2 Welcome to The Professional Association! On behalf of a national Movement to enhance, impact and enrich the professional development of ALL individuals working to change, even save the lives of kids throughout the world, THANK YOU! The Professional Association (TPA) is an association of individuals, like you, who are committed to becoming the best Youth Development leader you can be. Just as Jim Clark, President & CEO of BGCA, always says local, local, local. The growth and impact of TPA relies on the strength and dedication to offering networking opportunities, trainings, mentorships, professional scholarships and support at the local level through the establishment of TPA Chapters as well. Today there are more than 30 Chapters nationwide, however all professionals deserve to have a chapter near them; and you are taking the first step in the professional leadership development process in your area. This manual will provide you with a step by step and best practices guideline to help you and your Chapter members establish a high functioning chapter that will benefit all professionals. Boys & Girls Clubs throughout the country will only perform to the lowest level of training and professionalism of its staff. TPA plays a significant role in setting the stage for the development of those who choose this line of work as their career, and it encourages professionals to have pride in the profession that touches the lives of millions of children and families. The National Professional Association Board of Directors is here to support you and your efforts in serving your membership! Jon Charles, President & CEO of the Central Texas Boys & Girls Club, is the current National Chapter s Committee Chair and can help direct, guide and provide valuable advice as you walk through the process of getting established. While all individual TPA members are important, it is through our chapters that most of our progress is made. Active chapters are the very lifeblood of our Association. They provide a vital link in the bottom up, grass roots nature of our movement. Together we must continually nurture our chapters in order that they can be an effective vehicle for personal and professional growth. 5 THE PROFESSIONAL ASSOCIATION The professional leadership in TPA is interested in promoting effective personnel and practices throughout the Boys & Girls Club movement. This will insure the best possible leadership for Boys & Girls Clubs and strengthen the entire movement. We, as professionals are supportive of one another and firmly believe that what is good for the Boys & Girls Clubs is also good for our professionals. This does not rule out differences of opinion. Always being in total agreement is not healthy. TPA has six (6) Boys & Girls Club professionals from each region serving on the Board of Directors. We have representation on BGCA Human Resource Advisory Committee, B&GCA Academy, National Conference Task Force Committee, National Pension Committee, and all other National Committees related to leadership and program development. TPA is representing Boys & Girls Club professionals to provide basic input for the total movement. We are interested in issues and concerns and, as a group, submit proposals to officers and Executive Committees. WHY JOIN TPA? TPA offers an Award Recognition Program that recognizes professionals in the following ways: - Professional of the Year Award - Executive of the Year Award - Contribution to the Profession Award - Administrative Assistant of the Year - Distinguished Service Award - Herman S. Prescott Award - Years of Service Awards - Chapter Set the Pace Award (Award information is sent to Chapters and TPA members annually. All Chapters are encouraged to recognize professionals in their Chapter and nominate members for these awards.) Professional development and training opportunities are offered through Chapter-sponsored events. Job opportunities are announced at Chapter meetings. You ll be kept up-to-date on the latest and most innovative ideas when you receive the TPA newsletters, and TPA articles in Connections magazine. TPA developed a Code of Ethics and an Oath of Service, which enhances the growth, development, capability and image of Boys & Girls Club professionals and the Boys & Girls Club movement. Through TPA Chapter meetings and the General Assembly, each member has a voice and an opportunity to make a contribution for developing and strengthening our Association and profession. Fellowship among the membership is rewarding experience. Such values as friendship, problem solving, and interpersonal relationships do much for the growth of the member. EXECUTIVE PROFESSIONAL -Professionally employed on a full-time basis in a Club affiliated with BOYS & GIRLS CLUBS OF AMERICA, responsible for providing overall direction to the organization. (Executive Directors, Presidents, Executive Vice President, CEOs, CPOs, and national staff such as Regional Service Directors and Vice Presidents and above for BGCA). Dues $100 B. MANAGEMENT, ADMINISTRATIVE SUPPORT OR YOUTH DEVELOPMENT PROFESSIONAL Professionally employed on a full-time basis in a Club affiliated with BOYS & GIRLS CLUBS OF AMERICA, responsible for utilizing the resources of the organization to provide services to members. (Associate Executive Directors, Directors of Operations, Unit Directors, Area Directors, Branch Mangers, Program Directors, Administrative staff, Support Personnel, Program Directors, Health & Physical Education Directors, Social Recreation Directors, Guidance Directors, Cultural Arts Directors, Outreach Directors, etc.). This classification also includes BGCA Alliance Directors and staff along with all other national staff. Dues: $50.00 ASSOCIATE MEMBERSHIP (Non-Voting) C. CURRENT PART-TIME PROFESSIONAL Dues $25.00 D. FORMER CLUB PROFESSIONAL Dues $25.00 E. INDIVIDUAL MEMBER Dues $ F. BUSINESS MEMBER Dues $ RECOGNITION TPA has a number of ways it recognizes professionals in the Boys & Girls Club movement. The purpose being to: Recognize members who have made a significant contribution to the profession; or in promoting and advancing the profession over past years. Encourage professionals to reach higher in contributing to the profession and promote the cause of Boys & Girls Club work. Publicize outstanding achievements of TPA members. To recognize the one Boys & Girls professional who has excelled in assisting minorities to advance in the Boys & Girls Club movement To recognize years of service as a member of TPA. 7

8 TO START A CHAPTER It takes five (5) members of the TPA to start a chapter. These members can be from the same organization, or a variety of organizations. When at least five (5) eligible professionals are recruited for the Chapter, contact your Regional Chapter Chair, or the Chapter Services Chair, and ask for a Chapter Certification form (also included in this Manual). Complete it and send it to the Chapter Services Chairperson along with the $50.00 annual registration fee. When received your chapter will be sent a certificate signifying your Chapter is certified. Chapters will also receive a personalized TPA Banner. ANNUAL FORMS (also available on the TPA website - Annually chapters should complete the following forms: 1) *Chapter Certification and Annual Report Form - This is due by March 15 th of each year, along with a $50.00 certification fee. Chapters activated at anytime during the calendar year are required to complete this form and pay the fee ONLINE. 2) *Chapter Rebate Fund Verification Report - Certified Chapters are eligible to receive 50% of the National dues paid by their members upon meeting the requirements and completion of this report, and submitting it along with proper documentation to the Chapter Services Chairperson. This is due no later than September 30 th of each year ONLINE. 3) Annual Chapter Chair Meeting Attendance Verification - Each year at the National Conference there is a meeting for Chapter Chairs, or their representatives, to discuss issues concerns and successes. Complete this form if interested in attending this meeting. 4) Chapter Patron for Fellowship and Recognition Dinner - Chapters are encouraged to become a Patron for the Annual Fellowship and Recognition Event held at the Boys & Girls Clubs of America National Conference. Being a Patron entitles the Chapter to be listed in the Dinner and Herman S. Prescott luncheon program and special acknowledgement at both events. 5) Proposal & General Assembly Form - Chapters would submit this form if interested in having a proposal voted on at the Annual General Assembly which is held annually, at the B&GCA National Conference. *NOTE 1 & 2 ARE NOW DONE IN ELECTRONIC FORMAT ON 8

9 CHAPTER DUES Effective January 2010, in order to maximize participation, newly-formed Chapters may not charge dues in addition to the National TPA dues paid. However, Chapters are eligible to receive 50% of the dues paid to TPA, to support their Chapters, upon meeting certain requirements and submitting the Chapter Rebate and Verification Form contained herein. OFFICERS The recommended officers are Chairman, Vice-Chairman, Secretary and Treasurer. The Secretary and Treasurer s office may be combined. The duties of the officers shall be those as are usual in such organizations. The names and addresses of newly elected officers shall be submitted immediately to the Regional Chapter Chairman to ensure continuity in communication. COMMITTEES While each Chapter may differ, the following standing committees are suggested: 1) MEMBERSHIP Coordinates efforts in recruiting new members; provides orientation; reviews attendance and participation of existing members. 2) PROGRAM Plan and conduct programs that will challenge, inspire and create a climate of responsive to the needs of the membership. 3) SERVICE TO MEMBERS Responds to the needs of the membership through scholarship assistance, birthdays and anniversaries recognized; provide assistance to those at or near retirement, etc. Of course, other committees can be formed. It is recommended that someone be designated in each Chapter to send articles and items of interest to The Professional Association for inclusion in TPA newsletters and TPA articles in Connections Magazine. TPA is also interested in receiving Best Practices that will be included on the TPA website. 9

The award spotlights a TPA Chapter who has worked together in an effort to nurture and enhance the professional development of its members. The winning Chapter will be recognized at the National Conference and again this year, they will receive a check for $ from The Professional Association for their Chapter! Criteria for Selection The Chapter selected for the Set the Pace Award will have demonstrated that during the past twelve months they have met the stated purpose of the award. This will be accomplished by forwarding to the Chapter Services Committee Chair a one page narrative along with any additional documentation that the local Chapter feels supports their selection as the Outstanding Chapter in the country and deserving of the Set the Pace Award. 18 The Professional Association General Assembly Purpose, Guidelines and Timeline Purpose: Guidelines: Timeline: The purpose of the General Assembly is to provide a forum for presenting, debating and voting on proposals submitted by Active members to be considered by the TPA Board of Directors. Certified Chapters are used for disseminating General Assembly information and for soliciting proposals. Active members, or certified chapters, may submit proposals to General Assembly. Note: Any proposed amendment related to the By-Laws must be endorsed by at least five (5) other Active members. The suggested timeline for soliciting proposals for the General Assembly will be as follows: January: General Assembly Proposal form is included in TPA Chapter Chair Manual that is ed to all certified Chapters and also available at the TPA website ( April: Proposal forms due to National Chapter Chair by April 15. Any proposals that are received will be sent to Chapters for Chapter discussion along with a notice informing the Chapter that the items will be discussed at the General Assembly. TPA Board members will also receive a copy of any proposals submitted. May: The BGCA National Conference currently serves as the place for the Annual Meeting and General Assembly of the Association. A day within the conference is selected for these meetings at which time the proposals are discussed and voted on. Notification of the meeting date and time will be sent to each Chapter Chair at least 30 days in advance of the meeting. 18

24 TPA PARTNERSHIP WITH BGCA S Leadership University The Academy The Recognition Component of Leadership University Boys & Girls Club Leadership University was founded in 2008 on the belief that people make the difference in the lives of kids and in the ultimate success of an organization. In support of this belief, the most significant step Boys & Girls Clubs can take to assure their future is to invest in the development of their people. Leadership University is designed to support Boys & Girls Clubs of America s strategic initiative for professional development. The goal of Leadership University is to help Clubs build their current capacity for serving youth, while giving recognition to the value of career and professional development. In response to this initiative The Academy of Boys & Girls Club Professionals has been transformed as the recognition feature of Boys & Girls Club Leadership University. The goal of Boys & Girls Club Leadership University is to develop world-class leaders in every role within Boys & Girls Clubs. It includes five schools: School of Executive Leadership; School of Management; School of Youth Development; School of Resource Development; and School of Board Leadership. Learning opportunities within each school are organized around four levels: Foundation Level; Advanced Level; Mastery Level; and Legacy Level. Individuals completing each of the four levels are recognized through The Academy. The Foundation Level focuses on orienting individuals in the essential job functions, core principles, beliefs and values that enable Clubs to impact youth and communities. This level is completed within the first 4 to 8 months of employment. The majority of Foundation Level learning content is provided online. Upon entering this level, professionals and board members complete an online orientation entitled, Core. The Advanced Level focuses on ensuring development of leadership and interpersonal skills needed for key positions. An overarching leadership model has been tailored to support leadership and interpersonal skill development for each key position. The goal is for professionals and Board leaders to complete the Advanced Level within 18 to 24 months of employment. The Mastery Level will provide professionals with an opportunity to assess their professional needs and create a professional development plan to support their continued growth in the Boys & Girls Club Movement. Professionals entering the Mastery Level must complete the Advanced Leadership Program aligned to their professional category. The Legacy Level provides an opportunity for professionals to establish a learning plan that continues their development and enables them to significantly advance their organization and/or make a lasting contribution the Boys & Girls Club Movement.
