12 Prequalificati oncriteria The intending tenderers shall have to furnish the below mentioned proof of their pre-qualification and experience along with the techno- commercial bid. Copies of all the documents shall be selfattested. Pre-qualification criteria will be checked at the time of techno commercial evaluation of the offer. The offers with incomplete/irrelevant documents or anomalies shall be summarily rejected without any communication. Hence bidders are advised to take utmost care while submitting their pre-qualification documents. a) Minimum Annual Turn Over The annual turnover of the Tenderer shall be at least Rs. 62.34 lakhs in any of the preceding three financial years. Proof of annual turnover shall be submitted in form of audited balance sheet. The tenderer s net worth should be positive in the last audited financial year (immediately preceding financial year). Net worth shall be calculated as total assets minus total outside liabilities as reported in the last audited balance sheet. b) Minimum Value of completedwo rk against Similarwork Experience of having completed similar works during the last five (5) years up to the last day of month previous to the one in which tenders are being invited, shall be either of the following; Against completed value of similar work, the intending tenderer must have executed as main or as sub-contractor (i) Three (03) similar completed works each costing not less than the amount equal to Rs.31.17 lakhs (OR) (ii) two (02) similar completed works each costing not less than the amount equal to Rs.41.56 lakhs (OR) (iii) One (01) similar completed work costing not less than the amount equal to Rs.51.95 lakhs Withinthe qualifying period i.e., during any of the last 05(five) years ending on 31.08.2018, even though the work might have commenced before the qualifying period. Intending tenderer must submit necessary documentary evidence in the form of detailed Work order (s), schedule of rates, completion certificate(s) clearly specifying the details like description of the work, completed value of the work, starting and completion dates of the job. In case of sub contract jobs, the bidder is to submit a copy of TDS certificates for the job along with their offer. The value of the similar works as indicated above is exclusive of Service Tax/GST. (ii) Offer from following types of bidder will not be accepted a) Who are in the Holiday / Negative list of IOCL or its Administrative Ministry b) Who are under liquidation, court receivership or similar proceedings c)consultant or their subsidiary Company or companies under the management of consultant for execution of the same project for which they are working as consultant. (iv) The subject work is indivisible and shall be awarded to single successful bidder unless stated otherwise elsewhere in the tender document. (v) Experience of only the bidding entity shall be considered. A job executed by a bidder for its own plant/projects shall not be considered as experience for the purpose of meeting requirement of experience criteria of the tender. However, jobs executed for Subsidiary / Fellow Subsidiary / Holding company will be considered as experience for the purpose of meeting experience criteria subject to submission of tax paid invoice(s) duly certified by Statutory auditor of the bidder towards payments of statutory tax in support of the job executed for Subsidiary / Fellow Subsidiary /Holding company. Such bidders shall submit these documents in addition to the documents specified in the PQ Documents to meet Experience Criteria. (vi) (vii) (viii) (ix) (x) (xi) (xii) The completion certificate, submitted by the bidder shall separately indicate the Service Tax and Goods & Service tax (GST) (if applicable) amount included in the value of completed job OR a separate certificate from the respective client, mentioning the service tax and Goods & Service tax(gst) (if applicable) amount if any, included in the value of completed job under consideration should be submitted by the bidder. In case service tax and Goods & Service tax (GST) (if applicable) amount/ component is not specified in the submitted completion certificate, then the amount equivalent to rate of applicable service tax and Goods & Service tax (GST) (if applicable) for the subject tender shall be deducted from the value of completed job mentioned in the completion certificate to arrive at the value of the completed job without service tax. Tender shall be finalized based on credentials submitted along with Techno-commercial bid without any correspondence with bidders for deficient PQ documents. Bidders are required to go through the Notice Inviting Tenders (NIT), ITB(Instruction to Bidder) & Tender Documents carefully and submit all the required documents along with Technocommercial (Un-Priced) Bid in order to avoid rejection. IOLPL reserves the right to reject any or all of the tenders or any parts of the tender so received and may cancel the tender in part or full,extend the due date of Tender submission etc. without assigning any reason. Use of white / erasing fluid for correcting the rates is banned. Wherever the rates are corrected with white / erasing fluid, the bids will be summarily rejected Bidders are to quote their most competitive rates. Negotiations will not be conducted with the bidders as a matter of routine. However, IOLPL reserves the right to conduct negotiations. Earnest Money Deposit (EMD):Bidder to note that the proof of submission of EMD must be provided with the tender document (Techno-commercial bid envelope).tenders Page 6 of 8

without Earnest Money shall be rejected. (xiii) (xiv) (xv) (xvi) (xvii) Legal dispute, if any, shall only be within the jurisdiction of Local Court situated at Chennai. Bidder cannot make any claim against IOLPL towards its expense incurred in connection with the preparation and delivery of their bids, site visit, participating in the discussion and other expenses incurred during bidding process. Bidder should make sure that their priced bid (Part-II/) contain only price. Any condition directly or implied recorded in Priced Bid (Part-II/) shall be ignored or Bid shall be summarily rejected. Submission of authentic documents is the prime responsibility of the bidder. Wherever IOLPL has concern or apprehension regarding the authenticity/ correctness of any document, IOLPL reserves a right to get the documents verified from issuing authority/any relevant source. If documents (part or full) are found forged such offers will be summarily rejected and EMD will be forfeited and shall be debarred from future tenders. Offers not meeting statutory requirement will be liable for rejection. (xviii) Notwithstanding any other condition / provision in the tender documents, in case of ambiguity or incomplete documents pertaining to pre-qualification criteria (PQC), bidders shall be given only one opportunity with a fixed deadline after bid opening to provide complete & unambiguous documents in support of meeting the pre-qualification criteria (PQC). In case the bidder fails to submit any documents or submits incomplete documents within the given time, the bidders tender is liable to be rejected. However, IOLPL reserves the right to make any further queries. (xix) (xx) Addendum/Corrigendum, if any shall be notified in the company s website only and no separate notification shall be issued in the press. Bidders are therefore requested to regularly visit of our website www.indianoillng.com/tender and keep themselves updated. Failure of Bidder to submit tender without taking cognizance of Addendum/Corrigendum (if any) issued by IOLPL shall make bid liable for rejection. Since works are to be carried inside the Kamarajar Port Limited (KPL), hence contractor has to do all the required formalities and will have to abide by all the rules and regulations of KPL.
