2 1.0 INTRODUCTION AND BACKGROUND The LMA, signed on April 11th, 2008, is a six year agreement between the governments of Canada and Manitoba to support the development of a highly educated, skilled and flexible workforce. Under the Agreement, Canada is making annual investments in Manitoba between April 11, 2008 and March 31, These investments complement existing bi-lateral agreements, such as the Canada-Manitoba Labour Market Development Agreement (LMDA), and provincial investements, which provide an opportunity for Manitoba to increase its efforts to support the development of its labour market. Under Section 27.0 of the Canada-Manitoba Labour Market Agreement (LMA), Canada and Manitoba have agreed on the importance of reporting to Manitobans on the results achieved under the Agreement. 1 This report provides a summary of the results of programs funded under the LMA for the period of April 1, 2011 to March 31, 2012 as outlined in Manitoba s LMA Annual Plan. The LMA is administered by Manitoba Entrepreneurship, Training and Trade (ETT) on behalf of Manitoba. Programming is implemented and delivered by provincial government departments and third party service providers, including industry and community organizations, through existing labour market networks and partnerships. Manitoba has developed a Multi-Year Plan to guide implementation of the LMA, which outlines Manitoba s broad priorities, objectives, and notional investment allocations for the duration of the agreement. It also provides the context for the development of Manitoba s annual plans, which describe planned activity and expenditures for each fiscal year. 2.0 LABOUR MARKET CONTEXT for 2011/ LABOUR MARKET PERFORMANCE 2 Overall, Manitoba s labour market was modest in 2011 with a gain of 4,700 jobs or 0.8% in annual growth and a new record annual level of 624,500 employed. Manitoba s diversified economy, with a blend of five goods and eleven services sectors, positioned Manitoba for stable employment growth in Manitoba s service sector employment, which accounts for 76.4% of total employment, increased by 300 jobs while the goods producing sector employment increased by 5,100 jobs. Full time employed represented 80.5% of total employed including 503,000 jobs. While the labour force expanded by 5,300, Manitoba s unemployment rate remained at 5.4% in 2011, the second lowest in Canada for the third year in a row. Manitoba s youth unemployment increased by 0.4% year over year in 2011, bringing it to 100,200, placing it fifth interprovincially. 1 The Canada-Manitoba Labour Market Agreement (LMA) is available on the Human Resources and Skills Development Canada (HRSDC) website and Manitoba s LMA Annual Plan is available on the Government of Manitoba s website. 2 Information from Manitoba Labour Market Overview available from 1 P a g e

Manitoba s participation rate was the second highest in Canada in 2011 and Manitoba has maintained the third highest employment rate among provinces for the past five years. Based on the Manitoba Finance survey of economic forecasters, Manitoba s employment is expected to grow 0.9% in 2012 and 1.3% in 2013, which is generally in line with the national outlook. 3.0 PERFORMANCE RESULTS 3.1 LMA ANNUAL EXPENDITURES Fiscal year was the fourth year of implementation of the LMA. In , Manitoba s total LMA allocation was $18,133,000 and expenditures were $16,807,646. The remainder of Manitoba s 2011/12 LMA allocation remains in Manitoba and will be used to support ongoing delivery of labour market programming for LMA beneficiaries in fiscal year 2012/13. LMA expenditures in supported the delivery of services/interventions to 7,298 eligible beneficiaries. These expenditures provided direct financial supports to individual participants and support for third party projects which were fully funded or enhanced by LMA dollars. 3.2 ANNEX 2 PERFORMANCE INDICATORS In accordance with Annex 2 of the LMA, Manitoba has agreed to collect and report on a set of performance indicators which demonstrate progress towards achieving the objectives of the agreement. The remainder of this section provides an overview of Manitoba s performance on these key indicators. Performance indicator information is drawn from Manitoba s administrative databases and from a monthly telephone survey with participants at three and twelve months after leaving programming. The telephone survey was administered over a twelve month period between April 2011 and March Indicator Category Performance Indicators 3 1. A smaller proportion (6.9%) identified as living with a disability. In addition, nearly half of all participants (45.8%) were women and nearly one in three (31.4%) were youth. The small proportion of older workers may be due to more older workers qualifying for EI and being eligible for programming under the Canada-Manitoba Labour Market Development Agreement Employment Status and Education Level at Intake Of the 7,298 individuals in LMA funded programming in , 51.7% were employed individuals with low skills when they started their intervention. Nearly 40% were unemployed and not eligible for federal Employment Insurance (EI) benefits. A smaller proportion (5.0%) were self employed. At the time they started programming, 44.8% of participants had at least some post secondary education as their highest level of education. Overall, 48.4% of participants had high school (33.0%) or less (15.4%) as their highest level of education. The higher proportion of employed workers and individuals with some post secondary reflects Manitoba s relatively low unemployment rate and the difficulties faced by employers in most regions and employment sectors in hiring workers with key essential skills in addition 3 P a g e

5 to technical abilities. It also reflects Manitoba s strategy of working with employers to re-skill and up-skill existing workers in response to skill shortages Satisfaction with Program/ Service and Relevance to Future Employment LMA participants were asked for their overall level of satisfaction with their program or services received at three months after leaving their intervention. Overall, 65.2% of participants were very satisfied and 96.6% were either somewhat or very with their program or service. A very small minority (2.7%) indicated that they were not at alll satisfied. Participants were also asked about the relevance of the program/intervention to current or future employment. Overall, 64.8% indicatedd that the intervention was somewhat or very useful in helping them to get a job. As can be seen in Graph 4, participants were somewhat more likely to be working 12 months after participating than 3 months (74% versus 67%) and were less likely to be unemployed (14% versus 21%). 6 3.3 RESULTS BY LMA PRIORITY AREA In Manitoba s Annual Plan, LMA investments were allocated to five Priority Areas as outlined in the Multi-Year Plan, including: Skills Development; Employer Human Resource (HR) Capacity; Community Capacity; Labour Supply; and Skills Utilization.
