22 Many of the issues relating to expectations of the SMPs relate to its title being misleading for many stakeholders. The review should also include a review of its title perhaps Coastal Defence Management Plan would be more informative Money talks. Ultimately the UK is a heavily industrialised, confined space. Land is a vital resource. The importance of defences against erosion and flooding are proportional to land value (look at Holland, Hong Kong, Japan, Singapore). Economic benefits will probably always outweigh environmental concerns. Stakeholders have a various range of wants from the coast (but you cant always get what you want!) We are dealing with the real practical problems in specific areas, within a national guidance framework. Ultimately, also, it is not the science base but political balance which can deliver a sustainable solution to issues.

39 Cell 1 Coastal Assets Maintenance budgets typically 16k - 230k 2-yearly walkover inspections inform maintenance regimes of some authorities Most authorities thought that revenue budgets were insufficient (although one though they were sufficient for their frontage) ~80% assets remain in same class between subsequent surveys, but some improve (capital schemes or repairs) and some deteriorate (lack of maintenance / repair or storm damage) Deterioration in some assets is measurable between walk-overs Capital schemes are often relied upon to improve condition and perhaps mask need for increased maintenance budgets (i.e. structures get to worse conditions quicker, necessitating capital works rather than revenue budgets prolonging effectiveness)
