1 CHAPTER - THREE WELFARE PROGRAMMES FOR SCHEDULED CASTES IN ANDHRA PRADESH

2 This chapter presents the position of Scheduled Castes in Anantapur district. It also examines the role of various institutional and administrative setup for the upliftment of Scheduled Caste communities in the district. The Andhra Pradesh State was formed on 1st November 1956 as a result of re-organisation of states in India. It was formed by splitting up of Telugu speaking district from the (erstwhile princely) State of Hyderabad and merging them with the eleven districts of Andhra State, which was already formed in 1953 by separating them from Madras State. The Andhra Pradesh State spread over 2,76,754 sq.km, and is the fifth largest State in the country, accounting for 8.4 per cent of its area. According to 2001 census, the total population of the State is 1,23,39,496. The Andhra Pradesh State consists of three regions. They are (1) Costal Andhra, which is also called as Cirsars or circar districts, (2) Rayalaseema, and (3) Telangana region. The costal Andhra region comprises of 9 districts (1. Sreekakulam, 2. Vijayanagaram, 3. Visakhapatnam, 4. East Godavari, 5. West Godavari, 6. Krishna, 7. Guntur, 8. Prakasam, 9. Nellore) spread it about one-third of the area of the state and a good part of it made highly fertile by the two important rivers, the Krishna and Godhavari. The Rayalaseema region

3 consists of four southern districts (1. Anantapur, 2. Kurnool, 3. Kadapa, 4. Chittoor) and they were called as 'ceded district during British period. It is a dry tract and most vulnerable to draught and famine conditions. The soil of the region is rocky and a yielding and the rainfall is scanty.1 The Telangana region, which was part of the princely State of Hyderabad, covers ten districts (1. Mahaboobnagar, 2. Hyderabad, 3. Rangareddy, 4. Medak, 5. Nizamabad, 6. Adilabad, 7. Karimnagar, 8. Warangal, 9. Khammam, 10. Nalgonda. This region though industrially better than the other two regions, is similar in other aspects to the Rayalaseema region marked by its inadequate irrigation facilities and dry cultivation. Scheduled Castes in Andhra Pradesh According to 2001 census, the population of the Scheduled Castes in Andhra Pradesh is 1,23,39,496. Institutional setup for the welfare of Scheduled Castes in Andhra Pradesh The Social Welfare Department is a well organized Department. At the Secretariat level, it is headed by the Minister for Social Welfare. He is assisted by the Commissioner of Social Welfare and Secretary to Social Welfare. The Commissioner is also assisted by the ex-officio officer on special duty, the Inspecting Assistant Commissioners and an Assistant Secretary. The Secretary for Social Welfare is assisted by Ex-officio Deputy Secretary for Social Welfare and a regular Deputy Secretary (Admn & Schemes). The Deputy Secretary is assisted by 56

4 two Assistant Secretaries. All the officers have Section Officers and other office staff to assist them. At the Secretariat level policies are formulated including financial policy and control. The Department at this level deals with works connected with legislation, guides and directs the executive agencies in the performance of their tasks. Head Quarters Office The Commissioner of Social Welfare is the head of the department. He is assisted by the Additional Director and the following gazetted officers at the head quarters. With a view to improve the quality of inspections and supervision of the implementation of various programmes of the department at field level, the existing six Joint Directors of the Commissionarate of Social Welfare, have been delegated administrative powers to ensure effective supervision towards implementation of all schemes in (6) six zones of the State with supporting staff as shown below: 1. 5 Zonal Joint Directors a) Joint Directors are responsible for effective field supervision to ensure efficient management of Social Welfare hostels and other institutions. Surprise checks of the offices of Deputy Director (Social Welfare)/Asst. Social Welfare Officers and other institutions in their respective jurisdiction. b) They are authorized to inspect and verify the records relating to disbursement of post-matric scholarships for SC students in any of the Government/private educational institutions who are in receipt of scholarships from the department. c) They are authorized to take all decisions by exercising various powers vested with Commissioner of Social Welfare for implementation of various programmes within their jurisdiction, except policy issues and matters involving financial implications. The zonal joint directors continue to operate from the Commissionarate of Social Welfare for its smooth functioning and close co-ordination. Additional Director He is the head of the office at State Head Quarters and responsible for general administration of the department. He looks after the establishment matters both for gazetted and non-gazetted officers at the head office. Planning and Monitoring Cell and Legal Cell function under his control. He is treasurer of A.P. Social Welfare Fund programmes. He is incharge of computerization and looks after 58

6 arrangements of training programmes of the staff. He is assisted by the following officers: a) Deputy Director (Administration) He deals with the establishment matters of Gazetted and Non- Gazetted staff of head quarters office and district offices, disciplinary cases, stationary, stores purchases, vehicles and record room maintenance etc. b) Deputy Director (Education) He is incharge of all educational programmes including hostels and scholarships, merit upgradation, bright boys schemes, Hyderabad Public School, all categories of stipends including stipends to advocates under the scheme of administration of justice, book banks, instruments and calculators and back to school progamme. c) Deputy Director (Welfare & Protection) He is incharge of monitoring the schemes of implementation of Protection of Civil Rights Act and Prevention of Atrocities Act, Rule of reservation and violation of rule of reservations, verification of social status, construction of Ambedkar Bhavans and community halls, erection of Ambedkar and Babu Jagjivanram statues, release and rehabilitation of bonded labour, relief and rehabilitation of victims of atrocities against SCs/STs, inter caste marriages, publicity and awareness programmes. 59

7 d) Deputy Director (Monitoring & Planning) He looks after the preparation of five year plan, annual plan, coordination of centrally sponsored schemes, maintenance of common data bases and consolidation of reports, provides statistical support to all officers, 20 point economic programmes, periodical review of progress under the schemes, preparation of hand book of statistics and annual administration reports. e) Deputy Director (Land Acquisition) This officer is responsible to deal all matters relating to land acquisition for house sites and all legal matters. f) Deputy Director (Research & Evaluation) He is incharge of the Ambedkar Research and Training Institute and the library. At the Directorate level, the Director of Social Welfare is the head of the executive department. The Director is assisted by number of officials namely: Joint Director who is assisted by Deputy Director (Administration). He is incharge of office and District Administration, disciplinary cases, records, stationery etc. Another Deputy Director (Land Acquisition) is incharge of land acquisition for house sites, rehabilitation of bonded labour, civic amenities etc. The third Deputy Director (Hostels) is responsible for supply of N.T. books dresses to the borders, caste verifications, post-metric scholarships, boarding homes and orphanages etc., Joint Director II, is again assisted by three 60

8 officers namely Deputy Director (Inspection) who is responsible for inspection of District Officer, follow-up action of Inspection Notes, Flying squads, Field Inspection etc. Deputy Director (Hostels) look after training programmes. There is a publicity and culture officer who looks after publicity of the schemes of Social Welfare Department Protection of Civil Rights Act, Removal of untouchability Inter-Caste Marriages, Legal Aid, Publicity and Exhibition, Libraries, Committees and meetings, miscellaneous subjects etc. The Joint Director III is assisted by three Deputy Directors and two Account Officers. Deputy Director (Hostels) is responsible for maintenance of hostels, opening of new hostels, construction of hostel buildings etc. and the Deputy Director (Scholarship, deals with premetric scholarships, incentive grants for 1st and 2nd class students and other allied matters, the Deputy Director (Evaluation) is in-charge for planning, special component plans, special employment schemes, evaluation, statistics, periodical review of progress of the schemes, data for reports of the Commissioner for Scheduled Castes and Scheduled Tribes etc. In addition to these officers, two account officers look after financial matters. They are responsible for budget, accounts, matters concerned public accounts committee, claiming of central assistance, pension and over all control of accounts branch etc., where as the Assistant Accounts Officer is Drawing Officer of the Directorate responsible for clearance of audit objections etc. 61

9 At the District level, the District Collectors in A.P. are responsible for the implementation of the social welfare schemes. They are assisted by Deputy Director, two District Social Welfare Officers and one Assistant Accounts Officers who in turn are assisted by ministerial and executive staff. The Public Relations Officers of subdivision and Taluq have been transferred under the control of the social welfare department for information and public relations and redesignated as Assistant Social Welfare Officers. The Social Welfare Officers are assisted by number of officers like Deputy Tahasildars, Revenue Inspectors and Ministerial staff. It is evident by the organizational set-up that the Department is well structured at all levels of administration. It is also well equipped to perform tasks of social administration. An army of officials with required amount of training and proficiency operate to cover multifarious activities of social administration. The department at the secretariat level takes lead to design policies on social administration. The Directorate of Social Welfare enforce these policies throughout the state. At the District level, the District Collector and other financial of the department are made responsible to look after the activities of social administration. Thus the department covers right from policy formation to policy implementation of social administration in the state. Functions The Social Welfare Department of the State is responsible for planning and execution of specific programmes for the welfare of the 62

10 Scheduled Castes and social security schemes for orphans and the aged. These programmes include education, community services, old age pension, home for beggars, protection of civil rights, Andhra Pradesh study circle, development of surplus lands, aid to voluntary organizations, government product centres, promotion of crafts and trades, monetary reliefs, inter caste marriages, rehabilitation of bonded labour, libraries, financial assistance to voluntary organistions welfare schemes for physically handicapped, special employment schemes, weaker section housing programmes. To accelerate expansion of education, Government has been liberally extending educational facilities in various forms. The state Government has sanctioned various pre-metric scholarships to Scheduled Castes students whereas the Government of India residential and non-residential scholarships are awarded for post metric students belonging to Scheduled Castes. This apart free boarding and lodging facilities are provided to the boarders in the Government Hostels. The Scheduled Castes hostels maintained by the District Social Welfare Department are cosmopolitan in character as reservations are made in admissions for different categories of students to encourage mixed living and to achieve social integration. Most of the Government hostels run by the Social Welfare Department are presently housed in rented buildings. Government has takenup a scheme to construct hostel buildings for which funds are provided for this purpose under state plan schemes and other centrally sponsored schemes. This apart a new scheme of educational and vocational 63

11 guidance to the boarders in the social welfare hostels have also been sanctioned. The social welfare department is also providing other educational facilities like supply of Text Books to the Scheduled Castes, free dresses, instruments, book banks, excursions etc. Under community services programmes, civic amenities like drinking water wells, sanitary amenities are provided by the department. As far as the old age pension is concerned, the scheme for sanction of oldage pension was introduced in this state during According to the scheme all indigent of 65 years and above who have no support and all physically handicapped destitute irrespective of age are eligible for sanction of old age pension every month. The Government is maintaining a Home for beggars at Hyderabad and this scheme is being implemented by the Hyderabad Municipal Corporation. Government has proposed to rehabilitate the beggars of different categories by opening workhouses, homes for infirm, destitute children homes, etc. To implement the protection of Civil Rights Act efficiently, the state Government has set up Mobile courts. A state level committee has to be reconstituted with officials and non-officials and with a nonofficial Chairman to review cases of investigation and prosecution of offences under this Act. Publicity on eradication of untouchability is streamlined through various methods. 64

12 There is a pre-examination training centre for coaching the Scheduled Castes and other students to appear for the U.P.S.C. examination. The centre has been converted as an autonomous institution. Training programmes were introduced to train the educated unemployed Scheduled Castes candidates. Economic betterment schemes are being implemented for the economic betterment of Scheduled Castes. Further, the Government of India has sanctioned development of surplus land scheme under central sector plan programmes for providing financial assistance to the poorer Scheduled Castes who have no means of their own to incur expenditure towards inputs required for agricultural production. This apart to give aid to voluntary organization the Andhra Pradesh Social Welfare Fund came into existence in The main objective of this Fund is to encourage, help, financially assist, foster and strengthen the voluntary organizations and review their progress. Moreover to provide self employment opportunities, the social welfare department is running various tailoring training centres for imparting training in tailoring, to enable them to earn their livelihood after completion of the training, and in order to wean away Scheduled Castes from traditional unclear occupations it has been proposed to sanction financial assistance as subsidy in various trades. Government has taken several measures to ensure prompt action on the offenders in the cases of atrocities on Scheduled Castes 65

13 on the caste consideration. The state Government have issued orders to the effect that atrocities on members of Scheduled Castes and Scheduled Tribes committed on caste consideration should be treated as offences of a specially grave nature and that the occurrence of any such offence should be reported immediately. After the formulation of ministry by T.D.P. one of the very first orders issued by the Government is about enhanced monetary assistance for the victims of crimes against Scheduled Castes and Scheduled Tribes. Publicity is an important media for bringing about a change of out look of the people for removal of untouchability. There is a publicity wing in the Directorate of social welfare for conducting propaganda for removal of untouchability and social disabilities and giving publicity for the welfare schemes through the departmental magazine Harijan Sankshema Samacharam. Apart from publicity, the Government has been providing several welfare measures. For instance, the Government have been encouraging inter-caste marriages for social integration and social reforms with a view to allow the caste system to fade out in the long run. Under this scheme, a sum of Rs.1,000/- would be given to the couple of the inter-caste marriages in either of the spouses belong to the Scheduled Castes. Equally significant is another measure wherein, the District Collectors and Revenue officials are entrusted with the identification, release and rehabilitation of bonded labourers. They have also been empowered to sanction and disburse monetary relief to free bonded labour. Government is keen that the bonded labourers identified and released so far should be fully 66

14 rehabilitated within a time bound programme. Yet another measure is undertaken for creating awareness among the scheduled castes by providing grading materials like newspapers. Periodical journals books, etc., by establishing libraries in scheduled castes localities. Apart from these measures the state Government has introduced several programmes. Governments are sanctioning financial assistance to needy voluntary organizations. The A.P. social welfare fund came into existence in , the main objectives of this fund are to encourage, help, financially assist and strengthen the voluntary organizations and review their progress. The budget provisions under grant-in-aid to voluntary organizations was increased for due to heavy demand from voluntary organizations for more funds to cover more number of needy institutions. A new directorate for the welfare of physically handicapped was created and the new directorate started functioning from February The function of this new Directorate is to ensure effective and proper implementation of various programmes intended for the welfare of the handicapped persons, visually handicapped, the deaf and dumb, the mentally retarded and the leprosy cured. The Directorate looks after the work relating to homes and hostels for the physically handicapped, education, scholarships, schemes and training-cum-production centres. The new Directorate is also undertaking intensive steps to publicise the several measures being taken by Government for the welfare of the physically handicapped through press, radio and T.V. 67

15 The special employment scheme programme have also been introduced. The special employment scheme meant to cover the educated unemployed candidates belonging to weaker sections was launched in The objective of this scheme is to train and orient the educated unemployed on the live registers of Employment Exchanges in the fields of activities that are employment intensive and production oriented. Under the weaker sections housing programmes financial as well as technical assistance is being given to the beneficiaries consisting of Scheduled Castes, Scheduled Tribes, Backward Classes and Economically Backward Classes to whom the Government have given house sites and who are not in a position to construct houses on their own. The social welfare department is dedicated to the integrated and overall development of the Scheduled Castes in the state. The main objectives of the department are educational, socio-economic development, welfare and protection of Scheduled Castes. Besides, the social welfare department has been implementing programmes of social defence like homes for orphan children, rehabilitation of jogins and bonded labourers and pensions to poor widows. The objectives are being attended at four levels. 1. The Commissionarate of Social Welfare is responsible for implementation of Educational programmes through hostels and 68

16 1 scholarships, implementation of prevention of Atrocities Act, Reservation policy and monitoring of special component plan. 2. The A.P.S.C. Co-operative Finance Corporation is implementing economic development programmes to Scheduled Castes. 3. The A.P.S.W. Residential Educational institution society deals with Residential Educational Institutions in the state. 4. The A.P. study circle looks after the pre-examination training centres and coaching programmes for Scheduled Casts and Tribes. 69

Hyderabad Person Source: Andhra Pradesh Scheduled Caste Cooperative Finance Corporation - Action Plan Land Purchase Scheme The Andhra Pradesh Scheduled Caste Corporation is implementing the scheme of purchase of Agricultural land since 1982 for the benefit of landless agricultural labourers belonging to SC 70

It provides an asset, which will not only give income on sustained basis but also a status in the Society.2 Main features. - Lands will be purchased with voluntary consent of landowners. There is no element of compulsion. - The land is to be purchased only in the name of the woman beneficiary. - Preference should be given to women-headed households, jogins, bonded labourers and other vulnerable groups. - Lands should be purchased only for the poorest of the poor who can not acquire any other skills to take up selfemployment. - The land cannot be purchased in the name of the minors who are below 18 years and they should not be above 60 years of age. Funding Pattern - Unit Cost Rs.40,000/- - Subsidy 50% of the cost upto a maximum of Rs. 10,000/- - 20% Corporation Loan Rs.8,000/- - Balance NSFDC loan Rs.22,000/- 2. Minor Irrigation programmes After merger of JRY scheme with SGSY, the Corporation is implementing Minor Irrigation programs duly mobilizing resources in 71

19 the form of Corporation subsidy. However the unspent balances under erstwhile JRY program can be utilized on priority basis for implementing Minor Irrigation programs, wherever available. The schemes like Borewells, Openwells, Filter points, Electric Motors and Energisation etc., are incorporated in the Action Plan. While taking up minor irrigation sources preference should be given to such SCs who have compact blocks of land at one place. Keeping this aspect in view the number of beneficiaries are indicated notionally in the Action Plan In districts where SCs having compact blocks are not available, individual cases can be taken up on merits, such as fulfilling of distance norms and pre-feasibility of electricity.3 a. Bore Wells i. Bore wells are being taken up in the lands of small and marginal SC farmers with electricity feasibility. The minimum extent to be considered under each bore well is 5 acres and above and minimum no of beneficiaries are 3 and above. The minimum expected yield is 1000 gph. One bore well is sufficient for a compact block of 10 acres or more as the yield of the bore well is more than 1000 gph and the water is available for 16 hrs pumping. No. of bore wells should not be worked out merely on the basis of acreage but it should be done taking contiguous stretches into consideration. ii. The Unit cost of each Bore well is Rs.52,800/- (including Drilling, Casing pipes, Panel board field internal pipes and 5 H.P. motor). 72

20 The guidelines of JRY (MWS) wells are also to be followed. On completion of bore wells, revised administrative sanction should be accorded for the actual expenditure incurred on the unit duly indicating subsidy, margin money and loan components beneficiary wise and also indication of repayment schedule beneficiary wise. - Unit cost Rs.52,800/- - Drilling charges for 150mm dia. Bore well including cost of pre pipe casing mt depth Rs.20,600/- (The depth can be decided by the Chairman/District Collector depending on the local conditions and the unit cost can be revised accordingly as per approved pattern of rates). - Cost of submersible pump set including all accessories Rs.28,500/- - Cost of 4 dia pre pipe for distribution to the fields Rs.3,700/- Total Rs.52,800/- iii. 21 b. Drip Irrigation/Micro Irrigation i. Drip Irrigation is also known as Micro Irrigation. Drip/Micro Irrigation is a technology for providing irrigation to plants through network of pipes. It helps for supplying filtered water directly to the root zone of the plant. Drip/Micro Irrigation includes emitting water by dippers, micro sprinklers, mini sprinklers, micro jets, misters, fan jets, micro sprayers, foggers, emitting pipes, micro tubes and similar other emitting pipes. The use of different components depends upon the requirement, which may vary due to crop type, water requirement, plant spacing, soil type etc. Application of drip/micro irrigation is known to have helped in increasing productivity by 30 to 100% with 50 to 70% saving of water. ii. Eligibility a. Under drip irrigation a minimum of 2 acres with one beneficiary is required and maximum extent permissible is 2 >2 acres with 2 or more beneficiaries. b. All types of surface and sub-surface irrigation systems are covered under drip/micro irrigation. c. The cost per hectare norm includes expenses towards mains, sub-mains, laterals, emitting devices, screen filters, control valve, flush valve and other required accessories 74

22 inclusive of installation charges required for efficient functioning of the system. d. The departmental subsidy (Horticulture Department) for drip irrigation will be 50% of the cost for small and marginal SC farmers. e. i. Orchard crops: Orchard crops may be irrigated with drip irrigation system if water supply of 1 Itr. per second/hectare is available for 4 hours per day. ii. Vegetables and other closely spaced crops: Drip irrigation system may be used if water supply of 3 Itrs. per second/hectare is available for 4 hours per day. f. If a farmer proposes to use canal water for drip irrigation, the availability of adequate overhead storage capacity should be insisted upon as a pre-requisite for installation of drip irrigation system and sanction of assistance. g. The availability of electric/diesel power and pumps of adequate capacity should also be insisted upon as a prerequisite for installation of the drip irrigation system and sanction of assistance. The normal power requirement when water is to be lifted from a depth of 15 mts to 25 mts, is 1 HP/Acre for orchard crops and 3HP/Acre for vegetables and other closely spaced crops. 75

23 h. Assistance should not be sanctioned without ensuring adequate power availability. i. The drip irrigation scheme is to be implemented through Directorate of Horticulture/Agriculture as they have the required network/infrastructure. j. The cost towards earthwork for making trenches for installation of drip system pipes will be borne by the farmer. The drip system manufacturers are supplying a tailor made system to the farmers. Therefore the installation charges should be paid to the drip manufacturers by the farmers.4 iii. Items to be verified while sanctioning assistance for drip installation. a. Sufficient water and power supply should be available for the proposed installation. b. Material supplied by the manufacturer should be of good quality having BIS Certification. The components installed should conform to the specifications declared by the manufacturer during their registration. c. Drip lines should be laid as per the recommended crop spacing. d. The application of water between the first and last dripper on a lateral should be fairly uniform within 10%. 76

24 e. The drip system should be installed and commissioned to the satisfaction of the farmer. iv. Funding Pattern: - Unit Cost (Tentative) Rs.7,800/- The unit cost as approved by Horticulture Department for Micro Irrigation species wise can be adopted. - Departmental subsidy/corporation subsidy 50% - Corporation Loan 50% C. Open Wells i. The objective of the scheme is to identify the small and marginal SC farmers having un-irrigated lands in compact blocks, getting them surveyed by the Ground Water Department, according administrative sanction and execution of works. The special feature of the programme is that the works are executed by the beneficiaries by themselves the beneficiaries will receive full payment for execution of the work and reap the benefit. ii. Unit cost and norms - Unit cost for each well is (size 6mt dia and 12mt depth) Rs.32,500/-, which includes cost of implements, cost of execution and cost of steeping. - Wherever expenditure per well is likely to exceed the unit cost fixed, the same may be limited to the unit cost and the 77

25 balance amount required for further execution of the well is to be borne by the beneficiary. - If any well can be completed with an amount less than the unit cost, the expenditure should be limited to the actual expenditure only. - A minimum of 2.5 acres land and a minimum of 2 beneficiaries are pre-requisite for taking up the open well. iii. 26 F. Energisation i. Development Charges. Under this scheme it is proposed to provide Rs.5,000/- per unit towards development Rs.1000/- per H.P. to A.P. Transco. ii. Funding Pattern - Unit Cost Rs.5,000/- - Corporation subsidy 100% G. Inwell Bores i. Inwell bores can be taken up only in cases where electrical connections are existing, electric motors are available and ground water survey has been conducted for availability of water. ii. Funding Pattern - Unit Cost Rs. 10,000/- - Corporation Subsidy 50% - Corporation Loan 50% I. Dug-cum-Bore Wells i. For a dug-cum bore well a trail pit indicating sufficient water is a pre requisite as is being done in case of open wells. The drilling of dug cum bore well is to be discouraged in dark areas as declared by the Ground Water Department. A minimum of acres 79

27 of compact land and a minimum of 2 beneficiaries are pre requisites. ii. Funding Pattern: - Unit Cost Rs.40,000/- - Corporation Subsidy 50% - Corporation Loan 50% J. Lift Irrigation i. Lift irrigation scheme is to be taken up in ceiling surplus lands, assigned lands and agricultural lands purchased for SCs. The scheme comprises of identification of SC beneficiaries with lands in compact blocks near perennial source of water like rivers, streams, etc., conducting surveys, preparation of estimates, execution of work and development of ayacut by way of laying pipelines upto the ridge point of the ayacut. It must be ensured that field channels from the ridge points are dug by the beneficiaries. The minimum extent to be considered under each LI scheme is 5 acres and above and the No. of beneficiaries is 6. The minimum expected yield is 1200 GPH. ii. Funding Pattern - Unit Cost Rs.2,00,000/- - Corporation Subsidy 50% - Corporation Loan 50% 80

28 K. Check Dams i. Though Rs.6,000/- per acre is indicated as unit cost, the unit shall be sanctioned basing on the actual estimated cost. The size of the unit shall not be less than a contiguous block of 10 acres. Make use of unspent JRY funds if available. Wherever JRY funds are not available Corporation subsidy in its place may be utilized besides Corporation loan. ii. Funding Pattern - Unit cost Rs.6,000/- per acre - Corporation Subsidy 50% - Corporation Loan 50% L. Submersible Pumpsets i. There are a large number of open wells/bore wells executed with the assistance of the Corporation, which have not yet been energized. As a result the SC farmers are not able to fully utilize the irrigation potential. It is therefore decided to provide Submersible pump sets wherever electric motors are not provided earlier. ii. Funding Pattern - Unit cost Rs.28,500/- (including all accessories) - Corporation Subsidy 50% - Corporation Loan 50% 81

29 M. Pipe Line i. Pipeline scheme is to be implemented in specific cases where land is uneven and the Ml source created is located in the down ward or up ward slope requiring a pipe line to carry water to all the four corners of the land so that water can spread throughout the land. ii. Funding Pattern - Unit cost - Corporation Subsidy - Corporation Loan Rs. 10,000/- 50% 50% f 3. Horticulture i. The unit cost during the first year plantation and subsequent maintenance related to Mango, Guava, Citrus, Coconut, Cashew, Sapota etc., are as per NABARD norms. ii. Though the average cost of Rs.5,000/- per acre in first year plantation is indicated, the species-wise unit cost shall be followed as per NABARD norms. ; iii. Funding pattern - Unit cost Rs.5,000/- - SGSY/Corporation Subsidy 50% - NSFDC Loan 50% 82

30 4. Land Development i. Govt, assigned and wasted lands are to be developed under this program. The unit cost Rs.5,000/- shall be sanctioned for 2 acres per beneficiary. Funds from corporation subsidy shall be utilized for this purpose. The corporation subsidy shall be utilized only after exhausting erstwhile JRY funds available with the District Society. The works may be entrusted to farmers committees. Joint account has to be operated by a representative of the farmers committee and a representative of the Executing Agency. Soil and water conservation works are to be taken-up under this program.5 ii. Funding Pattern - Unit cost Rs.5,000/- - Corporation subsidy 100% r 5. NSFDC Self-Employment Schemes i. With a view to encourage S.C. educated youth, APSC Finance Corporation has been implementing Self-employment programs since 1995 with term loan assistance from NSFDC. The broad objective is to enable easy access to credit for poor educated unemployed S.C. Youth at cheaper rate of interest for selfemployment units and to identify entrepreneurial capabilities among S.C. youth and facilitate to emerge as successful 83

31 entrepreneurs in the society. So far the Corporation has implemented the scheme as follows. ii. Funding pattern will be as follows - Unit cost Rs.1,00,000/- - Corporation Subsidy 50% orrs per benf. - Beneficiary contribution 5% - Corporation Loan (MM) 20% - NSFDC Loan Balance The following committee has to be constituted for selection of beneficiaries. District Collector/Chairman Executive Director Project Director, DRDA General Manager, D.I.C. R.T.O. (in case of transport sector) Chairman Convener Member Member Member 6. Bank - Linked Self Employment Schemes i. The unit cost of bank linked self-employment scheme is Rs.50,000/-. ii. The candidates studied up to 10th class shall be encouraged to establish industry, service and business sector schemes under the bank linked program. For this program, the Executive Directors shall place the Action Plan before District Consultative 84

32 Committee and see that the Bankers assist the beneficiaries as per the targets.6 Funding pattern - Unit cost Rs.50,000/- - Corporation subsidy 50% (Limited to Rs. 10,000/-) - Corporation loan 20% - Bank loan Balance 7. Micro Credit (for SHG members) i. The scheme is meant for exclusive Scheduled Castes Women Groups formed under DWCRA/DWAWA. ii. The Micro Credit assistance scheme is to provide timely and effective micro credit to the poorest of the poor of the target group for low investment oriented, income generating economic activities. Micro credit helps in earning additional income by way of petty business/activities and quick rotation of revolving fund. This also facilities the liberation of poor people from the clutches of money lenders who charge exorbitant interests on small borrowings apart from improving the standard of living of the poor SC family. iii. Funding Pattern - Unit Cost Rs.75,000/- per group of 15 members - NSFDC Loan 100% 85

33 8. Rehabilitation of Jogins i. The prevalence of the system of Jogins/Basivis/Parvathis (which is a part of devadasi system) has been observed in the Districts of Adilabad, Nizamabad, Medak, Ranga Reddy, Karimnagar, Nellore, Kurnool, Anantapurand Chittoor. ii. In the Action Plan, it is proposed to assist with land based schemes or economic support programs so as to enable them to come out of the age-old system.7 iii. Funding pattern - Unit cost - Corporation Subsidy - Corporation loan Rs.20,000/- 50% 50% 9. Bonded Labour i. The scheme of rehabilitation of Bonded labourers is being implemented based on the guidelines issued by Government of India and State Government from time to time. ii. Since bonded labourers are basically agricultural labourers, the only skill they possess is farming. Hence efforts should be made to rehabilitate them on land based schemes. Here also, availability of Government land for assignment should be ascertained and the land should be got assigned in favour of the released bonded labourers. Thereafter, irrigation facilities should 86

34 be developed on the land. If Government land is not available it should be purchased for them under Land Purchase scheme. iii. Funding pattern - Unit cost Rs.20,000/- - Corporation subsidy 100% 10. Scavengers Rehabilitation Programme in A.P. i. The Executive Directors have to complete the rehabilitation programme during the year and no eligible scavengers, dependents should be left over. No further extension will be given for the programme. 11. The training programme for scavengers should also be completed during the year. iii. Efforts should be made to provide more suction machine (golfers) so as to cover each Municipality. iv. Funding pattern - Unit cost Rs.20,000/- - NSLRS subsidy 50% (may:r^mm of Rs. 10,000/- per individual - MM Loan 20% - NSKFDC loan Balance ^The State of Andhra Pradesh an organized social welfare department. There is a Scheduled Caste Welfare Co-operative Finance Corporation, which prepares an action plan to implement various 87

35 programmes for Scheduled Castes welfare and development. As discussed in the chapter, there are various programmes for Scheduled Castes and necessary guidelines and also funding pattern are given for the implementation of the programmes like land development, minor irrigation, horticulture, rehabilitation of scavengers and Jogins and development of youth etc. 88
