The essential element for implementing the actions Detailed objectives, associated funding, variable geometry Multi-annual approach & strategic orientations for the following years of implementation To be discussed with TPs Links with the platforms SRAs? Possible co-fund actions (ERANET, EERA JP Nuclear Materials, NMS)? Cross-cutting, regional To be discussed and/or international activities? with MSs See Example EMRP Time is pressing to get WP2013, then WP2014 ready in summer 2013 considering also the organization of a symposium in 2013 on fission research
