4 October 23,2012 Kathleen Pozzi County Public Defender 600 Administration Drive, #111- J Santa Rosa, CA UNIVERSITY OF THE P!i\CliTI:TIC McCeorgc Schoul of La\\' RE: Realignment - AB 109 Dear: Mr. Pozzi California Parole Advocacy Program 3200 Fifth Avenue Sacramento, CA Tel Fax pa ro leprogra m@pacific.edu The California Parole Advocacy Program (CaIPAP) can provide your county with experienced and cost effective attorney services to handle the transition triggered by the criminal justice realignment. As a result of realignment and Assembly Bills 109, 116, and 117, counties assumed th0 responsibility of providll1g attorney representation to parolees undergoing revocation proceedings. The transition began on October 1,2011, with each county being responsible for revocation proceedings for their portion of the population being released from state prisons and county jails. The Institute for Administrative Justice (IAJ), established at the University of the Pacific, McGeorge School of Law, in 1972, has provided consultation, training and direct services to parole authorities in California and throughout the nation since The award winning California Parole Advocacy Program (CalP AP) was created by IAJ under contract with the State of California in July Since its inception, CalP AP attorneys have provided representation to parolees in over 500,000 parole revocation proceedings. Our organization has 10 regional offices throughout the state that are in close proximity to prisons and local county jails. In 2005, we were proud to be recognized as Defender Program ofthe Year by the California Public Defenders Association. CalP AP is a robust, nimble organization perfectly situated to help counties navigate the realignment process. We have a panel of experienced attorneys located throughout the state that we can deploy to defend clients from case start to fmish. CalP AP has a sophisticated data collection system that is able to produce accurate and detailed statistical and compliance reports. We charge approximately 300 to handle each case from start to finish, subject to negotiation, depending on the specific services requested. In addition to representation, CalP AP can also specifically tailor training programs for defense attorneys or work directly with public defenders representing parolees facing revocation proceedings. We are happy to discuss this in greater detail or to meet with any planning group that may be working on realignment. Feel free to contact me at sfoster1@pacific.edu or (916) Sincerely, CA(,- ~~~~~.~ Staff Attorney-Institute for Administrative Justice STOCKTON SAN FRANCISCO SACRAMENTO
