7 Source: Dora and the Dam presentation, Thys Hens, SABOA conference 6 March 2014 PROCESS CHALLENGE WHERE THE PROCESS BRAKES DOWN The different spheres of government are not in agreement on who should take responsibility for the funding requirements of bus contracts This problem was discussed in great detail by SABOA with all spheres of government and all key role players during the last two years - National Treasury is clear that DORA is supplementary funding and that provinces should provide funding for existing bus contracts if the DORA allocation falls short - Provinces claim they do not have the funding and that the bus contracts were devolved to them from the NDOT without the requisite funding following the contracts - The NDOT has acknowledged the problem of underfunding in bus contracts and has urged National Treasury to provide additional funding

It is how DORA is applied What operators should have received Year What operators actually received Due to funding limitations commuter bus operators do not receive the contractual increase in bus subsidies to keep pace with the cost increase in volatile cost items such as fuel, labour and vehicle maintenance This is having a devastating effect on the financial viability of bus companies and impacts on the quality of service rendered to millions of bus commuters 10.99% 2009/10-6.0% 2.15% 2010/ % 6.81% 2011/12 5.0% 9.86% 2012/ % 5.90% 2013/ % 7.14% Average per year 2.52%
9 Source: Dora and the Dam presentation, Thys Hens, SABOA conference 6 March 2014 ESCALATION FORMULA The principle of including an escalation formula in government bus contracts is widely accepted throughout the world The purpose of bus subsidies is to make bus transport affordable to poor communities who cannot afford their own means of transport and who are dependent on public transport to get to work, home, shops, school and other destinations Such an escalation formula ensures that the payments to commuter bus operators for services rendered are adjusted to compensate for increases in volatile or unpredictable cost items such as labour, fuel and maintenance costs A proper escalation formula ensures the viability of bus contracts and provides continuity and sustainability for public transport users and operators
