County Employment Increases For Third Straight Month RALEIGH Unemployment rates dropped in more than half of North Carolina s 100 counties in April, according to statistics released today by the state s Employment Security Commission. County employment has increased for the third straight month, said Harry Payne, chairman of the N.C. Employment Security Commission. We hope this trend will continue as North Carolina heads into what is historically a busy tourist season. For April, 55 of the state s counties were at or below 5 percent unemployment, an increase of four counties from March. Thirty-nine counties were below the state s not seasonally adjusted rate of 4.5 percent. From March, the unemployment rate decreased in 60 counties, increased in 27 and remained the same in 13. April s total county employment (not seasonally adjusted) increased by 8,710 compared with the month earlier. Total employment was 4,303,189 workers in April and 4,294,479 in March. Not seasonally adjusted unemployment decreased by 265 workers. The unemployment total in April was 202,901 compared with 203,166 in March. The labor force increased by 8,445 people from March. Counties With Rates 5% Or Below Counties With Rates Between 5% & 10% Counties With Rates 10% Or Above April March Currituck and Orange counties had the state s lowest unemployment rate, at 2.9 percent, in April. Scotland County had the highest unemployment rate, at 10.2 percent. The five counties receiving the highest amount in unemployment insurance benefits in March were: Mecklenburg, $7.1 million; Wake, $4.6 million; Guilford, $3.9 million; Rowan $2.5 million; and Forsyth, $2.4 million. A total of $66.7 million in benefits was paid to 86,592 individuals statewide in March, compared with $69.2 million to 85,852 individuals in March. 2 April County Unemployment Rates Page 2 Unemployment rates in the metropolitan statistical areas for April were: Asheville 3.4 percent, down from 3.7 in March. Burlington 4.8 percent, down from 4.9 percent. Charlotte-Gastonia-Concord NC-SC 4.4 percent, remained the same. Durham 3.6 percent, remained the same. Fayetteville 5.0 percent, down from 5.1 percent. Goldsboro 4.3 percent, remained the same. Greensboro-High Point 4.5 percent, down from 4.6 percent. Greenville 4.9 percent, up from 4.8 percent. Hickory-Lenoir-Morganton 5.8 percent, up from 5.7 percent. Jacksonville 4.1 percent, down from 4.2 percent. Raleigh-Cary 3.4 percent, remained the same. Rocky Mount 6.0 percent, up from 5.9 percent. Wilmington 3.5 percent, down from 3.7 percent. Winston-Salem 4.1 percent, remained the same. (Micropolitan statistical areas can be found on attached pages.) Not-seasonally adjusted unemployment rates show employment and unemployment conditions at the time the data were collected. The rates are not adjusted to remove seasonal fluctuations and generally are not used in determining the significance of economic trends. The 2005 benchmark monthly and annual averages for N.C. counties are available on the ESC s website: under Labor Market Information. (Editor s Note: The state unemployment rate for May will be released on Friday, June 15, 2007.) Per the U.S. Bureau of Labor Statistics instructions, the ESC is no longer revising the 2007 previous month s data. All revisions will be done the following calendar year during benchmark.

6 NORTH CAROLINA COUNTY LABOR MARKET CONDITIONS APRIL 2007 North Carolina s statewide unemployment rate (not seasonally adjusted) was 4.5 percent in April, unchanged from March. The rate increased over the month in 27 counties, decreased in 60, and remained the same in 13. Thirty-nine counties had unemployment rates less than the state s 4.5 percent rate. With 1,529 workers unemployed, Scotland County experienced April s highest unemployment rate. The 10.2 percent rate was a 1.9 percentage point increase over the year. Graham County had the second highest rate, and at 8.7 percent, was 2.7 percentage points higher than April 2006 s 6.0 percent rate. Currituck and Orange counties had the lowest unemployment rate in April at 2.9 percent, which was little changed over the year for either. The number of employed workers in Orange County grew by 2,422 from a year ago. Currituck s unemployment rate declined by 0.5 of a percentage point from the previous month due to seasonal changes in coastal tourism. Unemployment rates decreased in six of the state s 14 Metropolitan Statistical Areas (Metros). The Rocky Mount Metro experienced the highest unemployment rate of 6.0 percent. However, the area saw an increase of 1,279 jobs over the year.
