1 METRO PARKS TACOMA Request for Proposal RFP# Z2017(18)-01 Shuttle Transport Services May 11, 2017 Submittals Due on Thursday, May 25, 2017 at 4:00 p.m. PST GENERAL DESCRIPTION Metropolitan Park District of Tacoma (MPT) is soliciting requests for proposals from qualified firms for Shuttle Transport Service at Point Defiance Zoo & Aquarium (PDZA) during summer season and winter holiday season, in accordance with the Scope of Work specified in this Request for Bid. BACKGROUND Point Defiance Zoo & Aquarium is the only combined zoo and aquarium in the Pacific Northwest. The 29-acre zoological park is the second largest tourist destination in Pierce County, attracting over 700,000 visitors annually. Zoolights, the Zoo s annual holiday light display, features over half-million lights and attracts over 100,000 people a year. During the summer season, particularly on high visitation weekends, shuttle services have been contracted on an as-needed basis. School busses holding up to a 72 seat capacity have been utilized as shuttles. Up to three shuttles at once have been needed for high-visitation days. During the six week Zoolights season, school busses have been used on a nightly basis during the peak period a week before and after Christmas. Other times of service have been primarily weekend nights. SCOPE OF WORK Project Scope: Metro Parks Tacoma is seeking a vendor with transportation capabilities to provide shuttle service for visitors to Point Defiance Zoo and Aquarium, on a loop between one or two remote parking locations. The selected vendor shall provide shuttles, labor, supervision, and all other necessary items needed to operate a high-quality, professional shuttle service. The shuttle service shall be provided on an as-needed basis, with a 12-hour advance request from PDZA Visitor Services Manager. Dates of Operation: Summer May 27, 2017 through September 4, 2017 Zoolights November 24, 2017 through January 7, 2018 Other dates throughout the year may include weekends and holidays such as President Day and Veterans Day, as well as school break periods. Special exhibit openings and events at the Zoo may also require shuttle services.

2 Time of Operation: Shuttles must be available to operate any hours between 10:00 a.m. through 7 p.m. during summer operation and between 5:00 p.m. and 10:00 p.m. during Zoolights operation. Remote Lot Locations: Summer operation Camp Six Parking Lot consisting of approximately 100 parking spaces. Zoolights operation Camp Six Parking Lot and Owens Beach Parking Lot, consisting of 50 parking spaces. Shuttle Routes and Stops: Summer Operations - The route is a continuous 1.8 mile loop originating at Camp Six Parking Lot with one stop at Point Defiance Zoo & Aquarium. Zoolights Operations The route is a continuous 2.2 mile loop originating at Camp Six Parking Lot, with one stop at Point Defiance Zoo & Aquarium and one stop at Owens Beach Parking Lot. Level of Service: Shuttles shall make continuous loops through parking locations as long as there are passengers. Radio connection is provided and maintained with Visitor Services Manager who will determine when transportation services are no longer needed. Approximate hours of service are one to five hours. Number of shuttles: The number of shuttles will be requested by the Visitor Services Manager, based upon visitation expectations. Signage: Portable signage is provided in the parking lots by the Zoo. Shuttle Cost: Free of charge, so no cash handling and accounting will be required by the operator. ADA Accessibility: Shuttles must be ADA accessible and comply with all ADA state, county and local requirements. Fee Proposal: Bidders shall provide cost proposals based on the following: 1) Hourly rate per shuttle bus (bidder to specify bus capacity). Rate shall include all associated operational costs including, but not limited to, labor, supervision, shuttle, fuel and any other necessary costs. 2) Minimum hours of required service per shuttle and cost for minimum service 3) Cost per additional hour per shuttle 4) Any additional fees not included in the above costs of service

3 Length of Service: The service will be contracted for the period of June 2017 through January Insurance: The awarded vendor must provide proof of all required insurance coverage and will ensure such coverage remain current and in effect throughout the contract period. The Vendor will notify MPT immediately of any changes of insurance coverage including but not limited to loss of or reduction of coverage. Submission of Bids: The bid due date and time is May 25, 2017 at 4:00 p.m. Completed written bids must be submitted in sealed envelopes and received at the address below. Bids will not be accepted after this deadline. Faxed or ed proposals will not be accepted. If mailed, bid packages must be received by Metro Parks Tacoma no later than 4:00 p.m. on May 25, All bids and accompanying documents will become the property of Metro Parks Tacoma and will not be returned. Vendors accept all risk of late deliver regardless of fault. This Request for Bid does not obligate Metro Parks to pay any costs incurred by respondents in the preparation and submission of a bid. Furthermore, the Request for Bids does not obligate Metro Parks to accept or contract for any expressed or implied services. Contract Award: Metro Parks reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be initially submitted on the most favorable terms the firm can offer. Metro Parks shall not be bound or in any way obligated until both parties have executed a consulting contract. The firm selected will be expected to enter into a contract with Metro Parks.

4 Payment: All invoices shall be paid within 30 days of receipt of a proper invoice after approval of the firm s completed tasks/deliverables to the date of the invoice or monthly report, as appropriate. Insurance Requirements: The successful consultant shall maintain insurance that is sufficient to protect the Firm s business against all applicable risks. Business Registration and Taxation: The consultant awarded the Contract will be subject to City of Tacoma Business Registration and Business Taxation. Non-Endorsement: As a result of the selection of a consultant to supply products and/or services to Metro Parks, consultant agrees to make no reference to Metro Parks in any literature, promotional material, brochures, sales presentation or the like without the express written consent of Metro Parks. Non-Collusion: Submittal and signature of this Bid swears that the Bid is genuine and not a sham or collusive, and not made in the interest of any person not named, and that the consultant/firm has not induced or solicited others to submit a sham offer, or to refrain from proposing. Compliance with Laws and Regulations: In addition to equal opportunity compliance requirements previously listed, the consultant/firm awarded the Contract shall comply with federal, state and local laws, statutes and ordinances relative to the execution of the work. This requirement includes, but is not limited to, protection of public and employee safety and health; environmental protection; waste reduction and recycling; the protection of natural resources; permits; fees; taxes; and similar subjects. Public Records: Under Washington state law, the documents (including but not limited to written, printed, graphic, electronic, photographic or voice mail materials and/or transcriptions, recordings or reproductions thereof) submitted in response to this RFB (the documents ) become a public record upon submission to Metro Parks, subject to mandatory disclosure upon request by any person, unless the documents are exempted from public disclosure by a specific provision of law. If Metro Parks receives a request for inspection or copying of documents provided by a consultant in association with this proposal, it will promptly notify the person who submitted this proposal to Metro Parks (by U.S. mail and by fax if the person has provided a fax number). The consultant will have the option of making

5 a written request, received by Metro Parks within five (5) days of the mailing of such notice, to postpone disclosure of the documents for a reasonable period of time as permitted by law to enable such person to seek a court order prohibiting or conditioning the release of the documents. Metro Parks assumes no contractual obligation to enforce any exemption to public disclosure laws.
