1 Addendum No Verdi Main Extension Project PWP Bid No.: WA TMWA Capital Project No.: November 8, 2018 The following information, clarifications, changes and modifications are by reference incorporated into the bid documents for the above referenced project. Any work item or contract provision not changed or modified will remain in full force and effect. The bid date and time and construction schedule remain the same. CLARIFICATION Clarification Item No. 1: In accordance with Executive Order 12549, contractors, subcontractors, and materials and service suppliers (including the engineers, etc.) who s contract is expected to equal or exceed $25,000 must have a DUNS number (obtained from Dun & Bradstreet: getting-d-u-n-s-number ) and be registered in the US Government System for Award Management (SAM: ) for ease of verification they are not debarred or suspended from working on projects with federal funding. Clarification Item No. 2: TMWA or TMWA s designated representative shall periodically interview a sufficient number of employees entitled to Davis Bacon prevailing wages (covered employees) to verify that contractors or subcontractors are paying the appropriate wage rates. As provided in 29 CFR 5.6(a)(3), all interviews must be conducted in confidence. Clarification Item No. 3: With regards to the 2019 State of Nevada Prevailing Wages, please be advised that five (5) amendments have been issued. Those applicable to Washoe County include Amendment Nos: 3, 4 and 5. They are included as an attachment to this Addendum. Clarification Item No. 4: The discharge of water from trenches and excavations into the Truckee River is discussed in several sections of the contract documents including, but not limited to Sheets P5, P6 and P7 of the Plans, Article 6.14 of the General Conditions, Article 3 of the Supplementary Conditions, Article 1.09 of the Special Provisions and Technical Specification Additional project specific requirements will also be contained in the Discharge Permit issued by NDEP. Regardless of those BMP s and water quality requirements required by the contract documents and project permits, to protect threatened cutthroat trout, the US Fish & Wildlife Service has specifically requested the installation of silt fencing around excavations and covering of excavated material; that methods and testing be employed to ensure no contaminants are released into the Truckee River; and reduction of noise and vibrations as much as possible. Clarification Item No. 5: As mentioned in the Pre-Bid Meeting, the TMWA Inspector for the project will be Justin Greenland, (not Dino Tomburello as listed on the bid documents). It is the responsibility of the bidder to verify that all Amendments have been reviewed prior to submission of your bid. *Pursuant to NAC (3), "After a contract has been awarded, the prevailing rates of wages in effect at the time of the opening of bids remain in effect for the duration of the project." As Amendments/Addenda are made to the wage rates, such will be posted to sites of the respective counties. Please review regularly for any amendments posted or contact our offices directly for further assistance with any amendments to the rates. Prevailing Wage Rates may be adjusted based on Collective Bargaining Agreements (CBA s) and adjustments to those agreements. (See NAC section ).
