The pledge of allegiance was recited. PUBLIC COMMENT PERIOD Janet Patenaude is here for her mother, Joanna Patenaude who owns property on Burlington Avenue and Barn Alley. The Village Trustees were ed a letter by her attorney, John L. Shea, Esq. about this property. The Round Lake Association deeded that property to the Village at the time of incorporation. Ms. Patenaude is requesting a deed to her from Elmer Smith. She has been paying the taxes on this property for several years. Mr. Peterson stated that the Village could give a quit claim deed for $1.00. This has happened before when a lease assignment has been held. Mr. Peterson does not have a complete chain of assignment from Elmer Smith to Ms. Patenaude. This property is just two small lots on barn alley. RESOLUTION # 76 OF 2014 BE IT RESOLVED that the Round Lake Village Board of Trustees authorize the Village Attorney, Thomas Peterson, to issue a quit claim deed for lots # 904 & 905 from Elmer Smith to Joanne Patenaude and therefore, IT IS ALSO RESOLVED that the owner of the property will be responsible for $200 to the Village of Round Lake and the filing fee for Saratoga County Clerk. RESOLVED by Trustee Nellissen, SECONDED by Trustee DeLorio. RESOLUTION APPROVED

2 REPORTS Fire Chief Mazza: A copy of the monthly report is attached. This is a busy month, on November 20 the fire Department is down here for the Christmas tree lighting; that morning they are they will be with the Toys for Tots in Ballston. On December 4 they are with Santa at Bryant Stratton children s party. On the 5 th they are in the Ballston Spa parade. The Childs Fire Truck will be coming out of the DPW garage and taken up to Station 2 for storage. The fire truck will be taken out by trailer. Brief discussion continued. Code Enforcement Officer: Mr. Sheridan informed the Board that there are two large renovations in the Village. Wayne Beale is looking for a certificate of occupancy for the pavilion at the rear of his tavern. Mr. Sheridan can t find a permit; he will talk to Mr. Beale. A ticket for 26 Albany Avenue was reissued for fire code and building code violations, the court date is December 11. Mayor Sacks stated that she received a call from Dave Blair; he said that Josh Cottrell was out of the country and did not know about the court date. Veterans Ceremony: Mayor Sacks commented that the Veterans Ceremony was very nice. There were a lot of people attending and the weather was good. Code Enforcement Parking: Ms. Albrecht attended court on November 13, two tickets have been issued, and one ticket was dismissed. Ms. Albrecht stated that there are many unregistered, unlicensed vehicles, boat trailers, and motorcycles parked on village property. All trailers have to be inspected. A list of vehicle was presented to the Board. Ms. Albrecht is looking for guidance from the Board on how to deal with all these vehicles. Trustee DeLorio asked if the code provides that they can t be there. Ms. Albrecht replied yes Mr. Sheridan commented that they can t go on someone s property to see if these vehicles are registered. Trustee DeLorio suggested that a letter be sent to the property owner asking if these vehicles are registered. A letter would be sent to the owners of the vehicle, trailer, boat or etc. giving them an opportunity to move or register the vehicle if necessary. A ticket can be issued for a zoning violation or a parking ticket. Mr. Peterson stated that if this is a problem, we should make sure that the people are all treated the same. Lamont Engineering: Jason Preisner is here to review the Washington Avenue drainage construction with the Village Board. The drain runs down Round Lake Road into an old broken pipe then runs feet into the creek. The Village will have to publish a bid packet in excess of $35,000 for the cost of the project. The Village Board and Mr. Preisner reviewed the plan for the drainage. A small bid packet will be prepared for this project at the cost of $1,985. Trustee Nellissen asked if this would help the drainage on North Washington Avenue. Mr. Preisner replied that it would help. Trustee Woerner ask if this would impact the pond on the other side of the trail. Mr. Preisner replied no, the drainage line is not located near this area.

3 Trustee Woerner asked if the additional water coming down from Victorian Landings would go into this drain. Mr. Preisner replied that the water from Victorian Landings goes into the retention pond, then under Round Lake Road and into the basin on the north side of the road. RESOLUTION # 77 OF 2014 BE IT RESOLVED that the Round Lake Village Board of Trustees approve the expenditure of up to $1,985 for Lamont Engineering to prepare a bid packet for the Washington Avenue drainage project. RESOLVED by Trustee Bergin, SECONDED by Trustee Woerner. RESOLUTION APPROVED OLD BUSINESS Zoning Revisions: A new workshop will be scheduled after Mr. Peterson speaks with Michael Allen about the zoning changes. 26 Albany Avenue: Josh Cottrell never showed up for court. The tickets for violations of the building, fire code and unsafe building will be held until December 11 courts. Victorian Landings: Several of the Trustees and the Code Enforcement Officer all walked the proposed walking trail along the southern part of the property. There was concern about the clearing of a lot more trees, the wet lands and the erosion of the hill. The hill is really eroded up near the houses; it looks like a problem that needs to be taken care of before a serious problem happens. The Planning Board was not asked, at this time, to make a recommendation but, they do not approve the new trail. They feel that the Village Board should go with the overlook park with benches. Mayor Sacks stated that this is a change in the PDD legislation, this needs to be approved by the Village Board. Mayor Sacks told the Board that Blue Neils was up on the site today. He is also concerned about the erosion. He will be talking to the property owner. Trustee Nellissen commented that they need to make what is left of the property safe & secure. They created this problem. Trustee Woerner asked if they have finished the installation of the water & sewer. Have they moved any humans into the houses? Trustee DeLorio asked the CEO Sheridan to send a letter; they can t have people in the house without a certificate of occupancy. The Village Attorney and Mayor Sacks will be drafting a letter to Amedore-Farone tomorrow addressing all of these concerns.

4 Village Drainage: This has already been discussed. 4 Troy Avenue: This house has been secured. Mr. Sheridan has spoken with the mortgage company. They will be given a few of days to contact the Village about cleaning up the property. Proposed Local Law for Collection of Water & Sewer rents and Property Taxes Public Hearing 12/03/14. A public hearing is scheduled for December 3, 2014 at 6::45 P.M. for this proposed local law. NEW BUSINESS Appoint Village Treasurer: Mayor Sacks appointed Kimberly Sheridan-Dugmore as Village Treasurer. MOTION by Trustee Bergin to approve Mayor Sacks appointment of Kimberly Sheridan- Dugmore as Treasurer, SECONDED by Trustee Nellissen. Fire Department Membership Applications: Hold for executive session. CORRESPONDENCE Mayor Sacks read the letter from Bill Parlapiano, Assistant Coach of the 15U Tri City Bombers, who is interested in using the Round Lake ballfields for the 2015 season and beyond. A copy of this letter will be provided to Scott Rigney for his review. APPROVAL OF MINUTES MOTION by Trustee Nellissen to approve the minutes of November 5, 2014 as presented, SECONDED by Trustee Bergin. VILLAGE ATTORNEY: Nothing for this meeting VILLAGE TRUSTEES Trustee DeLorio asked about the Christmas Bazar that is being held in the community room. Who is sponsoring the event? The community room is to be used by local nonprofit groups. Mayor Sacks replied that this is local group of artisans who will be contributing the entry fee for the restoration of the chairs in the Auditorium. Discussion continued about the policy for the use of the community room and the lack of a sponsor for this event. It was suggested that the Historical Society may sponsor this event.

5 Trustee Woerner informed the Village Board that the next Board of Trustees meeting, December 3, will be her last meeting. Her first day of her new duties starts December 15. APPROVAL OF ABSTRACT RESOLUTION # 78 OF 2014 BE IT RESOLVED that the Round Lake Village Board of Trustees authorize the Village Treasurer to pay the following abstracts: Abstract # 1111 in the amount of $$27, General Fund, $8, Water Fund and $ sewer fund for a total of $35, Abstract # 1112 in the amount of $ 12, General Fund, $12, Water Fund, and $ Sewer Fund for a total of $25, RESOLVED by Trustee Nellissen, SECONDED by Trustee DeLorio. RESOLUTION APPROVED PUBLIC COMMENT PERIOD Sandra Finkle stated that nothing has been done about the swimming pool and unregistered truck on the neighboring property. Trustee DeLorio asked if Mr. Sheridan had sent a letter to Ms. Finkle. Mr. Sheridan responded that there are 6 or 7 unregistered vehicles on New York Avenue. Does he issue tickets for all the vehicles? Mr. Sheridan is not sure if this truck is registered. He is not sure when the pool was installed. Trustee Bergin stated that Ms. Finkle deserves a letter, a written response to her complaint about the pool and the truck. Ms. Finkle stated that she only got the survey last year. The pool was installed 5 7 years ago. A building permit is required for a pool. She remembers when the neighbors of the Davises wanted to install a pool and was given all kinds of grief. Mr. Sheridan stated that if the truck is unregistered and uninspected it must be moved within a month. Trustee DeLorio asked if a ticket was issued for the chickens. Mr. Sheridan replied yes, but it was adjourned until December 11. Trustee DeLorio asked Mr. Sheridan to send a letter to Ms. Finkle on the pool and the truck. Please talk to the Village Attorney prior to sending the letter. Trustee Woerner suggested creating a complaint log that could be updated as necessary. Trustee DeLorio asked that monthly report be expanded to include a complaint log. MOTION by Nellissen to go into executive session to review the membership applications for the Round Lake Fire Department, SECONDED by Trustee DeLorio.

6 MOTION by Trustee Bergin to return to regular session of the Board meeting, SECONDED by Trustee Woerner. RESOLUTION # 79 OF 2014 BE IT RESOLVED that the Round Lake Village Board approved & accepted the following members into the Round Lake Fire Department: Samantha Smith; Eric Tully: Anthony Cesturo; Josephine Smith; Alex Dumovitc. RESOLVED by Trustee Nellissen, SECONDED by Trustee DeLorio. RESOLUTION ADOPTED ADJOURN MEETING MOTION by Trustee Bergin to adjourn the meeting at 8:40 P.M.
