1 17-17 TH Meeting of the Board Regular Meeting and Public Hearing 8:30 a.m., Tuesday, (NOTE: PLEASE TURN OFF OR MUTE ALL ELECTRONIC DEVICES) FINAL AGENDA 1. Public hearing for consideration of comments and suggestions concerning the following requests for the Mobile Area Water and Sewer System: Amendment of attached specification, in title and body, for the classification of Supply Supervisor Mobile Area Water and Sewer System, Amendment of Salary Grade 15, $3, $5,261.31, to Salary Grade 16, $3, $5,527.69, for the classification of Supply Supervisor Mobile Area Water and Sewer System. 2. Public hearing for consideration of comments and suggestions concerning the request of the Personnel Director to amend RULE 3.6, INJURY WITH PAY, currently reading as follows: INJURY IN LINE OF DUTY. 3.6 An employee who sustains a disabling injury without fault or negligence on his part while performing the duties of his position may be granted leave with pay as the Board deems proper, up to a maximum of six (6) calendar months from the date of the injury. Every application for such allowance shall contain a statement by the employee, confirmed by his supervisor and approved by the department head, setting forth the details of the accident, and shall be supported by a doctor's certificate setting forth the nature and extent of the injury and the probable period of disability. Such request shall be initiated within seventy-two (72) hours of the accident and shall be submitted on the form approved by the Board for approval by the Director. Each request shall be limited to thirty (30) days from the date of injury and be extendable thereafter by periods of a maximum of thirty (30) day increments supported only by an additional doctor's certificate containing the aforementioned information. When in the judgment of the Director, circumstances so warrant, the Director may present such request to the Board for action. The foregoing provisions to the contrary notwithstanding, the amount of pay received by any employee for injury in line of duty shall be reduced by the amount of any workmen's compensation benefits received by such employee and in no event shall any such pay exceed 100% of the salary paid such employee. In those jurisdictions which provide workmen s compensation benefits pursuant to the State of Alabama Workmen s Compensation law, the leave with pay benefit provided by this rule shall be complementary to said workmen s compensation benefit, subject to the following limitations: The amount of such complementary benefit shall equal the difference between the amount of workmen s compensation and the amount to which the employee would have been entitled under this rule. In no case shall the total amount of benefits, taking into account the workmen s compensation benefit and the benefit provided by this rule, exceed the base salary established in the classified service pay plan for the period during which disability exists.

2 - 2 - If an employee is unable to resume his duties after the six (6) months injury leave with pay, absences shall be charged against his accumulated sick leave, vacation, and compensatory time in that order. In the event an employee is unable to resume his duties at the expiration of his sick leave, vacation time and compensatory time, he may elect to retire from the service, if eligible, or request a leave of absence without pay in accordance with Rule 3.8. The foregoing to the contrary notwithstanding, nothing herein shall prevent the Board from granting additional leave with pay for an employee, provided however, the request for such additional leave is (1) supported by two medical experts, (2) recommended by the Director, and (3) determined by the Board to be a case of extreme hardship. Have the Board set a date for a public hearing for consideration of comments and suggestions concerning the request for the Mobile Area Water and Sewer System for reclassification under Rule of Doritha Gordon, Office Assistant I, supernumerary, to permanent full-time. 5. The Mobile County Revenue Commission requests approval for the creation of one (1) position of Deputy Comptroller. 7. The City of Mobile requests approval for an extension of the Injured with Pay for Zackary Davis, Police Officer, for the period of July 1, 2017, through August 31, Mr. Davis has been on injured with pay from April 1, 2016 through June 30, The Director reports receipt of a letter from the City of Mobile providing that a determination will be made after the beginning of the fiscal year regarding pay changes to include cost-of-living increases, bonuses, or other employee compensation, and the Personnel Board will be provided with more details and notified once a date has been established. 9. The Mobile Area Water and Sewer System requests approval for the following actions: Extension of the Injured with Pay for Demetrice French, Public Service Worker I, for the period of August 11, 2017, through September 14, Mr. French has been on injured with pay from July 9, 2014 through August 10, Recommendation of approval from the Personnel Director of a request for the transfer under Rule of Angela Douglas, Office Assistant II, to Maintenance Clerk/Dispatcher, effective at the beginning of the next pay period, September 16, The Mobile County Health Department requests approval for a one-time bonus of $500 to full-time employees and $250 to part-time employees working more than 20 hours or more per week, to become effective at the beginning of the pay period for November 25, The Director reports receipt of a request from Raymond L. Bell, Jr., Esquire, on behalf of the Mobile Housing Board, for approval of allowances for the classification of

5 - 5 - Housing Board Executive Director in accordance to Rule V, Pay Plan, as specified in the attached request. 12. The Director reports receipt of a letter from the Board of Water and Sewer Commissioners of the City of Saraland providing that an assessment will be made of the options to give a bonus and/or incentive to employees after review of its Financial Audit Report to determine economic feasibility, and the Personnel Board will be notified once a decision has been established. 13. The Director reports a request from Linda Alexander for a supplemental written examination for Secretary I. Ms. Alexander was absent for the examination on August 14, 2017, due to being confused about the date for the examination. 14. The Director reports approval of the following special merit increases: 10% special merit increase for Amanda Crank, Office Assistant II with the Mobile County License Commission. Ms. Crank started with the License Commission in 2010, and due to her exceptional work ethic and ability to quickly master new tasks, she was transferred to the accounting department. During Ms. Crank s tenure with the accounting department, she has become a valuable and intricate part of the departmental operations. Her willingness to acquire and learn new challenges have resulted in additional duties and responsibilities along with her role of mitigating clerical errors within the jurisdiction. Ms. Crank also has the responsibility of assisting with disbursements of funding each year to as many as 50 agencies throughout the State of Alabama and municipalities within Mobile County. Her mastery and skill of her accomplishments has made Ms. Crank an exceptional employee. 5% special merit increases for the following employees of the City of Mobile Municipal Department who have become International Code Council, 2015 Property Maintenance and Housing Inspector Certified: (1) Michael Berry, Municipal Enforcement Officer I, (2) Sandra Finney, Secretary II, (3) Shelia Dean, Secretary I, (4) Betty Walker, Municipal Enforcement Officer I, (5) David Williams, Municipal Enforcement Officer I, (6) Christopher Prowell, Municipal Enforcement Supervisor, (7) Miranda Davis, Municipal Enforcement Officer II, (8) Gary Jackson, Municipal Enforcement Program Coordinator, (9) Felicia Glover, Municipal Enforcement Officer II. (C) 10% special merit increase for Angela Pompey-May, Office and Field Coordinator with the City of Mobile Equipment Services Department. Ms. May was assigned to oversee the litter clean up and recycling issues at Keep Mobile Beautiful due to the retirement of another employee. She has taken on these added responsibilities along with her current duties of inspecting Public Works and Equipment Services facilities and oil spills.

6 - 6 - (D) 10% special merit increase for Peter Toler, Arborist with the City of Mobile Forestry Department. Mr. Toler was assigned as lead over the department due to supervisory restructuring and has taken on the added responsibilities and duties of the daily operations of the department. 15. The Director reports approval of the creation of one (1) additional position of Accountant I, temporary, for the Mobile Housing Board. 16. The Director reports receipt of the following jurisdictional holiday schedules: (C) (D) (E) (F) Fiscal Year Holiday Schedule for the City of Chickasaw, 2018 Calendar Year Holiday Schedule for the Mobile Housing Board, 2019 Calendar Year Holiday Schedule for the Mobile Housing Board, Fiscal Year Holiday Schedule for the Mobile County Emergency Management Agency, Fiscal Year Holiday Schedule for The Water Works and Sewer Board of the City of Prichard, Fiscal Year Holiday Schedule for the Utilities Board of the City of Chickasaw. 17. Have the Board set a date for a hearing concerning the following appeals: Appeal from suspension filed by LaJuan Ruffin, Police Corporal with the City of Mobile Police Department, Appeal from dismissal filed by Rennard Lambert, former Corrections Officer with the Mobile County Sheriff s Office. 18. The Director recommends that the Order of the Board concerning Douglas Conner be spread fully upon the minutes. 19.
