4 Operational problems and problem drivers 1. National operating rules induce time losses on cross-border sections These rules are independent of infrastructure characteristics (e.g. train braking, train composition, checks and tests before departure, train rear end) 1.5% of RU freight operational costs 2. Operational communication for train staff in EU not optimal 0.5% of RU freight operational costs Operational barriers negative impact on rail 3. Operational processes in EU not optimal 0.1% of RU operational costs (freight+passenger) 44
5 Specific issues Issues log Developed by EC and ERA, following a joint RFC/TSI OPE workshop in March 2017 Prevalence of National Rules which affect seamless operation Examples include Braking sheets and performance Mandatory tests and checks at the border Train composition (harmonisation of wagon lists, working handbrake on last wagon, no push on 6 axel wagons, buffer wagons) Different approaches across MS despite there being a clear EU framework in place Language as an operational barrier for effective communication between RU and IM Economic costs for RUs There are specific EU tools to help solve some of these issues (TSI OPE and SMS) 55
6 What needs to be done - NRs? Need to make improvements to ensure railway transport is more efficient by removing unnecessary operational barriers 1. Member States clean up NRs (2018/19) 2. National Safety Authorities (NSAs) Better implementation of TSI OPE (now) Work with the sector in ensuring that RUs SMS, risk assessment and operational processes/company rules cover the issues currently set out in NRs 3. ERA Update TSI OPE to come into effect June 2019 Harmonise key operational interface issues in TSI OPE (Appendix A, B and C) New Appendix I setting out the topics for operational NRs if not on the list cannot be a NR Promote areas of good practice in TSI OPE Application Guide where it is a RU responsibility (i.e. braking sheets or other industry standards) 4. Railway Undertakings (Rus) ensure the SMS and operational procedures sufficiently cover the requirements from the TSI OPE (now) 5. Commission/Coordinator (M. Grosch)/ERA/RFCs workshops on removing operational barriers on the corridors (2018/19) 66
7 What needs to be done language issues? Need to make improvements to ensure railway transport is more efficient by working on effective solutions ERA study on the future of communications between train drivers and signalers (June 2018) Develop pilots to test the options (2018) Report on and implement best options (2019) Throughout the project ERA will work with all stakeholders to take into account other initiatives that are taking place on language issues 77
