3 A Summary of Economic Conditions in Seminole and Wewoka and Seminole County, Oklahoma 2011 The economy of Seminole County greatly depends on the government and the government enterprises sector. Nearly one of seven jobs in Seminole County in 2008 were jobs within state and local government. Farming, retail trade, and health care and social assistance are also important sectors to Seminole County. This report is designed to provide an overview of the economic conditions of Seminole and Wewoka and Seminole County; but more specifically, its object is to examine trends in population, employment, income, and retail sales. No recommendations will be made regarding the findings of this report. General Demographic and Population Data According to the Oklahoma Department of Commerce (OKDoC), the 2009 population for Seminole and Wewoka is 6,828 and 3,309 respectively. This is a 1% and 7.1% decrease from 2000 (Table 1). During the same time period, Seminole County s population decreased 2.4% from 24,897 to 24,296. The figures in Table 2 show the total housing units and the average size of households in Seminole County, Seminole and Wewoka. Seminole County had 9,653 housing units with 2.57 persons per household on average. Of the housing units in the county, 27.4% were in Seminole, and 13.5% were located in Wewoka. Table 3 reports educational attainment data for Seminole, Wewoka, and Seminole County. Seminole and Wewoka report 30.9 and 35%, respectively, of the population aged 25 and over to be high school graduates. The county reports 37.2% of those 25 and over to be high school graduates. 32.9% of the population over 25 were high school graduates in state of Oklahoma. Those with bachelor s degrees represented 3
4 10.2%, 8%, 8.2%, and 15% for Seminole, Wewoka, Seminole County and Oklahoma respectively. Figure 1 shows the population growth for residents aged 19 and under and for the 65 and over age group in the county. From 2000 to 2008, Seminole County s youth population decreased by 3.6%. During the same period, the number of residents age 65 and older decreased by 4.8% for Seminole County. 7 Employment Trends Table 4 shows Seminole County s employment numbers provided by the Bureau of Labor Statistics, from (Also see Figure 2.) Employment in the county has increased slightly from 9,978 in 2000 to 10,266 in The county had its highest unemployment rate in 1991 at 10.4%. Its lowest rate was 4.3% in The unemployment rate in Seminole County has declined from 2004 to 2008, but increased in 2009 to 8.7%. (Also see Figure 3.) As one can see in figure 3, Seminole County s unemployment rate is higher than Oklahoma s. Table 5 provides information on employment by industry for the county from During this period, Seminole County s largest employers are the state and local government, mining, manufacturing and farming. Total employment over this period increased, though slight job losses were observed in the following industries: utilities, manufacturing, wholesale trade, retail trade, information, accommodation and food services. The greatest job growth occurred in administrative and waste services (88.1%) followed mining (66.6%). Table 6 gives further analysis of the conditions in the county by using a location quotient to determine a community's degree of self-sufficiency in a particular economic sector. (Also see Figure 4.) The location quotient is used to identify exporting activity and is calculated by dividing the percentage of those locally employed in a particular sector by the percentage of those employed in the same sector nationwide. 1 The location quotient can be used to interpret whether a county is self-sufficient, 1 Community Economic Analysis: A How to Manual. 8 is an importer, or is an exporter in a particular sector. A location quotient that is approximately one ( ) suggests self-sufficiency; a quotient less than 0.75 suggest that a county is an importer. If the location quotient is greater than 1.25, the county likely exports products of that sector. The greater the location quotient, the more significant that sector is to the local economy. According to Table 6, and Figure 4, Seminole County is likely an exporter in farming, mining, utilities, manufacturing, and state and local government sectors in The county is probably an importer in the following sectors: wholesale trade, information, finance and insurance, real estate, professional and technical services, management of companies, administrative services, arts and entertainment, and accommodations and food services. For clarification, (D) in Table 6 generally represents a situation where the number of employers is so small that employment numbers cannot be released without jeopardizing privacy constraints. They do not necessarily represent zero activity. 8

15 Income Trends Table 7 provides data portraying total personal income by major source for Seminole County from Between 2001 and 2008, total personal income in Seminole County increased by 46.3%. One source of income growth in the county from , was from growth of supplements to wages and salaries (i.e., benefits increased by 59.60%; wages and salaries increased by 50.9%). Per capita income for the state of Oklahoma was $35,969. Per capita income in Seminole County was $28,383 in (See also Figure 5). Some of the disparity in per capita income between Seminole County and Oklahoma is likely due to the large share of employment in sectors that do not see wages rise as quickly as the other sectors. (e.g., government and retail trade) It is also significant that Seminole County s adjustment for residence has been positive and is currently positive. This income adjustment accounts for the fact that about 5% of personal income is earned outside of Seminole County. Transfer payments are often referred to only as welfare payments, but this category actually contains a much more diverse group of payments. Table 8 gives the breakdown of the various types of transfer payments received in the county from From , other transfer payments to individuals increased 1,665%, making it the fastest growing category. The next fastest growing category was medical benefits (88.90%). One category of transfer payments declined over this period business payments to individuals (which are primarily personal injury payments). 15

19 Trends in Use and Sales Tax Collections Tables 9 and 10 presents use tax collections for the City of Seminole and Wewoka for fiscal years Use tax is a tax paid on merchandise bought outside of Oklahoma when the tax was not charged in another state (Oklahoma Tax Commission). For fiscal year 2009, Seminole and Wewoka had $220, and $25, in use tax collections remitted to the city. Table 11 presents county sales tax collections for Seminole County for fiscal years In 2009, collections totaled over $3,146,110 (an increase of 362.3% since 2003), and the tax rate was 0.5% from and 1.250% since Tables 12 and 13 show sales tax collections for the city of Seminole and Wewoka from In 2009, Seminole and Wewoka collected almost $4,876,762 and $767,307 at OK tax rate of 4% in both cities. Estimates of retail sales can be calculated from sales tax collection figures. Figures 6 and 7 show estimated retail sales for the city of Seminole and Wewoka from Retail sales growth can be an important indicator for communities to track over time. Not only are retail sales an indicator of the strength of an economy, but since most communities depend on municipal sales tax revenues to fund their budgets, retail sales also determine a local government's ability to provide for local services. Furthermore, careful analysis of retail strengths and weaknesses may indicate possible areas of improvement for communities intently focused on economic development through the retention or attraction of local retail dollars. Estimated retail sales in Seminole are depicted in figure 6. As one can see in Figure 6, retail sales in Seminole have increased steadily since Wewoka s estimated retail sales, illustrated in 19
20 figure 7, have remained fairly constant over the period presented. Given the population declines and roughly constant employment, the trends in Wewoka are not surprising; the increase in retail sales in Seminole might reflect the increase in personal income of the county and Seminole s role as a retail center. 20

26 Farms and Agriculture The importance of agriculture may be frequently understated in discussions about total employment and personal income. Many jobs and salaries are generated in businesses that support agriculture. For example, a farm supply store would be classified as retail establishment, but the methods of reporting data are such that it is difficult to isolate the agricultural businesses; however, specific agricultural data was collected to indicate the magnitude of agriculture in Seminole County. Table 14 contains farm income and expenditure data as reported by the Bureau of Economic Analysis, for the years The volume of sales and expenditures reflects, to some extent, the relationship between agriculture and agri-related businesses. For Seminole County, cash receipts and other income decreased by 7.6% from , but production expenses increased by 41.4%. Figure 8 illustrates the total farm labor and proprietors income for the county from Table 15 summarizes Census of Agriculture data for 1997, 2002, and 2007 for the county. In 2007, there were 1,172 farms in Seminole County, and 250,751 total acres in farms. Approximately 61.9% of the land area in the county was farmland in Most of the farms, 1,057 out of 1,172 were family or individually owned, and 469 of the farmers reported farming to be their principal occupation. The average age of farm operators in Seminole County in 2007 was 58 years of age. The market value of agricultural products sold in the county during 2007 was $19,875,000 or $16,958 per farm. 26

30 Summary This report provides an overview of the economic base of Seminole, Wewoka, and Seminole County. Future economic development strategies should utilize the existing economic base in order to maximize the benefits to the local residents. The sectors comprising the economic base of the county are the government and governmental enterprises sector, mining, manufacturing and farming. 30
