6 Impact: Renminbi valuation The Centre s analysis supports OECD-China dialogue on politically sensitive question of currency valuation Based on the Balassa-Samuelson effect*, Helmut Reisen, Head of Research, calculates that the renminbi is only undervalued by 12% Chen Deming, China s Minister of Commerce, praised Reisen s estimate as being very objective when he spoke with the Secretary General in Beijing. * The Balassa-Samuelson measure separates out undervaluation due to level of economic development from that due to policy manipulation. 6
