30 Agenda Item: 7a Agenda Topic: Construction Project Labor Agreement Meeting Date: September 25, 2018 Contact Person: Shari Thompson Background: Thanks to the support of our community, Roseville Area Schools is in the very fortunate position to invest approximately $180 million over the next three years to expand and improve our district facilities through referendum bond building projects and the Long Term Facilities Maintenance (LTFM) projects. The priorities of the board and administration are to complete the projects both on time and within budget. These projects involve major construction, some of which extends for a long period of time, involves a large number of contractors, subcontractors, trades and craft workers, and have a substantial dollar value. Of the approximately fifty construction-related trades and crafts, over forty have contracts expiring next year. A Project Labor Agreement (PLA) would help to ensure the timely completion of our projects without interruption or delay in the event of a work strike/stoppage. The agreement ensures labor will be available to complete the construction as planned. Many of our surrounding districts have used PLAs in recent years with great success, including Anoka-Hennepin, St. Paul, and Forest Lake. While the PLA requires that all contractors bidding on the projects accept and be bound by the terms and conditions of this Project Labor Agreement, it does not prevent non-union contractors from successfully bidding on these projects. Forest Lake Area Schools used a PLA for their $140 million referendum bond building projects in Many contractors that do not normally do union shop work complied with the PLA and successfully bid projects. John Huenink, vice president and director of education at Kraus-Anderson, will also be present at the meeting. Recommendation: It is recommended that the resolution to enter into a Project Labor Agreement with the St. Paul Building and Trades Council for the Roseville Area Schools referendum building bond projects be approved. _XX Action Required Informational No Board Action Requested
