Establishment and Use of the Publications Revolving Fund. Attached is a provisional statement showing the status of the Publications Revolving Fund as at December 958. A final statement will be included in the Annual Financial Report for the period January to, December 958 containing the audited accounts óf the Organization..2 The Publications Revolving Fund was established by the First World Health Assembly In resolution WHA.92, which reads as follows*. "The Director-General is authorized to establish a special Revolving Fund for Publications, under (provisional) Financial Regulation 5 杯, This fund shall consist of: (i) any balance remaining in the similar fund maintained, by the Interim Commission; (ii) proceeds of subscriptions and sales of WHO publications. This fund shall be used exclusively for the purpose of financing the cost of printing additional copies of WHO publications for sale. This fund will be subject to periodic reviews to determine whether any sums accumulated therein should be withdrawn and added to miscellaneous income for the current year.",5 pursuant to this resolution, the Director-General has reported the status 0f the Fund to the first session of the Executive Board each year, and to each Health Assembly. of a y surplus sums in the Fund. 2 EB23/65 page 2.4 For the past few years, the Director-General has recommended a direct appropriation ïrom the Fund as part of Casual Income in an amount sufficient to cover the estimated costs of printing additional copies of publications for sale. Any expenditures in excess of this direct appropriation have been charged directly to the Fund and any unused portion of the direct appropriation has been returned to the Fund at the close of the financial year. 2. Need for Extending the Purposes for which the Fund may be Used 2. During the past few years there has been a growing demand for copies of films, filmstripe and other visual aids produced by WHO. Ad hoc arrangements have been made to supply this demand but it appears desirable to meet this problem with a simple permanent procedure. Furthermore, it is possible that WHO may produce other items for sale and, rather than having to make ad hoc arrangements in each case to supply the demand, a permanent procedure should be developed. 5. Practices of Other Organizations 3- The procedures of other international organizations vary somewhat. United Nations has a Fund which is used to defray the cost of publications produced for sale and at the end of the financial year the cash balance of the Fund is transferred to Miscellaneous Income. ILO does not have a special Fund but uses the Working Capital. Fund for such purposes, although it is understood that the desirability of establishing such a fund is now under study. FAO has a Fund similar to that of WHO which is used to supply oopies of films and filmstrips as well as publications and at the end of the financial year any amount in the Fund in excess of $ le transferred to Miscellaneous Income. UNESCO has also such a Fund used to supply copies of films and filmstrips in addition to publications and at the end of the financial year any amount in excess of $ is transferred to Miscellaneous Income.

The Director-General recommends for the consideration cf the Board: (a) that the use of the Fund be extended to include the financing of the costs of producing additional copies of films, filmstrips and other visual aids and any other item which the Organization may produce for sale, and that the Fund be titled "Revolving Sales Pond"; (b) that at the end of the financial year any sums in the Fund in excess of $ 40 COO be transferred to Miscellaneous Income. Based on past experience, it would be necessary to have approximately $ at the beginning of the year to meet requirements until additional income is received during the year. 4.2 The Direc-'-or-Goneral believes that the adoption of these proposals would, in addition to providing a single method cf handling the sales of all related types of materials, also greatly simplify the present procedures for handling and reporting on items v/hich the Organization produces for sale. As any surplus in the Fund would go to Ki^ccllanecus Income at the end of the financial year, the money in accordance with Financial Regulation 5.2(b) would be available for appropriation by the Health Aesembly as Casual Income to help finance the annual budgets, and separate resolutions by the Board and. the Assembly would no longer be required, The Director-General would, continue to report on the status of the Fund in his annual Financial Report containing the audited accounts of the Organization. 4.3 Should the above recommendations be acceptable to the Board, it may wish to consider the adoption of a resolution along the following lines for submission to the Twelfth World Health Assembly! Til ïhe Executive Board, Having considered the report of the Director-General on the Publications Revolving Fund; Believing that it is necessary to extend the purposes of the Fund to include the provision of additional copies of WHO films, filmstrips, other visual aids and any other item which the Organization may produce for sale;. RECOMMENDS that the arrangements proposed by the Director-General should be adopted; 2 9 DECIDES to recornmend to the Twelfth World Health Assembly the adoption of the following resolutions

4 The Twelfth World Health Assembly, Recalling resolution WHA.92 of the First World Health Assembly, which authorized the establishment of a special Revolving Fund for Publications and laid down Its composition and use and the financial arrangements governing it; Having considered the recommendations of the Executive Board concerning the Fund;. DECIDES that the Publications Revolving Fund shall be superseded by a Revolving Sales Fund, which shall consist of the following: (i) the balance in the Publications Revolving Fund, and (ii) proceeds of the sale of publications, films, filmstrips, other visual media and any other Items which the Organization may produce for sale. 2. DECIDES that the following conditions shall govern the operations of the Revolving Sales Funds (i) the Fund shall be used for the purpose of financing the cost of printing additional copies of WHO publications for sale and of producing additional copies of WHO films, filmstrips, other visual aids and the production of any other item which the Organization may produoe for sale; (il) proceeds of such sales shall be credited to the Fund; and (iii) the status of the Fund shall be shown in the annual Financial Reports of the Organization. AUTHORIZES the Director-General at the end of each financial year to transfer to Miscellaneous Income any sums in the Revolving Sales Fund in excess of $ 40 ООО."
