3 Commuter Program Overview Federal Internal Revenue Services Code 132 (f) Commuter benefits are provided by employers to eligible employees. 100% compliant with IRS 132(f) rules in all cities Eligible participants must receive a paycheck on U.S. payroll system. Self-employed persons, independent contractors, partners, and 2% shareholders in an S- corporation are not eligible Family Extended Benefits Nondiscrimination testing and plan documents are not required Eligible Expenses Mass transit fares such as tickets, passes, tokens, vouchers for riding buses, trains, etc. Parking fees at or near the work place; or, at a location from which an employee commutes to work via mass transit Pretax Limits $260 per month for transit/vanpool. $260 per month for parking. Employees may elect post-tax deductions (if permitted) to cover the cost of their commuting expenses in excess of the monthly IRS limits allowed 2017 WageWorks Inc. All rights reserved. 3
4 Transit & Parking Options Transit Pass Delivery (Buy My Pass) Over 50,000 Pass Options including passes, tickets and vouchers; automatic delivery every month by the 1 st SmartCards: Stored value cards ordered and/or electronically funded monthly: D.C. (SmarTrip), Clipper (San Francisco), MBTA (Boston), Ventra (Chicago), etc. WageWorks Commuter Card (Transit) Reusable stored value debit card that is 100% IRS compliant; may be used to purchase transit fare products such as tickets and passes Transit cards load automatically on the 20 th of every month for the upcoming benefit month Pay My Provider Similar to online pay, WageWorks sends monthly direct payments to parking providers; per Section 132, receipts are not required; Ideal for parking providers that encourage monthly payments and do not accept credit cards WageWorks Commuter Card (Parking) Reusable stored value debit card that is 100% IRS compliant; may be used to purchase parking; convenient for infrequent parkers Parking cards load automatically on the 1 st of every benefit month Pay Me Back Traditional reimbursement option allows 180 days from benefit month to claim; convenient for those who utilize parking meters or cash boxes Claims submission via mail, fax, online or EZ Receipts app; 2-3 business day reimbursement turnaround via check or direct deposit 2017 WageWorks Inc. 5 Commuter Monthly Timeline Employee Data (Client/Vendor) Load eligibility data (via PRO template), usually on weekly schedule or individually add eligible employees online at Place Elections (Employee) Employees register and elect by 10 th of each month (11:59pm EST) (cut off dates may differ, refer to your transit station for more information) Payroll Report (WageWorks) 11 th - monthly online report available on the ER Site Invoicing (WageWorks) Monthly invoice ed around the 23 rd of the month Fulfill Election (WageWorks) Passes and cards are received between the 20 th -30 th of the election month

7 Commuter Funding / Invoicing The COM Funding Invoice (Monthly) is ed to the invoice contact 2-3 business days after the commuter cut-off date and is due on the 5 th of the upcoming benefit month The COM Funding Invoice includes actual commuter elections, the prefund for the upcoming benefit month and reconciliation from the previous funding month The Admin Fee Invoice (Monthly) includes the amount due for implementation fees, reoccurring monthly service fees, fees for customized projects and participant service fees for all current WageWorks products (Commuter Programs, Flexible Spending Accounts, Health Savings Accounts, Health Reimbursement Accounts and Employee Sponsored Programs). A participant service count is taken on the 20 th of the month to determine the Commuter Monthly Service Fee. Invoices are sent electronically on the 23 rd of the month. Payments are due based on what is stipulated in the Funding Agreement (i.e. Net 30) All administrative fees are billed on one single invoice. All Fees invoices will be sent from AccountsReceivable@wageworks.com WageWorks Inc. All rights reserved. 7
