3 NOMINAL LIST The deadline for submission of the Nominal list Employee list at the service of the company - to the Ministry of Labour is until April 30 of the current year. Completion of the nominal list must be done based on the data from the month of March of the current year as stipulated in Article 7 of Ministerial Diploma No. 104/2015 of November 27 and its submission online through an application called Sistema de Gestão de Folha de Relação Nominal available on the website of the Ministry of Labor, Employment and Social Security. PERSONAL INCOME TAX-FORM 10 In accordance with the provision in paragraph b) of paragraph 1 of Article 13 of Income tax Regulation, taxpayers who have earned income other than the 1st category (income from employment), should submit their annual statements income until 30th of April this year; In the case of taxpayers with second category income (professional and entrepreneurial income) the statement above must be submitted in triplicate. ALERT ON THE NEW EXCHANGE LAW REGULATION Foreign exchange transactions that have passed to the jurisdiction of commercial banks, pursuant to Notice 20/GBM/2017 of December 27, as previously indicated in our January Newsletter, namely, Foreign Direct Investment, Shareholders and Financial Loans, Investment of residents abroad, seem to continue to be carried out by the Central Bank due to the lack of conditions estimate by the Commercial Banks. There is no provision as to when this transfer of responsibilities will actually take place.

4 CONDITIONS FOR HANDLING OF EXPORT REVENUE ACCOUNT Central Bank has recently approved through notice No 04/GBM/2018 the Regulation that establishes the norms and procedures to be followed in the handling of revenue account of export of goods, services and investment income, and in the movement of other accounts in foreign currency. The above mentioned conditions are summarized as following: Revenue Account Transactions Revenue account transaction namely, transfers from the same account holder or to a third party account, is only allowed in the following situations: Amortization of credits in foreign currency; Provision of a specific revenue account in other bank, for payment abroad; Constitution of term deposit; Account closure. Transaction of other accounts in foreign currency Entities that import capital, particularly as foreign investment or external credit can only convert the imported funds using the exchange rate of the receiving bank. CHANGES TO TAX PAYMENT PROCEDURES Tax Authorities have issued a notice, with effect from April 01, which includes new procedures to be followed in the payment of taxes. This notice determines that domiciled taxpayers in the provincial capitals when paying taxes in cash or in check, whose amounts exceeds MZN 20,000, must deposit them in the bank account entitled by the respective Large Taxpayers Unit, Tax Collection Office or the Court of Tax Claims. The checks referred to in the previous paragraph must be endorsed and affixed the designation "Para pagamento da dívida ao Estado" in its top corner in red and the respective NUIT of the holder in its reverse side. Regarding the deposit slips presented in the treasury for the purpose of proceeding with the payment of the above debt, must contain on its reverse side, the name of the taxpayer, NUIT, type of tax or charge, and attached a copy of the check.

Decree No 3/2018: Sets for March 14, 2018, to hold the second round of the interim election of the Mayor of Nampula City Council. Decree No 4/2018: Sets the period from March 19 to May 17, 2018, for the realization of the Root Electoral Census for Municipal Elections, in the areas of administrative jurisdiction of Local Authorities. Decree No 5/2018: Approves the Regulation of the General Statute of Officials and State Agents Decree No 6/2018: Approves the Regulation of Allocation of the Subsidy to the official or Agent of the State, in Preventive Arrest. Decree No 7/2018: Approves the Regulation of distinctions and prizes (officials and agents of the State). Decree No. 8/2018: Creates the National Institute of Development and Management of Fisheries Infrastructures. Decree No. 9/2018: Amends articles 2 and 3 of Decree No. 82/2009, of December 29 of the Code of Judicial Costs (CCJ). Decree No. 10/2018: Amends articles 46, 160, No. 3 and 167 No. 2 of the Code of Judicial Costs, approved by Decree No of July 20, 1961, in the amendment introduced by Decree No. 67/2014, of 5 November Resolution No. 4/2018: Determines that Faruco Sadique Ibraimo is reappointed as Chairman of the Board of Directors of Rádio Moçambique - E.P Resolution No. 5/2018: Approves the Development Plan for the Campo Golfinho/Atum, located in the northern part of Area 1 Offshore, of the Rovuma Basin. Resolution No. 6/2018: Authorizes the application by Sociedade Montepuez Ruby Mining, Lda, for the acquisition of Right of Use and Utilization Land Law, covering an area of 18,010 (eighteen thousand and ten) hectares, located at the Administrative Post of Namanhumbir. PRESIDENCY OF THE REPUBLIC: 8/2018: Exonerates Daniel António, from the post of High Commissioner of the Republic of Mozambique to the Republic of Kenya. 9/2018: Appoint Bernardo Tshombe Constantino Lidimba, to the position of Head of State Protocol. 10/2018: Appoint Bernardo Tshombe Constantino Lidimba for the post of High Commissioner of the Republic of Mozambique to the Republic of Kenya. 11/2018: Exonerates Pedro João de Azevedo Davane, from the position of Ambassador Extraordinary and Plenipotentiary of the Republic of Mozambique to the Republic of Zimbabwe. 12/2018: Exonerates Francisco Elias Paulo Cigarro, from the position of Ambassador Extraordinary and Plenipotentiary of the Republic of Mozambique to the United Arab Emirates. 13/2018: Appoints Francisco Elias Paulo Cigarro to the position of Ambassador Extraordinary and Plenipotentiary of the Republic of Mozambique to the Republic of Zimbabwe. MINISTRY OF ECONOMY AND FI- NANCE Ministerial Di plo ma No. 23/2018: Approves the Regulations for the Management of State Banking Accounts.
