4 EU-Japan EPA Forum Series The 1st EU-Japan EPA Forum was staged by Nordstrom International in April 12, 2018 at the Royal Stock Exchange in Copenhagen in cooperation with Japan External Trade Organisation (JETRO), The European Commission and The Ministry of Foreign Affairs of Japan (MOFA). The business summit brought together key policy-makers behind the EPA and a high-level international audience of 200 senior business leaders. With executive speakers from AIRBUS, Alstom, J.P.Morgan, Mizuho Bank, NEC, Ericsson, Novo Nordisk amongst others. EU-Japan EPA Background Japan is the EU s second biggest trading partner in Asia after China. The EU and Japan comprise more than 600 million people, constituting nearly 30% of global GDP and 40% of world trade. With the EU and Japan embarking on the largest free trade agreement, significant trade and investment opportunities will arise across key industries in two of the world s most advanced economics once the Economic Partnership Agreement (EPA) enters into force by early As a result of regulatory streamlining, the removal of technical trade barriers and the elimination of approximately 97 percent of import tariffs, the EPA is projected to more than double European exports to Japan from circa 80bn a year to over 180bn a year within a 10-year time frame, with a similar dramatic increase in Japanese exports to the EU going from 55bn to over 140bn. At the 1st EU-Japan EPA Forum, keynote speeches were given by: Cecilia Malmström, EU- Commissioner for Trade, Tarō Kōno, Minister for Foreign Affairs, Japan, Marco Chirullo, EU s Deputy Chief Negotiator on the EPA, Directorate-General Trade, European Commission, Yoichi Suzuki, Japan s Former Chief Negotiator on the EPA, Ministry of Foreign Affairs, Japan, Takehiko Matsuo, Director General for Trade Policy, Ministry of Economic, Trade and Industry (METI), Yasukazu Irino, Executive Vice President, Japan External Trade Organization (JETRO), amongst others. As Italy s only stock exchange, The Milan Stock Exchange, known as Borsa Italiana has an overall capitalisation for listed companies worth more than EUR500bn, representing over 30% of Italy s GDP. The economic benefits of this agreement are clear. By removing billions of euros of duties, simplifying customs procedures and tackling behind-the-border barriers to trade, it will offer opportunities for companies on both sides to boost their exports and expand their business. 7 Key parts of the EU-Japan Economic Partnership Agreement (EPA) With regards to agricultural exports from the EU, the agreement will, in particular: scrap Japanese duties on many cheeses such as Gouda and Cheddar (which currently are at 29.8%) as well as on wine exports (currently at 15% on average); allow the EU to increase its beef exports to Japan substantially, while on pork there will be dutyfree trade in processed meat and almost duty-free trade for fresh meat; ensure the protection in Japan of more than 200 high-quality European agricultural products, so called Geographical Indications (GIs), and the protection of a selection of Japanese GIs in the EU. The agreement also opens up services markets, in particular financial services, e-commerce, telecommunications and transport. It furthermore: guarantees EU companies access to the large procurement markets of 48 large Japanese cities, and removes obstacles to procurement in the economically important railway sector at national level; addresses specific sensitivities in the EU, for instance in the automotive sector, with transition periods of up to 7 years before customs duties are eliminated. The agreement is now awaiting ratification by the European Parliament and the Japanese Diet following which it would enter into force in At the same time, negotiations with Japan continue on investment protection standards and investment protection dispute resolution. The firm commitment on both sides is to reach convergence in the investment protection negotiations as soon as possible, in light of their shared commitment to a stable and secure investment environment in Europe and Japan.
