7 Evaluation of the ERA-NET Plus call Step 1 National eligibility checks (eligibility of proposals/partners, financial liability checks, etc.) Stage 1 evaluation (National requirements?) Balancing of call budgets and requested budgets Outcome step 1: list of proposals that are invited to submit a full proposal Important: Invite only proposals that would certainly be able to be funded by all national programmes concerned

8 Evaluation of the ERA-NET Plus call Step 2 Principle: single international peer review to select the best proposals! At least three independent experts per proposal Commission and/or external observer participating Evaluation criteria as in FP7: o Scientific and/or technological excellence - Quality of the transnational project (Threshold 3/5) o Quality and efficiency of the implementation and the management (Threshold 3/5) o Potential impact (Threshold 3/5) o Overall Threshold 10 Outcome: ranking list as the basis for proposals selection and national funding decisions

15 Attention of the participants required Timing of the call launched by the ERA-NET Plus in relation to the submission/evaluation/ negotiation of an ERA-NET Plus proposal and starting date of the contract. Use of a sound financial model for the ERA-NET Plus in order to ensure that selection decisions can strictly follow the ranking list for the evaluated proposals and that participating countries maintain their initial commitments. Timing/compatibility of reporting periods for the Grant Agreement (COM/ERA-NET Plus) and the individual contracts between ERA-NET Plus participants and their beneficiaries. Impact of the ERA-NET Plus GA on the individual contracts with the beneficiaries. Cash-flow from the Coordinator to the ERA-NET Participants to their beneficiaries and the need for ERA-NET participants to advance the final payment to their beneficiaries.
