1 FIP ELECTION 2018 FIAP CANDIDATE FOR THE POSITION OF FIP PRESIDENT MR BERNARD BESTON The FIP Board of Directors Election 2018 will be conducted on 2 December 2018 in Bangkok at the 75 th FIP Congress. There will be three vacancies namely the FIP President, Vice President (FIAP Continent) and Director (FIAP Continent). Our candidates are: Mr Bernard Beston (Australia) as the FIP President Dr Prakob Chirakiti (Thailand) as the FIP Vice President Mr Richard Tan (Singapore) as the FIP Director We seek the full support from all FIAP Member Federations to elect these 3 candidates to their respective positions. ************************************************************************************ PHILATELIC PRESS RELEASE FROM AUSTRALIAN PHILATELIC FEDERATION Glen Stafford Australian philatelist and current Vice President of FIP (Federation International de Philatelie), Bernie Beston, has announced that he will be standing as a candidate for President of FIP at the next FIP Congress in Current FIP President, Mr. Tay Peng Hian, announced Mr. Beston's candidacy at the World Stamp Exhibition in Bandung, Indonesia in August President Tay has now served two full terms as FIP President and has decide to stand down at the next FIP Congress in late Mr. Beston is a retired barrister and solicitor, married with two adult daughters. He is also a former President of the Australian Philatelic Federation, and past Vice President of the Federation of Inter-Asian Philately (FIAP). Mr. Beston was first elected as an FIP Director during the Lisbon Congress in At the FIP Congress in Seoul, he was elected to FIP Vice President. Until 2016, he was an FIP Director with responsibilities for Postal Stationery, Maximaphily, Jury Apprentices, Seminars and Education. He currently has responsibility for Postal History, Astrophilately, Jury Apprentices, Seminars and Education, plus Legal Matters and Regulations. He exhibits regularly and widely, both nationally and internationally. He became an FIP Juror in Madrid in 1984 and is qualified in the Maximaphily, Thematic and Postal Stationery Classes. For many years he was Consultant in Marketing and Philatelic advice to various Postal Administrations, and the Universal Postal Union. Mr. Beston's candidacy is endorsed by both FIAP and the Australian Philatelic Federation.

2 FIP ELECTION 2018 FIAP CANDIDATE FOR THE POSITION OF FIP VICE PRESIDENT DR PRAKOB CHIRAKITI Dr Prakob Chirakiti from Thailand has been collecting stamps for more than 40 years. He has participated his first International competitive Exhibit in Singapore 1994 (SINGPEX 94), the 7 th Asian International Stamp Exhibition. His main interest is collecting and exhibiting Siam Classic issues and the development of Siamese Postal Services during King Chulalongkorn s Reign (King Rama V). He has won his first FIP Grand Prix in 2003 in Thailand. He is the President of The Philatelic Association of Thailand (PAT) under the patronage of H.R.H. Princess Maha Chakri Sirindhorn (P.A.T.) since 2007, after serving as the Director of PAT for two terms and Vice President for Foreign Affairs of PAT for three terms. He is currently the President of FIAP, elected at the 21 st FIAP Congress in August He served as FIAP Executive Committee Member since 2010 and then Honorary Secretary for the term He was the FIAP Co-ordinator for MALAYSIA 2014 (29 th Asian International Stamp Exhibition), HONG KONG 2015 (31 st Asian International Stamp Exhibition), MELBOURNE 2017 (34 th Asian International Stamp Exhibition) and the forthcoming MACAO 2018 (35 th Asian International Stamp Exhibition) to be held from 21 to 24 September He also acted as the FIP Liaison Officer for TAIPEI 2015 (30 th Asian International Stamp Exhibition, CHINA 2016 (33 rd Asian International Stamp Exhibition) and MELBOURNE 2017 (34 th Asian International Stamp Exhibition). Dr Chirakiti was elected as Director of FIP Board in 2014 for the term From he had been assigned as FIP liaison officer for the Traditional Philately Commission, the FIP Grand Prix Club and FIAP. From 2016 he had been assigned with additional responsibility as the FIP liaison officer for the Literature Commission and co-editor for FIP FLASH magazine. He was elected as Bureau member for the Traditional Philately Commission in 2012 and then resigned from the Commission after elected as FIP Board in He is also the FIP Consultant for ISRAEL 2018 World Stamp Exhibition, to be held from 27 to 31 May He is an accredited Jury team leader and Jury Secretary for both FIAP (since 2006) and FIP (since 2009)

3 FIP ELECTION 2018 FIAP CANDIDATE FOR THE POSITION OF FIP DIRECTOR MR RICHARD TAN Mr Richard Tan Eng Chuan is the President of Association of Singapore Philatelists. He had served in the Singapore Civil Service for eight years before embarking on the label printing industry. Established in 1995, the multi gold award company Prestige Label Pte Ltd has since become one of the top 5 label converter and print service provider in Singapore with partnerships in China and Indonesia. Since 2010, he has served on the School Advisory Committee of the Greenridge Secondary School (formerly known as Dunearn Secondary Technical School) and has contributed to various social groups. He has numerous achievements in sports. He was a Youth Inter-Constituency table tennis champion in the mid- 1970s and had won several championships during the civil service years. He has been collecting stamps since he was a school boy in the 1970s. He specialises in The Straits Settlements dating from prestamp to Queen Victoria era. His collection was exhibited in JOBURG 2010 (26 th Asian International Stamp Exhibition), PHILANIPPON 2011 World Stamp Exhibition and INDONESIA 2012 World Stamp Championship Exhibition. It was awarded Gold for the Traditional Class. In PHILAKOREA 2014 World Stamp Exhibition it won a Large Gold followed by Grand Prix National in MALAYSIA 2014 (29 th Asian International Stamp Exhibition) and Grand Prix International at TAIPEI 2015 (30 th Asian International Stamp Exhibition). Richard served as an apprentice FIAP juror at HONG KONG 2015 and THAILAND He was accredited as FIP Juror in Traditional Philately after serving as an apprentice in BANDUNG He was the Singapore Commissioner for PHILAKOREA 2014 and MELBOURNE He is Singapore s representative for Maximaphily Commission at FIP and was elected as Secretary General during the 21 st FIAP Congress in August He was the Chairman of the Executive Committee at SINGAPORE 2015 World Stamp Exhibition

8 2017 KOREA STAMP EXHIBITION Prof Chang Hwan Kim 2017 Korea Stamp Exhibition, Space 2017, with the theme of Stamp and Stories of Universe, was held at Gwacheon National Science Museum from 21 to 26 November At the same site the 30th Korea Children s Postage Stamp Exhibition was also held for the school children s exhibits. About 540 frames of 160 exhibits were judged by jury member of eleven jurors including one apprentice chaired by Mr. Bok Kyu Lee, the vice-president of KPF. One hundred ninety nine frames of 193 entries in Children s Exhibits were judged by a group of 3 jurors separately. Because of the limited exhibition space not all of the exhibits could be displayed. In addition to these, an invited exhibits of 30 frames of 8 Chinese philatelists under the exchange program between Korea-Chinese Philatelic Club of Korea and All-China Philatelic Federation of China were exhibited. The highest honor of the Prime Minister s Award went to Mr. Hee Jun Kim for his exhibit of Lepidoptera in Human Culture in Thematic Philately Class. There were also many Awards of Minister of Science Technology and Communication, of President of Korea Post, and of KPF s President. There were many events throughout the six-days exhibition period, stamp Designer s Signing Sessions, Letter-Writing Classes, Stamp-Collection Classes and Stamp Auction. In the Saturday evening there was a dinner party given by the Philatelic Federation of Korea and about one hundred local philatelists and all Chinese visitors attended. Both exhibitions were attended by a large number of exhibitors and other visitors in six days. Award winners with Mr. Sung Ju Kang, President of Korea Post on the stage. 9 ASEAN INVITATIONAL PHILATELIC EXHIBITION 2017 Richard Tan The ASEAN Invitational Philatelic Exhibition 2017 was hosted by the Philippines from 4 to 6 November, 2017, at the SMX Convention Center - Manila, Mall of Asia Complex, Pasay City, Philippines. The ASEAN Invitational Philatelic Exhibition ASEANPEX 2017 is to celebrate the Philippine Chairmanship of the ASEAN in The PHLPOST has specially commissioned 200 new frames for this special event and the objective is to showcase the stamps of the 10 ASEAN member-countries, namely, the Philippines, Thailand, Vietnam, Indonesia, Singapore, Malaysia, Myanmar (Burma), Cambodia, Laos and Brunei Darussalam. This is a non-competitive exhibition. The opening ceremony was graced by Assistant Secretary, Office of the Cabinet Secretary, Mr Jonas George Soriano and PHLPOST CEO and Post Master General, Mr Joel Otarra. FIAP Secretary General, Richard Tan and many ambassadors from the ASEAN region were seen enjoying the lively traditional performances. There was a large crowd gathering outside just before the opening ceremony. Philatelic friends, Mr Robert Tan, Rey Ong, and Hans Werner were seen enjoying the exhibits. The ever popular passport collectors were seen thronging both the postal administration and dealer booths. A meet and greet at the Living Legends Corner and Cosplay competition were among the highlights of this exhibition. Both FIAP President, Dr Prakob Chirakiti and FIAP Secretary General, Richard Tan had discussed with the PHLPOST and the Members of the Philippines Federation on the possibility of hosting a FIAP Exhibition in Philippines to celebrate the 500 th Anniversary of the Magellan discover of Philippines in

10 150 TH ANNIVERSARY OF FIRST POSTAGE STAMP ISSUED IN SINGAPORE EXHIBITION The Association of Singapore Philatelists, SingPost and Singapore Philatelic Museum had organized a four-month stamp exhibition from 1 September 2017 to 2 January 2018 to celebrate the 150 th Anniversary of the First Postage Stamps issued in Singapore. Displays were change each month and featured the various aspects of the Queen Victoria issues from forerunner to 1899 stamp, covers, revenue, postal stationery, stamps used in Malaya, used in Thailand and B overprint with contributions from Messrs Koh Seow Chuan, Tan Ah Ee, Richard Tan, Vincent Ong, Chua Eu Tiong, Wong Han Min, Henry Ong and from Thailand, Dr Prakob Chirakiti and Mr Charnchai Karnasuta. 12 IN MEMORIAM MR LIM SA BEE Mr Lim Sa Bee passed away peacefully after a brief illness, 0n 27 December 2017, at the age of 74. Mr Lim contributed and participated actively in philately for the past five decades. He had been invited to be the Expert Group Team Leader in almost every FIAP exhibitions since 2005 in Taipei. He guided and trained many young promising philatelists in both exhibit judging and expert group work at FIAP and FIP exhibitions. He was a FIAP accredited juror in Traditional, Postal History, Maximaphily, Revenue and Literature. He held the position as Honorary Treasurer in the FIAP Executive Committee for 3 terms - elected on the 11th FIAP Congress (1996), 15th FIAP Congress (2005) and 21st FIAP Congress (2017). He was also the Secretary of FIAP Expert Committee since In 2010, Mr Lim, jointly with Mr Tay Peng Hian, wrote an article on An Operational Guideline for Expert Group at work at FIP World Stamp Exhibition. This was published in FIAP Newsletter Issue No 30 (May 2010) and re-published in FIP FLASH Issue 123 (2017). His other article on How to improve a Postal History Exhibit was published in FIAP Newsletter Issue No 34 (February 2012). This article serves as a very good guideline to to collectors who want to learn the basic techniques in organizing a Postal History exhibit. It enables them to pick up the skills and knowledge, use them to transpose and adapt to other Postal History exhibits. This article was also being translated to the Japanese and Arabic languages in their respective philatelic magazines. His collection Malayan Airmails: had won a Large Gold with special prize at INDIPEX 2011 FIP World Stamp Exhibition. His other collections Modern Postal Activities in Singapore and The Evolution of Chinese Postal Services (A study of postal routes and markings on covers reflect the history and development of various postal systems from Imperial era to early republic period) were exhibited actively in the 80s-90s in the FIAP and FIP exhibitions. He was last seen judging at BANDUNG 2017 World Stamp Exhibition in August His demise is a great loss to Singapore, FIAP, AIEP (Association Internationale des Experts en Philatelie) and FIP. He will be missed. May his soul rest in peace. 13 ROYALPEX 2017 New Zealand Norman Banfield A Specialised or half National exhibition held November 2017 at the Distinction Hotel & Conference Centre, Hamilton. It was good to have the hotel and exhibition at the same venue. The exhibition was organised by the Royal Philatelic Society of New Zealand with help from the local Waikato Philatelic Society and with NZPF Patronage. There were 404 frames of exhibits and the exhibition was supported by New Zealand Post and ten New Zealand dealers. There was good support from Australia exhibitors and a Royal Challenge with 4-member team entries from the Royal Philatelic Societies of London, New Zealand, Sydney and Victoria (Australia). This resulted in some top level exhibits not normally seen in New Zealand: early issues of Colombia and St Vincent, California Gold Rush, Hungary Hyperinflation , early West Indies mail from 1663 and the thematic A Whale s Tale. The exhibition included entries from the Emirates Philatelic Association with Pakistan and Sharjah postal history widening the subjects for us to judge. There were also some top-class exhibits from the USA. In the postal history class there were exhibits of: Australia, Australian Colonies, Germany, Hungary, New Zealand, North Borneo, Pakistan, Russia, Sierra Leone, Sharjah, and the West Indies a very wide range of subjects for the judges to research. There are still a number exhibits which need the title page to include a plan and good references (as recommended by the FIP Guidelines). The Grand Award donated by New Zealand Post went to A Whale s Tale (Lesley Marley RPSL). The Runner-up was St Vincent The De La Rue Period (Russell Boylan, Australia). All exhibitors received a written critique giving the full split of points and comments which will hopefully result in improvements and a higher medal level in the future. 14 MIANYANG 2017 ALL CHINA SPECIALISED STAMP EXHIBITION Chang Yue Mianyang 2017 was held from 8 to 10 December 2017 in the Convention Center of High-Tech Zone, Mianyang City, Sichuan Province, China, organised by All-China Philatelic Federation. There were 474 frames of competitive exhibits and 25 frames of invited exhibits. The competitive classes include Traditional, Postal History, Modern Philately and Open Philately. The jury comprised of 11 accredited national jurors, 2 expert team members, 2 assistant jury secretaries and 3 apprentice jurors with Mr Li Shuguang as the Jury President, Mdm Jiao Xiaoguang as Vice-President and Mr Zhang Weiwei as Jury Secretary. 3 Gold Medals and 9 Large Vermeil Medals were awarded. 16 ADELAIDE STAMPEX 2017 Ian McMahon Adelaide Stampex 2017 was an Australian National Philatelic Exhibition held from 6 to 8 October 2017 at the Drill Hall, Adelaide. The Exhibition had the following classes: Aerophilately, Open Philately, Revenues, Literature in addition to the Australian National classes of First Day Covers, Polar, One-Frame and Picture Postcards as well as a Numismatics Class. The Exhibition Classes complemented those offered at the New Zealand National Exhibition, Royalpex 2017, held in Hamilton in November. The Jury comprised 17 jurors and an apprentice with David Figg as Chair and Team Leaders; Bernard Beston, Malcolm Groom, Glen Stafford, Ian McMahon, Sue Claridge, Jim Taylor, Charles Bromser, Alma Downes and Tony Presgrave. Bernard Beston (assisted by Gary Brown) also performed the role of Judges Assessor, providing feedback to members of the Jury on their judging skills. In total there were 280 frames of exhibits, comprising 107 entries, made up of 50 multi-frame and 57 in the National One Frame Class. A total of 12 Large Gold and 21 Gold medals were awarded. The Exhibition also included a dealers bourse and awarded its Best Dealer Award to Marsteen Collectables. This award was chosen by a team of secret shoppers who evaluated the service provided by each of the dealers at the Exhibition. The Best in Show Award was awarded to Martin Walker for Aerial Messengers of South Australia with the Runner-up being awarded to Michel Roland for the picture postcard exhibit, The Caves of Han. The Award for the best one-frame exhibit went to Lindsay Chitty for The New Zealand 1½d Boer War Contingent: Stamp and Postal Use with the Runner-up going to Martin Walker for Simplification of the Collection of Bottled Beer Duty in Australia. Recipients of the Best in Class awarded received a special medallion. A Jury Critique was held on Sunday 8 October, with exhibitors making bookings for a private critique held in front of the frame. The Exhibition hosted a meeting of the Postal Stationery Society of Australia with a display of Queensland Postal Stationery from Bernard Beston. At the Palmares, the Australian Philatelic Federation presented an award for services to Australian Philately to Kim and Kevin Dwyer and an Australian Philatelic Research Award (APR) to Gordon Monk for his research into Australia s George V Penny Stamps through to the late 1930s. 18 POSTCROSSING MEETUP AT BANDUNG 2017 WORLD STAMP EXHIBITION Eddie Yong (Singapore) I visited Bandung 2017 World Stamp Exhibition from 3 to 7 August. Prior to the visit, we were told by some organizer friends that there was going to be a Postcrossing Meetup to be held on 5 August from 10am to 2pm. When we reached the venue, we were each given a gift pack with some sandwich and cookies. We were also given coupon to vote for the best Postcrossing postcards which were displayed next to the event space. Once all that was done, all the members from various countries (Indonesia, Singapore, Malaysia, Vietnam, Australia and Nepal) gathered around the stage to be welcomed. Thereafter, from total strangers, we became friends by signing on one another s postcards. The organizer had mint stamps for sale and also a postmark made for the occasion. I met many of my Facebook friends and also saw some of them in person for the very first time. It was really a very nice feeling. We usually also have this Singapore Meetup once a year and it is mostly a private affair. We have held them at locations like the Singapore Philatelic Museum, Satay by the Bay, Botanical Gardens and even at the Kallang Wave. However, in Indonesia, there was a total support by Pos Indonesia and also the organizer of the exhibition. Prior to the exhibition, Postcrossing postcards and stamps were also issued. On the actual day, the theme was Postcard day and a special stamper was used. Participants can get their postcards sent to friends throughout the world, and there was also a metal date stamp hammer if one preferred the normal postmark. There was also a section where we wrote our thanks to the Indonesia President for his achievement. He will be receiving a lot of postcards from the participants on that day. This is a very good event where the young and old can interact, and friendship forged with future postcard exchanges in mind. In this internet age, this is an avenue for people to express themselves in writing. Imagine the happiness when somebody receives your postcards from various corner of the earth. So far, Singapore does not have any Postcrossing stamps or postcards issued, while many countries like Romania, Russia and even our neighbours like Indonesia and Malaysia have commemorated this event. Some have even gone one step further by allowing visits at postal processing centres, as told by our fellow Germans Postcrossers. This will give collectors a good view of how their postcards travel from the posting box to the recipients. This simple postcard exchange can achieve a lot in the meetup process: 1) Friendship among strangers 2) Continuing the beautiful tradition of snail mail and writing process 3) The sale of stamps and postcards is beneficial to the Post Office s revenues 4) Developing a bond between the postal authorities, organizers and collectors Set of 3 postcards issued by Indonesia Pos Postcard Day cancellation (Article extracted from Singapore Stamp Club Newsletter Issue 105 September 2017)
