1 TERMS OF REFERENCE FOR INDIVIDUAL CONTRACT POST TITLE: AGENCY/PROJECT NAME: COUNTRY OF ASSIGNMENT: Regional Public Finance Capacity Development Specialist (Consultant) UNDP/Bangkok Regional Hub/Governance of Climate Change Finance team Home-based with possibility to travel to Asia countries including Bangladesh. A. Project Title Strengthening the Governance of Climate Change Finance to Enhance Gender Equality B. Project Description UNDP Bangkok Regional Hub (BRH) supports countries in Asia-Pacific with two complementary regional programmes, the Strengthening the Governance of Climate Change Finance to Benefit the Poor and Vulnerable in Asia Pacific ( ) regional programme which was supported by Swedish SIDA alongside the Strengthening the Governance of Climate Change Finance to Benefit the Poor and Vulnerable in South Asia ( ) funded by UK AID or DFID. The overall objective is to improve the governance of international and domestic climate change finance, particularly for the poor and vulnerable in Asia & the Pacific by integrating and mainstreaming climate change into national planning and budgeting process. Building on success of the 1 st phase, the 2 nd phase of the Swedish-funded programme, the Strengthening the Governance of Climate Change Finance to Enhance Gender Equality programme ( ), expands its scope in various dimensions including substantively mainstreaming Gender Equality and Human rights into the Governance of Climate Change Finance. This programme depends and broadens the reforms around national planning and budgeting process in Asia-Pacific countries. The programme has also increased implementing countries to include the Pacific (Fiji, Vanuatu and Tonga), increasing project budget from US$4.5 million to be approximately US$ 10 million and increasing project duration from 3 years to 5 years. Objective of this assignment Capacity building for national practitioners at the nexus between climate change and public finance remains at the core of the programme s approach. There is continuing need to strengthen long term capacities through providing training leading to measurable results, among relevant public officials and other stakeholders in South East Asia. The key objective of the assignment is to develop and

2 deliver a Climate Finance Short course - including a set of training modules covering relevant topics in English Language. This will be carried out in collaboration with a consortium of programme partners. C. Scope of Work The Consultant will support the Governance of Climate Change Finance team in developing learning and training strategy and training modules, training s monitoring and evaluation approach as well as developing training summary with key recommendation to strengthen future trainings. This work will be integrated with soon to be established regional learning network which will evolve around knowledge exchange and capacity building and learning on climate finance. The short course will hinge on the experience gained in the 6 programme countries and will be geared towards lessons for practical implementations. Potential Modules for delivery could include: Overview of climate finance Introduction to basics of climate change and climate finance Overview of International and national policy response the climate change Mainstreaming climate finance into national planning and budgeting processes Gender and climate finance Overview of sub-national climate finance Climate Finance Governance in Bangladesh It is expected that the short course will be delivered to government officials (up to 30 participants) supported by Strengthening the Governance of Climate Change Finance to Enhance Gender Equality programme. The course is planned to be delivered in November, Bangladesh. D. Institutional Arrangement The skills building programme will be conducted in overall supervision and oversight by the UNDP s Governance, Climate Change Finance and Development Effectiveness Advisor in Bangkok regional Hub (BRH). The assessment will be conducted in close collaboration with members of the UNDP Governance of Climate Change Finance and UNDP Country offices. Individual training events will also be evaluated through participants feedback. The consultant shall work under the overall guidance and report regularly to the Climate Finance Specialist and Governance and Development Effectiveness Advisor of UNDP Bangkok Regional Hub, and work in close collaboration with the Governance of Climate Change Finance Team. F. Duration of the Work The period of the assignment is from 14 September 30 November in part-time and homebase basis. Number of working days under this assignment is, approximately, up to a maximum of 50 working days over the contract period. G. Duty Station This assignment will be home-based scheme. Frequent online communication is required. Possibility to travel to Asia countries including Bangladesh. H. Qualifications of the Successful Individual Contractor The consultant supporting the Governance of Climate Change Finance team to develop these skills building programme should possess the following expertise and qualifications: Education: Master s degree or equivalent in Climate Change, Public Finance, Education, Public Policy, Economics, Social Sciences or other related field is required. Doctorate degree is preferred. Work Experience: At least 10 years of experience working on climate change and/or climate change finance or public finance and development areas. Practical experience in integrating climate finance into public financial management systems at national and subnational level. Track record in producing learning assessment and learning competencies framework is desirable. Ability to develop a learning strategy is required in both generic scope and tailored version for country level. Experience in learning and training development in international levels is desirable. Experience working with UNDP and other UN agencies is desirable. Prior experience of working in Asia -Pacific region is desirable. Very good written and spoken English are required.

4 I. Scope of Price Proposal and Schedule of Payments Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages. At least seven working days of review time required prior to approval of payments. Payment Schedule: Payment will be made after satisfactory acceptance and certification of the deliverables and in accordance with UNDP procedures: 1. First payment (20% of payment) upon submitting; Work plan of the assignment First draft of course outline and draft training modules 2. Second payment (30% of payment) upon submitting; Training needs survey results Inputs to strengthen training modules for delivery at the short course Draft list of participants/trainees from the targeted countries supported by UNDP 3. Third payment (25% of payment) upon submitting; Final training modules for delivery at the short course M&E template for the training satisfaction 4. Final payment (25%) upon submitting; Five-day training is successfully conducted Final report including participants feedback and recommendations for future course delivery List of participants and contact details Travel related cost: In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using his/her own resources. Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent. The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP. In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed according to UNDP travel rules and regulations.

5 J. Recommended Presentation of Offer Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document: Personal CV or P11, indicating all experience from similar projects, as well as the contact details ( and telephone number) of the Candidate and at least three (3) professional references; Letter of Confirmation of Interest and Availability and Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (in USD currency), using the template provided in Annex IV. Incomplete proposals may not be considered. The short-listed candidates may be contacted and the successful candidate will be notified K. Criteria for Selection of the Best Offer Individual consultants will be evaluated based on the following methodology; Cumulative analysis The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Technical Criteria for Evaluation (Maximum 100 points) Criteria 1: Relevance of Education Max 15 points Criteria 2: Relevance of experience in area of specialization (climate change and/or climate change finance or public finance and development areas) - Max 30 points Criteria 3: Relevance of experience in developing a learning strategy and training development in international levels Max 25 points Criteria 4: Availability - Max 15 points Criteria 5: UN system experience Max 15 points Only candidates obtaining a minimum of 70 points (70%) of the total technical points would be considered for the Financial Evaluation.
