1 Council on Workforce Investment Medicaid Infrastructure Grant Subcommittee Quarterly Meeting August 5, :00 AM to 12:00 PM Sheraton Madison 706 John Nolen Drive, Madison, WI DRAFT Meeting Minutes Present: Paul Rice, Steve Giles, Eric Grosso, Mary Krueger, Suzanne Lee, John Lui, Jennifer Ondrejka, John Reiser, Paul Rice, Pamela O Brien, Ben Barrett, Tom Heffron, Dan Johnson, John Bloor Monica Murphy by phone Meeting called to order at 9:05 AM Discussion about moving future meeting dates to Fridays Lee/Giles motion to move to next meeting to Nov 5 th. Carried. Overview of Wisconsin's Economy and Employment Eric Grosso, Senior Economist, Department of Workforce Development Current recession is deeper than the one in the 80s. o The recession is considered current because it has not been officially declared over. Eric s department felt it was over about a year ago. o Recovery is more statistical than being felt by individuals. Recovery will be slow. Severity has not been realized. o Deeper job loss and longer job loss not seen since the 40s. WI felt the effects of recession about 6-9 months after the national recession began. WI is in a recovery situation; people are finding work, not giving up on finding work. WI saw the bottom in Dec o Unemployment rates by age, rates higher among younger individuals. Rate rose in every age category other than 65+. Recession has affected young males more due to more male oriented industries being impacted. o Labor force participation (those employed and those unemployed but looking for work. Not included are those who have stopped looking for work) rate shows engagement in the labor force. Participation rate is increasing nationally and in WI. People are feeling better about prospects. o WI lost 10 years worth of job and labor force. Prerecession labor force won t be seen until Economic growth in the 90s to thank for unemployment not going as low as it could have. o Manufacturing has shown the biggest improvement between June 2009 and June 2010.

2 o Short on household industries: tourism, transportation, wholesale and retail trade. o Unemployment rates by occupation; more education/training/experience needed for an occupation the lower the unemployment rate. What is going to happen to labor force when baby boomers move out? o Participation rate will be smaller. Based on the labor market and demographics alone, Wisconsin is going to be short on workers without factoring in the economy. There are a lot of job openings right now, not able to find qualified/skilled workers to fill those positions. Manufactures are saying they are having labor shortages, having a hard time finding skilled workers. A lot of IT type openings are not being filled. Tech school enrollment is up this year. Tech system has been responsive to the changes in the economy. Concentrated training program would be beneficial to workers so they can condense timeframe in order to gain skills. Top 25 industries slide: cut of data looking at specific industries. Recession focused on every facet of the economy. Even on list of top 25 with growth, 7 of those still had negative numbers. Job base by educational/training requirements between 2008 and 2018 will need more people with bachelor degrees. New jobs being created will be jobs that require higher training and educational needs. 1/3 of jobs will need to have a bachelor degree or higher. Areas of need: Healthcare, 1 out of every 4 newly created jobs comes from healthcare. Biotech, financial needs (anything catering to the needs of an aging population). Eric willing to come back to future meeting can come back with more segments of the population and workforce. Possible to look at jobs that would provide healthcare benefits to individuals. Can t look from place of work point of view, can look at people state wide receiving benefits. Group should put together questions and send to Amber for Eric s return. Managed Care and Employment Task Force Recommendations John Reiser, Pathways to Independence See handout Comprehensive audit of Family Care. Still trying to figure out the scope, but want results by January.

3 Letter to Fredi Bove from last meeting wanting to know why department has not adopted the policy on employment drafted by the taskforce. John has seen a draft of a response, but nothing beyond that. Prevocational definition has been very controversial. Pushes for integrated employment, time limits are not set, will need a reauthorization. Training for MCOs has been done in the past month; the training is done in Connect Pro, available in the Family Care web page. There are 6 modules, takes less than one hour. Available to anyone. See page 17 of the report regarding responsibility for services that cross agencies. Update to interagency agreement, it is written for regular people. Clearly lays out who does what and when, who is responsible for what. Invite Tammy Hofmister to next meeting to discuss. Page 23 on data reporting, very difficult to determine what is happening with employment in Family Care. Proposed project for this year to pay MCOs and providers to report that data. Analyst will be hired to design a webbased reporting system, providers will be asked to log in and input data on those they serve. Providers will be able to input and extract data, same for MCOs and OIE. Medicaid Infrastructure Grant John Reiser, Pathways to Independence MIG Dashboard: o See handout o SDS Waiver Project in the red: had a hard time getting updates from BLTS staff, so update was not available. o MCO Reimbursement strategy: team believes it is a good idea, however not sure how to implement the project MIG: o Submitted in July, requested around $9 Million. Focus on sustainability. PERC a big piece of it as well as task force updates. Should be able to talk more at the next meeting, award should have been given. Staff asked to submit 9 month work plans, staff in place through December. Expect in 2012 to have a no-cost extension for money left over from o Include on the dashboard what projects will continue in SSA Benefit Offset National Demonstration (BOND) John Reiser, Pathways to Independence See handout

4 Will be run in 10 places around the nation, Wisconsin will be included. 11, 000 people nationally, 8,500 in WI chosen at random. About a 7 year project to begin in January. OIE will take the lead, contact John Reiser with questions. 3 benefit specialists for the 8,500 in WI. Ondreijka/Bloor motion to send a letter encouraging additional funding to be added to the study for benefits counselors. John Reiser will draft the letter and come up with an amount for the increase. Update on National Effort to Educate Congress on the Value of MIG John Reiser, Pathways to Independence A number of national organizations that want to see the MIG continue. Entities want to approach congress to lobby for MIG to continue. Informational campaign will be run through DHS. The committee can lobby can this advisory body lobby? Yes, as long as not a state employee on state time. Monica/Lui motion to Work with CWI to support what ever is necessary for reauthorization of MIG. Carried. Dan Johnson will look into what national organizations are participating for the reauthorization. Update on the National Campaign Mike Meulemans, Pathways to Independence Over 200 airings of the 2 commercials over the summer. Will air during Packer Family night. Updates from Members: Tom Heffron stated that 1900 students with disabilities served in the tech system last year. Veterans coming into the system, taking 6 months to a year to come in, plan to do more outreach to get them to come in. Suzanne Lee stated they have been seeing more people getting jobs: Frito Lay, John Deer. Down 15% of staff statewide. Steve Giles, paper coming out on paid work experience, to be sent to all directors of special education, way to get consistent message out on a topic that continues to be inconsistent. Jennifer Ondreijka is retiring in January. Beginning public input process for next 5 year plan, more info on their website. Monica: a lot of work around IRIS and Family care to improve outcomes.
