Actin Plan 1. Integrated Service Delivery Establish incentives fr agencies/rganizatins that demnstrate integrated service delivery. Simplify transfer payment accuntability requirements t increase funding flexibility and reduce administrative burden fr service prviders. Leverage existing wrk t establish prtcls that prtect privacy while allwing apprpriate sharing f client infrmatin. Evaluate the effectiveness f current and planned prvincial integrated service delivery prjects t examine pprtunities as they might apply t cmmunity hubs. 2. Develp a Prvincial Strategy fr Public Prperties Assemble a cmprehensive inventry f prvincial and prvincially supprted public prperty, including thse wned by the brader public sectr (e.g., Cmmunity Health Centres, child care/early learning centres, libraries, elder persn centres, affrdable husing, schls, hspitals, clleges, universities, etc.). Using this inventry, cnduct analysis n pprtunities fr service delivery integratin and c-lcatin. Change the dispsitin prcess fr surplus public prperties t review public needs and explre the feasibility f ptential partnerships befre a final decisin is made. 11 Actin Plan (cnt d) 3. Develp a Prvincial Strategy fr Public Prperties (cnt d) Review the gvernment mandate t require dispsitin f public prperties at fair market value, including thse wned by the brader public sectr, and develp methdlgies fr cnducting cst-benefit analysis f surplus prperties that cnsider brader scial and ecnmic benefits t the cmmunities. Build a brader and mre cmplete realty circulatin list and ensure sufficient time t review surplus prperties befre dispsitin. Develp measures t analyze the cmmunity use f prvincially supprted prperties t better infrm decisin-making n surplus space. Implement a shrt-term strategy fr schls. 4. Remve Barriers and Create Incentives Cntinue t wrk with stakehlders t identify and find slutins t additinal barriers that prevent the establishment f cmmunity hubs. Simplify the capital apprval prcess fr cmmunity health agencies (e.g., Cmmunity Health Centres) and ffer flexibility in design, funding and perating requirements t enable prgramming that reflects cmmunity needs. Increase LHIN s capital apprval authrity fr cmmunity health prjects. Review the liability, security, access and prperty management issues t maximize use f schl space by cmmunity partners. 12 6

Supprt Integrated and Lnger-Term Lcal Planning Require integrated planning t ensure client-fcused service delivery regardless f jurisdictinal bundaries (prvincial, municipal, schl bard, health and agency). Wrking with the municipal sectr and lcal stakehlders, explre pprtunities t use prvincial plicy levers and legislatin t strengthen and better enable cmmunity hubs. Explre hw public buildings can be designed and built with greater cnsideratin fr multi-use, inter-generatinal and lng-term requirements t meet the needs f tday and tmrrw. 6. Ensure Financially Sustainable Cmmunity Hubs Explre the use f innvative financing mdels fr cmmunity hubs, including scial enterprise, scial finance (e.g., Scial Impact Bnds), public/private partnerships, and Alternative Financing and Prcurement (AFP). Revise the Infrastructure Ontari Lan Prgram t expand eligibility. Leverage prvincial prgrams (e.g., ServiceOntari and Emplyment Ontari) as anchr tenants t supprt cmmunity hub establishment and lng-term sustainability. Review ptins t leverage municipal financial tls including business incubatrs, municipal capital facilities agreements and develpment charges, t supprt the creatin f new cmmunity spaces. 13 Actin Plan (cnt d) 6. Increase Lcal Capacity Engage experts and lcal practitiners t develp a resurce centre fr service prviders t supprt the establishment f cmmunity hubs and prvide training fr prviders. T supprt lcal planning activities, and in keeping with the Prvince s Open Gvernment initiative, make gvernment data such as demgraphic, GIS mapping, service planning infrmatin and the surplus public prperties inventry publicly available nline.
