At the initiative of the and industry, technology platforms are being set up, which bring together companies, research institutions, the financial world and regulatory authorities at level to define a common research agenda which should mobilise a critical mass of national and public and private resources. 22. Often, it will be possible to implement the agenda by means of integrated projects. In a limited number of cases, a pan- approach appears appropriate, involving the implementation of large-scale joint technology initiative. An appropriate framework for their implementation is that of structures based on Article 171 of the Treaty, more specifically a joint undertaking. 10
