1 SPEAKER BIOGRAPHIES Doubell Chamberlain, Director, The Centre for Financial Regulation and Inclusion (Cenfri), and Consulting Director, FinMark Trust, 41 7th Street, Linden, Johannesburg, South Africa Doubell Chamberlain is a development economist by training specialising in financial sector policy and regulatory strategy for development, access to financial services and supporting governments on making markets work for the poor. He holds a Masters in Economics (cum laude) from the University of Stellenbosch. He is employed as insurance theme champion at the FinMark Trust ( where he manages a range of micro-insurance activities (including health insurance) in South Africa, the SADC region and globally. He is also heading up the newly established Centre for Financial Regulation and Inclusion (CFRI) based in Johannesburg, which has been established to provide capacity-building and implementation support to policymakers and regulators on the development of inclusion-friendly financial regulation across all financial sectors. Craig Churchill, Microfinance Expert, Social Finance Programme, International Labour Organization, and Microinsurance Network, 4, route des morillons, Geneva 22, CH-1211, Switzerland Craig Churchill joined the ILO's Social Finance Programme in Craig has more than a decade of microfinance experience in both developed and developing countries including Get Ahead Foundation in South Africa, ACCION International, the MicroFinance Network, and Calmeadow. In his current position, he focuses primarily on the role of financial services that the poor can use to manage risks and reduce their vulnerability, including microinsurance and emergency loans. He serves of the Chair of the CGAP Working Group on Microinsurance, which launched the Microinsurance Network in October He is also on the Editorial Board of the MicroBanking Bulletin. Craig has authored and edited over 40 articles, papers, monographs and training manuals on various microfinance topics including microinsurance, customer loyalty, organizational development, governance, lending methodologies, regulation and supervision, and financial services for the poorest of the poor. He has a BA from Williams College and an MA from Clark University, both in Massachusetts. Susan Harmeling, Assistant Professor, Howard University, and International Case Method Institute LLC, 4500 Davenport Street, N.W., Washington, DC 20016, U.S.A. Dr. Susan S. Harmeling is an Assistant Professor of Management at Howard University in Washington D.C. where she teaches entrepreneurship. She is also the founder and principal of the International Case Method Institute LLC ( ) and the author of dozens of Harvard Business School cases including Howard Head and Prince Tennis Rackets and Kathy Levinson and E*Trade. Professor Harmeling s main research interest is entrepreneurship education, and she is currently working on a number of articles and a book on that subject to be published with Edward Elgar Publishing Company She recently co-authored Innovative Stakeholder Relations: When Ethics Pays (And When it Doesn t), an article on entrepreneurship and ethics in Business Ethics Quarterly. Her work has also appeared in such noted publications as the International Journal of Entrepreneurship Education and the Journal of Business Ethics. She is a graduate of Harvard College (BA), Harvard Business School (MBA) and the University of Virginia (Ph.D.).

Box 4463, Uganda Ms. Kundhavi Kadiresan is the Country Manager for the World Bank in Uganda overseeing one of the biggest portfolios in Africa standing at over US$1.5 billion of on-going projects and US$1.2 billion of pipeline projects. Ms. Kadiresan joined the Bank in 1993 as an economist in the Agriculture Operations Division. She has since held various positions, her most recent assignment before coming to Uganda being Operations and Portfolio Manager for Indonesia in the East Asia and Pacific Region. She holds a Ph.D. in Economics from Madurai Kamaraj University in India, a Master of Business Administration in International Business from George Washington University in the USA and a Master of Arts in Economics from Fatima College in India. Vijay Kalavakonda, Senior Insurance Specialist, Insurance for the Poor Program, World Bank, 2121 Pennsylvania Ave, NW, Washington, DC Vijay Kalavakonda works for the Insurance for the Poor Program, which is part of the Financial and Private Sector Development Department of the World Bank. Since joining the World Bank in 1999 he has worked in a number of areas including a) Natural Disaster Risk Management Programs in Turkey, Mexico, the Caribbean s and India; b) Agriculture insurance including weather-index insurance in Central America, Mexico, Morocco, Tunisia and Turkey; and c) Health Insurance in India, and East Africa. Vijay is currently engaged with developing the Access to Insurance for the Working Poor program, more popularly known as microinsurance. Vijay was involved with developing one of the biggest microinsurance schemes in the World, which currently insures more than 2 million poor women and their dependents. Vijay has a Master s degree in a) Biotechnology; b) Business Administration; and c) European Social Security respectively. He is also a certified Health Insurance Associate and Managed Health Care Professional. Nelson Kuria, Managing Director, Co-operative Insurance Company of Kenya Ltd, and Chairman, Association of Kenya Insurers, Mara Road, Upper Hill, Nairobi, Kenya Since obtaining a Bachelor of Arts Degree in Economics from the University of Nairobi in 1979, Nelson Kuria has undergone extensive training in strategic management. The last ten of his thirty years in the financial services sector have been spent working for CIC Kenya, of which he is currently Managing Director and Chief Executive Officer. Mr. Kuria is currently pursuing a Masters Degree in Leadership & Governance at a Theological University in Kenya. Mr. Kuria is a member of the Institute of Directors of Kenya. He is Chairman of the Association of Kenya Insurers ( AKI), and a member of the Finance and Development Committee of the College of Insurance. He is Chairman of the Kenya LIMRA Committee; Board Member of the Federation of Kenya Employers; Board Member of the Higher Education Loans Board Staff Retirement Benefit Scheme; Member of the Development Committee of the International Co-operative and Mutual Insurance Federation (ICMIF). Mr. Kuria has received State Honors of the Order of the Grand Warrior of Kenya (OGW). Jeremy Leach, Principal for MicroInsurance, Business Development, Hollard Insurance Group, PO Box 87419, Houghton, Johannesburg 2041, South Africa Jeremy is Principal of Business Development at the Hollard Insurance Group with responsibility for driving strategy and growth in the low-income market. Previously, he was executive director at FinMark Trust, an independent Trust focused on catalysing innovation in retail financial services to low-income consumers in Africa. Originally trained as an accountant at Deloitte with a focus on international taxation and employee benefits, he then worked for companies such as Ernst & Young (UK) and Bankers Trust Australia Limited. Through pro-bono work with Opportunity International, he decided to switch careers, completing postgraduate studies in international development at the University of Bath and joining the UK s Department for International Development (DFID) where he focused on private sector policy before joining FinMark Trust. Jeremy is a Fellow of the Association of Chartered Certified Accountants (FCCA) and has an MSc in International Development (Bath, UK). He sits on the board of St Peter s Child Care and, by special invitation, the South African Savings Institute (SASI). He is a member and adviser to the Centre for Financial Regulation and Inclusion (CENFRI) and was recently appointed to the South African Short Term Insurance Advisory Committee by the Minister of Finance.
3 Dubby Mahalanobis, Chief Product Officer, MicroEnsure, Plot 3 Pilkington Road, NIC Building, 4th Floor, P.O Box 37343, Kampala, Uganda Dubby Mahalanobis is the Chief Product Officer and Regional Director of Africa for MicroEnsure, an insurance intermediary catering exclusively to the low-income and poor people. He has over 20 years of insurance experience with ING Canada, where he worked his way up to Vice President of Marketing. In 2000, Dubby made the life-changing decision to move with his family to Uganda, where he served the Jubilee Insurance Company as General Manager of the Uganda operations and later as Regional Manager for Kenya, Uganda, Tanzania and Mauritius for the Jubilee Group. In 2005, Dubby jumped into microinsurance as CEO of Microcare in Uganda, a company dedicated to Health Insurance. Late in 2006, Dubby joined APA insurance Company, the second largest Insurer in Kenya as Director of Business Development. During his stay in Africa, Dubby has been a Commissioner of Insurance in Uganda and the Vice Chairman of the Uganda Insurers Association. Dubby is a Fellow of the Insurance Institute of Canada. Shadreck Mapfume, Vice President, Agriculture Insurance, MicroEnsure, Plot 3 Pilkington Road, NIC Building, 4th Floor, P.O Box 37343, Kampala, Uganda Shadreck is MicroEnsure s Vice President for Agriculture Insurance and has Crop Insurance experience working in Malawi, Tanzania, Rwanda, India, Philippines and Ghana. He also consults for the World Bank s Commodity Risk Management Group. Shadreck s training is mainly insurance, reinsurance and actuarial science. He holds a Masters in Actuarial studies from the Australian National University and attained Associate Training of the Institute of Actuaries of Australia. He is also an Associate in Reinsurance and Associate of the Chartered Insurance Institute. His first degree in Insurance and Risk management (honours) is from the National University of Science and Technology in Zimbabwe. Before joining Opportunity International s MicroEnsure, Shadreck worked as a reinsurance underwriter for Mercantile and General Reinsurance Company of South Africa and for Zimbabwe Reinsurance Company. He has over eight years of international reinsurance practice and over five years experience in micro-insurance. Brandon Mathews, Head, Microinsurance Unit, Zurich Financial Services, Switzerland, and Member of the Executive Committee, Microinsurance Network, Mythenquai 2, 8002 Zurich, Switzerland Brandon started his professional life in Germany in 1992 with General Motors Europe where he held various positions focusing on information systems, process improvement, and marketing. In 1998, he joined American International Group's foreign general insurance home office in New York to establish policy, claims, and customer service operations for a mass consumer offering in Latin America, Southeast Asia, Europe, Japan, and Australia. Four years later he was appointed the Latin America regional executive for the same line of business. In this position, he started trade for the line in several markets, expanded the product offering, and served as director of related joint venture companies in Brazil and Mexico. During the same period, Brandon championed Microinsurance, presenting the subject to the CEO and Business Division CEOs and serving as a member of internal working groups on Microinsurance distribution and operations. Brandon is a frequent speaker on topics associated with Microinsurance, and has worked with numerous governmental and non-governmental organizations to bring the benefits of modern risk management to traditionally underserved populations. Brandon is a member of the American Council on Germany. He received his Bachelor's Degree from the University of Rochester and his Master's Degree from New York University. He is based in Zurich, Switzerland. Michael J. McCord, President, The MicroInsurance Centre, LLC, Appleton, WI 54914, U.S.A. With extensive experience in banking, microfinance, and microinsurance, Michael J. McCord is the President of The MicroInsurance Centre, an organization dedicated to creating partnerships to provide specially designed and managed insurance products to low-income markets around the world. Michael combines experience as controller of a US commercial bank, CEO of an MFI in Uganda, Regional Director for microfinance programs in Africa, and now CEO of the MicroInsurance Centre, to provide a depth of knowledge on developing and managing microinsurance products. His specialisations include institutional development for microinsurance, new product development, and assessment and analysis of microinsurance programs. He has written extensively on microinsurance, including as a co-author of Making Insurance Work for Microfinance and as author of numerous microinsurance case studies. He is also the author of several other documents and manuals on subjects as varied as pilot testing, roll-out, and the feedback loop for microfinance institutions, MFI accounting and analysis, and the function of laws.
4 Evelyn Nkalubo-Muwemba, Secretary to the Commission, Deputy Commissioner (Finance and Administration), and Acting Commissioner for Insurance, Uganda Insurance Commission, Plot 3 Pilkington Road, 3rd floor, NIC Building Annex, P.O.Box 22855, Kampala, Uganda Mrs. Evelyn Nkalubo-Muwemba commenced her career as a State Attorney in the Attorney s General Chambers, worked with the then Uganda Commercial Bank in its Legal and Development Finance Departments, worked on a World Bank funded project (Project Monitoring and Evaluation Unit) as the Finance and Administration Officer; worked with the Uganda Manufacturers Association as the Director (Finance and Administration) and also covered the portfolio of Director Trade Fairs; and the Economic Policy Research Centre (funded by the African Capacity Building Foundation) as the Head of Finance, Administration, Legal and Board Affairs before moving to Uganda Insurance Commission in 1997 as (Legal) Secretary to the Commission/Deputy Commissioner (Finance and Administration) where she is in charge/head of the Commission s finances, administration, all legal issues and Board affairs. In addition, she is currently the Acting Commissioner for Insurance with effect from April 2008, thus in-charge of the Technical aspects (insurance and supervisory role) of the Commission s operations. Mrs. Evelyn Nkalubo-Muwemba is holder of a Degree in Law from Makerere University Kampala (LLB); a Diploma in Legal Practice from the Law Development Centre, Makerere (Dip.LP); a Masters Degree in Business Administration (MBA); an Advanced Diploma in Insurance i.e an Associate of the Chartered Insurance Institute (ACII) and a Chartered Insurer; a Diploma in Arbitration i.e an Associate of the Chartered Institute of Arbitration (ACIarb); and an Associate of the Insurance Institute of Uganda. George O. Otieno, Regional Director, East Africa, Africa Reinsurance Co., Nairobi, Kenya Dirk Reinhard, Vice Chairman, Munich Re Foundation, Königinstraße 107, München, 80802, Germany Dirk Reinhard graduated in Industrial Engineering and Management and has more than ten years experience in the sustainability and finance industry sector. From 2001 to 2004, he was responsible for sustainable investment in the Environmental Management Unit of Munich Reinsurance Company, a global leader in the reinsurance field, and has published numerous articles on this subject. Prior to joining Munich Re, he worked for Oekom Research AG as a sustainability analyst in the period from 1995 to In April 2004, Dirk Reinhard was appointed Vice-Chairman of the Munich Re Foundation. The Munich Re Foundation addresses the major global challenges--environmental pollution and climate change, water as a resource and risk factor, population growth and disaster prevention--and helps people confronted with risk. One of its core activities is promoting public awareness. In accordance with its motto "From Knowledge to Action" the foundation organizes the annual International Microinsurance Conference in co-operation with the Microinsurance Network. Since November 2008, Dirk Reinhard is member of the Executive Committee of the Microinsurance Network. Olli-Pekka Ruuskanen, CEO,Uganda Insurers' Association, The Insurers House, Plot 24, Acacia Avenue (P.O. Box 8912), Kampala, Uganda Dr. Olli-Pekka Ruuskanen is the CEO of the Uganda Insurers' Association, which is a trade association representing the interests of all 21 licensed insurance companies in Uganda. Before joining UIA, Olli-Pekka worked for the Federation of Finnish Insurance Companies, Research Institute of the Finnish Economy and Statistics Finland. He did his doctorate on applied econometrics. Francis Somerwell, CEO, Managing Director, Microcare, Kampala, Uganda Francis Somerwell is the Managing Director of Microcare in Uganda, a health insurance company that he cofounded in When the company was launched, he served as a Director and Technical Advisor on health management, insurance, security and computer data control issues. He was later the Technical Director of Microcare Health Ltd & Microcare Insurance Ltd, where he designed and implemented information technology systems. He oversaw claims processing for corporate health fund management, corporate health insurance and community level micro-insurance. In 2006, Mr. Somerwell took over the responsibilities of both the Microcare Health and Insurance Companies as Managing Director and raised Microcare Insurance to a position of market leadership in its class of business. Mr. Somerwell started his career as a Systems Executive in India, involved in setting up attendance control systems. When he moved to Uganda, he specialized in developing information technology systems for medical insurance companies, providing training and consulting services. He also served as Technical Advisor to Nsambya Hospital Healthcare Plan in Kampala. In addition to his work at Microcare, Mr. Somerwell serves as visiting faculty at the Asian Knowledge Centre for Mutual Insurance (ASKMI) of Tata-Dhan Academy in India.

Martina Wiedmaier-Pfister, Consultant, Financial Systems Development Support, GTZ and Member of the Microinsurance Network, Alter Postweg 3, Ottobeuren, 87724, Germany Martina Wiedmaier-Pfister is on behalf of the German Technical Cooperation (GTZ) and the Federal Ministry for Economic Cooperation and Development (BMZ) a member of the Microinsurance Network, Working Group Regulation, Supervision and Policy Issues. As a renowned expert in microinsurance, she represents GTZ in the Microinsurance Network as well as in its cooperation with the International Association of Insurance Supervisors and other agencies dedicated to microinsurance development. She is also working as a Senior Policy, Regulation and Supervision Expert for the Microinsurance Centre. Since 2002, Mrs. Wiedmaier-Pfister has been working as independent consultant in the area of financial systems development in Africa, Latin America and Asia, based in Germany. As a team leader for the GTZ microfinance project in Bolivia, from 1998 to 2002, she was engaged in the development of financial innovations, the expansion of financial services and their policy issues including regulation and supervision. Prior to her engagement with GTZ, Mrs. Wiedmaier-Pfister was working in German cooperative banks for ten years. Ms. Wiedmaier-Pfister advises governments, development agencies, microfinance institutions and international and national support institutions as well as central banks and supervisory authorities. Her assignments are both, technical and strategic, always with the aim to make financial systems more inclusive through improving outreach and sustainability of microfinance and microinsurance. She is the lead author on numerous publications in the field of access to finance including policy and regulatory issues of microinsurance. Mrs. Wiedmaier-Pfister holds a master's degree in business administration.
