(INCLUDING ASSESSMENT OF NEW MEMBERS AND ASSOCIATE MEMBERS FOR 1957 AND 1958) Report of the Director-General 1. General In considering the establishment of the Scale of Assessment for 1958 the Health Assembly will wish to make reference to the pertinent resolutions of prior Health Assemblies. For this purpose reference is made to: 1.1 Paragraph 2(3) of resolution WHA8 5^ which reads as follows: "that the United Nations scale of assessment for 1957 as adjusted to the WHO membership shall be adopted for 1958, provided that only one-half of the adjustment to make the revision in the WHO 1957 scale shall be effected in establishing the WHO 1958 scale. 1.2 Paragraph 3 of resolution WHA8.51 which reads as follows: "DECIDES that, in the application of the principle that the maximum assessment of any one Member shall not exceed 33-1/5 per cent., such maximum assessment shall be calculated as a percentage of the total assessments of the Members actively participating in the work of the Organization, and that this principle shall be progressively implemented in relation to the WHO 1955 scale in four annual stages, as follows: (1) for 1956,. one-fourth of the adjustment shall be applied; (2) for 1957, one-half of the adjustment shall be applied} (3) for 1958, three-fourths of the adjustment shall be applied; ard (4) for 1959 and future years, the full adjustment shall be applied; provided that in the event of th return to active participation of some or all of the non-participating Members, the provisions of this paragraph shall be reconsidered by the Health Assembly with a view to accelerating the date by which the maximum assessment would be 33-1/5 per cent." 1 Off. 2 ai o/afl/8 page 2 Since certain Members have resumed active participation in the work of the Organization as from 1957 the above-quoted provisions of resolution WHA8,5 are brought to the attention of the Tenth World Health Assembly The decision contained in resolution WHA9.14 which reads as follows: "DECIDES that the assessments of Austria, Burma and Ceylon should remain unchanged for one single year more and that commencing with the assessment for 1958 they shall be assessed in accordance with the principles set forth in resolution WHA8.5, at the stages they would normally have been, provided that the adjustment with respect to Austria should be made starting from the basis of 22 units," 2. Assessment of new Member In April 1957 Ghana became a Member of the Organization after having accepted the Constitution by depositing a formal instrument of such acceptance with the Secretary-General of the United Nations. The Associate Membership of the Gold In accordance with prior practice in connexion with obtaining the best available information to be used by the Assembly in establishing assessments for new Members the Director-General requested information from the United Nations for submission to the Tenth World Health Assembly on the basis of which a determination of the assessment of Ghana could be made. He was informed, however, that the assessment of Ghana, which became a Member of the United Nations in March I957, would only be considered by the Committee on Contributions in the autumn of this year and a decision taken by the United Nations General Assembly at its twelfth session. In the absence of appropriate information on which to determine the assessment of Ghana, the Director-General proposes to the Tenth World Health Assembly that for 1957 the minimum assessment of.04 per cent, be applied and that for 1958 the same minimum assessment be tentatively applied pending a decision by the Eleventh World Health Assembly in the light of the action taken by the United Nations General Assembly and any other information available at that time. 1 Off» Нес, Wld Hlth Org. 63, 18 2 Off, Rec. Conclusion and suggested Resolutions There is annexed to this document a Scale of Assessment for 1953 computed in accordance with the provisions of the resolutions quoted in paragraph 1 above, and the suggestion made by the Director-General in paragraph 2 above. This scale will need to be modified to provide for the assessments of any additional new Members or Associate Members or to effect any adjustments to assessments decided upon by the Health Assembly. Subject to any such additions or adjustments which the Tenth World Health Assembly may find appropriate, it may wish to consider the adoption of two resolutions along the following lines: Resolution I - Assessment of Ghana "The Tenth World Health Assembly, Recalling that the Eighth World Health Assembly, in resolution WHA8.5* reaffirmed its decision that the United Nations scale of assessment should be used as the basis for the scale of assessment in WHO; Recognizing that sufficient information is not as yet available on which to determine the assessment of Ghana; Having noted that the United Nations Committee on Contributions will meet later in 1957 to consider this assessment; Considering, therefore, that the assessment of Ghana for 1958 should be determined by the Eleventh World Health Assembly after its assessment has been established in the United Nations by decision of the United Nations General Assembly at its twelfth session, DECIDES (1) that the 1957 assessment of Ghana be fixed at the minimum assessment of.04 per cent.; and (2) that the 1958 assessment of Ghana be tentatively established at.04 per cent, subject to such adjustment as may be decided upon by the Eleventh World Health Assembly in the light of information to be provided by the Director- General."
