Introductory Remarks. The Chairman welcomed all to the meeting and gave an outline summary of timings. 2. Apologies for Absence. Approval of Minutes of AGM of 11 Jul 09. The Chairman asked that the minutes be approved of the AGM held in The motion was proposed by Ian Russell, seconded by John Croft, and carried unanimously. 4. Chairman s Report. The Chairman s report is at Enclosure Treasurer s Report. The Treasurer s report including the account is at Enclosure Adoption of the Accounts for the Last Financial Year. The Chairman thanked the Treasurer for his work over the past year and asked that the above account be approved. The motion was proposed by John Elder, seconded by Dave Watt, and carried unanimously. 7. The Appointment of an Auditor. The motion that Chris Symonds be appointed as Auditor for the next financial year was proposed by Peter Wood, seconded by John Knight, and carried unanimously. The auditor was thanked for his work over the previous year. 8. Election of Chairman. The President assumed the Chair for the election of Chairman for a further term. Nick Rigby was the only nomination for the post. The nomination was proposed by John knight, seconded by Peter Wood, and carried unanimously including the postal and proxy votes as in Para 9. The President paid tribute to the contribution made to the outgoing Chairman during his 5 year tenure in post.
2 9. Election of the Officers and Members of the Council. The outgoing Chairman reassumed the Chair. Members attention was drawn to the list of nominations for the Council below. 3 ENCLOSURE 1 Introduction DSA AGM 2010 CHAIRMANS S REPORT This has been a year of some change for the DSA, some of which is still in progress. The History of Military Survey You will be aware that Chris Nash is leading a team to produce a History of Military Survey but completion will be some years away. When it is needed, both the DSA and the Institution of Royal Engineers has agreed to provide funding of up to 2500 each. DSA Annual Prizes The Association gives a number of prizes each year, normally awarding prizes in seven categories for staff involved in the Defence surveying business RN, RA, RE(Geo), RSMS, AIDU, DGC and UKHO. Each prize consists of an award certificate and a cheque for 250. I am happy to say that some of our prize winners are here today and we will make the presentation of prizes at the end of the AGM. During the year we also awarded the Ernest Ramus Prize, our award for outstanding service, to Alan Gordon in recognition of all the work he has done for the Association, and in particular his outstanding editorship of Ranger. I am sure you would also want a formal record in our minutes of our appreciation to Alan. Ranger Turning to Ranger, there are two specific items to report: From this year only one edition of Ranger will be produced per year, published in the late Autumn. In the next couple of weeks I will take over from Alan Gordon as the Editor. Events Over the last year the Association has continued to run events for its members: A visit and lunch at the Houses of Parliament with Richard Benyon MP as our guest speaker; attendance 51. Attendance at Sandhurst for the Commandant s Parade, including lunch; attendance 25. The fourth Maps & Surveys Seminar at Hermitage, again attended by about 90 people. And now the AGM here in Salisbury. You should also be aware that Nick Rigby has very generously arranged for ESRI to sponsor a geospatial technical focus day at Hermitage on 23 November, open to DSA members. Details have been disseminated but places are limited, so do not delay in booking if you wish to attend. Thanks I would like to thank all of the Council members for their support and efforts during my time as Chairman. Over the last year in particular, I would like to thank Mike Stanbridge for arranging the events at Westminster and Sandhurst, Mike Nolan for all his efforts to ensure yet another successful Seminar, and Tony Keeley for all his work as our Secretary. And although he is not here, I would also wish to record my thanks to ; his work as our Treasurer makes the Council s job so much easier. Finally, my thanks to you all for your support to me and the Association during my tenure as Chairman. I will continue to support the Council as the Editor of Ranger, and I look forward to working with Nick Rigby when once he is our Chairman.
4 ENCLOSURE 2 DSA AGM 2010 TREASURER S REPORT Accounts for the year to 31 Mar 10 The accounts for the Year to 31 Mar 10 are attached. The Income and Expenditure are summarised in the top half of the sheet. Our two biggest items, Ranger and Visits, both virtually broke even thanks to the continued efforts of Alan Gordon and Mike Stanbridge respectively. The income from subscriptions, bank interest and the gift aid refund was similar to last year although the Charibond dividend was down. On the expenditure side, insurance was unchanged but prizes and operating expenses were a little less than the previous year. The Special Project payment of 1005 covered the scanning of further historical documents as approved by the Council. Once again, thanks to the work and expertise of John Knight and his colleagues, our web site costs were limited to a subscription fee. Overall, there was a surplus of income over expenditure of 1,388. Now to the lower half which shows the balance sheet. With the recovery of the equity markets in 2010 the value of our Charifund investments improved from 24,757 to 33,457 by the end of the financial year. The Accumulated Funds at the End of Period table near the bottom of the accounts shows our current and savings balances with the latter showing the unspent portion of the Special Projects fund and the balance of general savings. The total savings remain divided between an immediate access account and two bonds. Having started, as reported last year, with a 1 year to lock into the tail end of higher interest rates and a 6 month bond to stagger the maturity dates, both bonds were reinvested for 6 month periods when they matured to avoid getting locked into low interest rates should they move higher in due course. The Creditors figure of 1,065 represents payments received before 31 March for events which have taken place since April. We also took a small stock of the books presented as part of our annual prizes which will be used in future years. Thus at 31 Mar 10 our Total Assets were 53,270, an increase of 10,000 over the previous year due almost entirely to the increased value of the Charifund units. Audit Once again thanks are due to Chris Symonds who completed the audit on 1 July He approved the figures without significant comment. Ranger Printing Costs Having left our annual printing and distribution costs unchanged at 2,404 for 7 years, AIDU carried out a review of their charges in January 2010 and quoted a new figure of 6,045. This was investigated and confirmed to be reasonable for the work involved. As a result the Council decided to reduce Ranger to 1 issue per year from the 2010/11 financial year with an AIDU cost of With the other costs involved, we will be looking at sponsorship/advertising of about 5,000 pa if Ranger is to continue to break even.
