LAKE LELAND SAFETY POLICY Lake Leland is a year round rowing venue available to RIRSC members, following the guidelines in Rules, Policies, and Procedures, Section V111 A: Rowing General Requirements; and Section V Guest Rowers. Guest rowers must be experienced rowers, and invited only by an experienced club member rower. Club boats include an Alden Star single; a Kaschper double; and in winter, a quad. Additionally, a Maas 24 single is available for experienced rowers only. Facility information is described on the RIRSC website under Venues: Lake Leland (http://ratislandrowing.com/lake-leland). The lake is one mile long, configured on a north-south axis with three quarters of the lake having a maximum width of 300+ feet, and the remaining smaller quarter south of a narrow neck. The lake s mean depth is 13 feet, with a maximum depth of 20 feet. There are snags, deadheads, and floating log debris, particularly as the lake narrows, and along areas of the shoreline. With winter rains and winds, the lake level rises and floating obstacles may increase. During winter especially, although typically protected and calmer water than Port Townsend (PT) bay, winds can arise and escalate quickly, along with rough water and waves. Water temperatures average mid-40 s, rising to 50 degrees in summer, very similar to the PT bay. However, in very cold weather, lake temperatures drop further, and portions of the lake can freeze over, lasting days to weeks. Toxic algae blooms have been documented. With these considerations, the following safety guidelines must be followed when rowing on the lake:
Sign up to row on Google Sheets for Lake Leland schedule. This must be done in advance of a row, complete with name, date, time, and which boat is being reserved for use. Read RIRSC website information on Lake Leland prior to using facility. Club boats at the lake can be rowed without a safety launch. However, rowers are responsible for their own safety on the water. Rowers must wear or carry a PFD; cell phone; whistle in event of unexpected fog or as an audible signal of distress; and a bailer. Novice rowers must be accompanied by an experienced rower/bow coxswain for initial row on the lake, and for subsequent rows until familiar with the lake and proficient coxing a single or the double. Minors must be supervised at all times per US rowing liability rules. Junior rowers cannot go to the lake by themselves; they must be accompanied by an adult who is competent on the water. Rowers using a single should have demonstrated ability to self rescue (flip test) in the event of an emergency (see these links): https://www.youtube.com/watch?v=hehe80utneu https://www.youtube.com/watch?v=nhtv53morqa In winter if your shell flips, you will get cold very quickly and as you try to get back in your boat, be aware that hypothermia is a serious risk. All rowers are encouraged to go with at least one other rower as a buddy system, especially for winter rowing. It is advisable to have at least two boats on the water so if one boat (such as the double) had difficulty or flipped, a second boat could call for help. Do not row if: portions of the lake are iced over; fog and poor visibility; high winds (>12 knots) or whitecaps; thunder and lightening; or very cold temperatures*.
Report any malfunction or damage to RIRSC boats or equipment to the RIRSC board. As guests of private property owners who allow the club to store oars and boats, and launch from their shore, be respectful of privacy and careful of their property. Store all boats and oars after row as you found them, including boat covers and oar storage. * US rowing recommendations for safe temperatures are a combination of 50 degrees air and 40 degrees water, particularly if rowing alone, no safety launch, and relative to body of water.
