Modeling and Air Quality Conformity Determination Summary Description These five projects are small connector projects. Four projects fall in the RTC s Travel Demand Model (TDM) Domain areas and PM10/CO maintenance areas. These projects were coded into the RTC s TDM and included in this Conformity Determination. These projects were added or updated to all existing projects already in the TDM networks for all horizon years for the RTP 2017-2040. Assumptions: All land use assumptions and projections as input to the TDM are the same for those used for RTP2017-2040, see Appendices D that is available at (https://www.rtcsnv.com/planningengineering/transportation-planning/2017-2040-regional-transportation-plan/. All TDM and emission model MOVES modeling methodology, model input and assumptions for horizon years (2020, 2030 and 2040), Emission Budgets and Emission Budget Years for PM10 and CO remain the same as those for RTP 2017-2040. (See Appendix E, available at https://www.rtcsnv.com/planning-engineering/transportation-planning/2017-2040-regional-transportation-plan/, for details). TDM and MOVES for horizon years 2020, 2030 and 2040 have been run. Results: As expected, due to the e aluated projects li ited extents, the modeling results show that the impacts from these few connector projects are negligible, eg, the modeling results indicate less than 0.4% difference between 2040 VMTs from this model run and from RTP2017-2040 model run. As a result, there are almost no emission changes due to the few projects added. The following tables show the Conformity Findings for 2017-2040 RTP and the new Conformity Findings for this RTP Amendment. Air Quality Conformity Working Group participation: The RTC s Air Quality Confor ity Working Group reviewed these changes, all model updates, and the conformity determination.

The updates in housing, population, commercial, office and college enrollment have been made at the requests from local jurisdictions, including City of Henderson, City of North Las Vegas and Nellis Air Force Base. These jurisdictions updated their land use master plans in the past two years. Additional employment numbers for hotels and retails on the Resort and at the Raider Stadium have been added too. This amendment adds projects requested by the Nevada Department of Transportation listed below. The RTC has determined that the addition of these projects to the RTP do not adversely impact air quality. New project: US-95 Ramps (northwest) New project: I-515 Auxiliary Lanes and SR-159 Charleston Boulevard Improvements New project: I-515/ US-95 Reduce and Restripe Lanes New project: I-15 Tropicana Interchange New project: I-11/I-215/I-515/SR-564 Henderson Bowl Remove project: I-15 Hacienda HOV Ramp The amendment also extends funding for the Clark County School District s Safe Routes to School (SRTS) program through fiscal year 2020.
