3 Article EVENT SUMMARY Gold Rush Hill Sprint 14 th July EVENT SUMMARY THESE REGULATIONS ARE TO BE READ IN CONJUNCTION WITH THE CURRENT CAMS MANUAL OF MOTOR SPORT AND ANY FURTHER REGULATIONS, BULLETINS OR INSTRUCTIONS ISSUED BY THE ORGANISERS The Event will be held under the FIA International Sporting Code including Appendices and the National Competition Rules of CAMS, the Speed Event Standing Regulation, and these Supplementary Regulations, the CAMS Motor Sport Passenger Ride Activity Policy, Further Regulations and any Bulletins or Instructions to Competitors that may be issued Where there is any divergence between the current CAMS Manual of Motor Sport and these Event Supplementary Regulations, the current CAMS Manual of Motor Sport will take precedence The 2018 Gold Rush Hill Sprint, hereinafter referred to as the Event Will use electronic timing to 0.01 second. The Event will be a multi-club, speed Event comprising of timed sprints conducted on sealed (bitumen) closed public roads at Mount Morgan Range,Burnett Highway via Bouldercombe. QLD, Saturday 14 th July No Junior Nominations accepted, All Competitors must hold a valid Civil and CAMS licence, Civil P plate minimum requirement. No competition licences can be purchased/renewed at the Event this MUST be organised via CAMS Member services prior to the Event. PARENTAL CONSENT; If any entrant, driver or crew is under 18 years of age, The consent of his/her parent or guardian must appear on the entry form. This is NOT A DRIFT EVENT Drones and Photographers will be in use and on site, running under CAMS approved Safety 1 st check list with insurance. The Event is open to all vehicles that comply with ruling 2 nd Category (A) (B) (C) (D) of the current CAMS Manual of Motor Sport. Category 1 and Section 3.9 Category 2 vehicles are not permitted. CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing will be on site during the Event The CAMS Permit Number authorising the Event is 418/1407/ The course to be used is approximately 2000 metres in length. 4 Article 1.2 Sponsor/Official Rides: During Breaks between competitive activities EVENT SPONSOR and EVENT OFFICIAL Appreciation rides may take place Participation in these activities will be by invitation only from the Event Organisers This Event will include a Motor Sport Passenger Ride Activity (MSPRA) which shall be run under and in accordance with the CAMS MSPRA Policy. (a) A briefing must be attended by each Driver and Passenger (and guardians of each Passenger if Passenger is under 18 years of age) conducted by the Clerk of the Course prior to the MSPRA commencing. (b) Passengers MUST: i. wear the same protective gear as a Driver ii. Be fitted and restrained as required for each Automobile with consideration for their physical attributes iii. Complete a Passenger Ride Entry Form and disclaimer iv. Drivers must fill out a Passenger Ride Entry Form to ride as a passenger. v. Be at least 12 years of age (c) Vehicles and Apparel used must pass Scrutiny. (d) Vehicles shall only carry one Passenger at a time, unless otherwise approved by CAMS Minimum Licence requirement for the Driver is 2S or higher and a current civil drivers licence Drivers Briefing will be held prior to the Activity commencing Passengers are to be briefed immediately before the activity commences Only vehicles that comply under 2 nd Category and Ruling (B) (C) (D) of the current CAMS Manual of Motor Sport, are eligible for Sponsor/Official ride activities at Clerk of Course permission Vehicles must complete Scrutiny prior to the activity commencing and be race ready Clothing and Apparel requirements for this activity is as per Article of these Supplementary Regulations Central Queensland Motor Sporting Club Inc - Page 4 of 21

10 5 JUDGES OF FACT Article JUDGES OF FACT In accordance with NCR 181 the following officials are deemed to be Judges of Fact All officials of the Event are deemed to be Judges of Fact of the following Not wearing seat belt, helmet or safety clothing Service Park infringements Shortcutting the course Scrutineers are deemed to be Judges of Fact of the following: Vehicle in un-roadworthy condition Oil leaking from vehicles Vehicle with accident damage Eligibility of Vehicles Driver Apparel Transponor placement Medical Officers are deemed to be Judges of Fact of the Medical condition of Any crew member or team member. Speed Monitoring Officials using suitable equipment are deemed to be Judges Fact to the Speed Of a competing vehicle or service vehicle. Article COMPETITIOR ELIGIBLITY 6 COMPETITOR ELIGIBILITY Licences: The driver shall hold, as a minimum requirement for Competitors is Current CAMS L2S and Current Civil Licence. Organised prior to the EVENT via CAMS Member Services Clothing and Apparel: Safety helmets, as to AS1698 standard (or otherwise to the standard listed in Schedule D of the current CAMS Manual of Motor Sport) are mandatory Clothing of a non-flammable material shall extend from neck to wrist and ankle. Closed in shoes with a leather upper or of a better standard (e.g. racing shoes to FIA standard) must be worn All open Sports and Racing Car drivers must wear full face helmets or open face helmets with goggles or a visor to AS 1609/1981. Goggles with glass lenses, whether laminated or not are unacceptable Frontal Head Restraints, driving suits and gloves are recommended but are not mandatory. All apparel shall be in accordance with Schedule D of the current CAMS Manual of Motor Sport. The Organisers reserve the right to review and exclude any driver who has been identified in the past or during the Event in any officially observed incidents that bring the sport into disrepute, either prior or during the Event as per NCR183. 11 7 VEHICLE ELIGIBILITY Article VEHICLE ELIGIBILITY Entries will be accepted for the following classes: Only vehicles that comply under 2 nd Category and Ruling (B) (C) (D) of the current CAMS Manual of Motor Sport, Off road style vehicles are not eligible for this Event Road Registered Vehicles cc 2001cc-4000cc 4001cc and over 4WD up to 3500cc 4WD over 3501cc Road Registered Vehicles can use semi slicks (legal for road use) but not racing slicks Can use different turbo and intercooler than standard. Can have half cage or hoops behind the driver s head Race & Rally Cars (this class is for dedicated competition vehicles not registered) Slick tyres permitted cc 2001cc-4000cc 4001cc and over 4WD up to 3500cc 4WD over 3501cc In the case of insufficient entries in any class, i.e. fewer than 3, the class may be amalgamated with the next highest class in the same group (i.e. the class above). Cars - The attention of Competitors is drawn to Schedules A and B of the General Requirements of Automobiles found in the current CAMS Manual of Motor Sport. The following should be specially noted:- All cars must be fitted with: a) Seat Belts of a type similar to Schedule I of the current CAMS Manual, and a minimum of lap sash for road registered vehicles. b) A fire extinguisher (securely fitted) which complies with AS1841 (See Schedule H of the current CAMS Manual of Motorsport). c) Competition numbers to be displayed on both sides & front & rear window or vehicle panel. Supplied by the promoter d) Cars must have on their bodywork a blue triangle of 150mm sides which indicates the location of the battery or master switch. e) All headlights must be adequately masked. f) All Registered cars must be fitted with tyres being only those brands and models of tyres identified in Schedule E, of the current CAMS Manual of Motor Sport. (eg slicks / wide tyres are not permitted). g) Roll over protection permitted but not compulsory as per Schedule J,. 12 GENERAL a) Tubeless tyres must be fitted only to the optimum rim size. No Tyre Warmers or Tyre Softeners will be allowed. b) Fuel must be Commercial Fuel as defined by CAMS (Schedule G of the current CAMS Manual of Motorsport). There will be a designated refuel area in the paddock. Wrists to ankle clothing only allowed in refuel area. c) Road registered cars do not require oil catch tanks, tails shaft straps, wired drain plugs, and scatter shields, d) Competitors must use the supplied entry number sticker/signage. e) The organisers reserve the right to reject any vehicle that is not presented in a clean and tidy condition. f) Cars must not record sound levels in excess of 95dB(A) measured 30m from the track edge at any time. 8 DRUGS IN MOTORSPORT Article ALCOHOL, DRUGS AND OTHER SUBSTANCES Any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty(ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. Consumption of alcohol in the paddock, pits or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. Accordingly, any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing. Article RUNNING OF THE EVENT 9 RUNNING OF THE EVENT The driver MUST be present at Competitors briefing at 0600 hrs on 14th of July 2018 at a location to be issued in a bulletin closer to the Event. Non-attendance will be a penalty of refusal to start The Event will start at 0700 hrs on Saturday 14 th July 2018 and the last car will finish on Saturday 14 th 2018 at approximately 1700 hrs or Under the direction from Clerk Of Course. (a) The Event will comprise of a minimum of 3 runs over the Saturday course. (b) Each driver will leave in 30 second intervals or as directed by Clerk of the Course or Starter. (c) For the purpose of establishing order of merit, the time recorded by a driver for all runs, for which the entire field (less any retirements) has the opportunity to participate in, will be aggregated. The driver recording the lowest aggregate time will be declared the winner. (d) Any Competitor that fails to start a run (DNS) or finish (DNF) a run will be given a derived time of 5 minutes as their result for the incomplete run. (e) First run of the day is untimed for Competitor reconnaissance. (f) Vehicle can be dual entered Cars may start only at the discretion of the Starter and Clerk of the Course. 13 9.1.4 RE-RUNS Re-runs will only be permitted under the following circumstances: (i) (ii) failure of timing equipment. if a red Revolving light or Red Flag is displayed to stop a run and the drivers have not completed the run, or if you are slowed by the car in front. If you are the cause of a red light or flag then you will not be offered a re-run. All times recorded in the re run are to count towards the results. 10 CHANGES CREATED BY CIVIL AUTHORITIES Article CHANGES CREATED BY CIVIL AUTHORITIES These Regulations are issued subject to any provisions made mandatory for the conduct of the Event by the relevant civil authorities between the date of issue of these Regulations and the conduct of the Event. 14 11 ENTRY DETAILS Article ENTRY DETAILS Completed entries with the appropriate fee (as prescribed in Article of these Regulations) being direct deposited into the Event bank account nominated on the entry form with a receipt being ed to:event.secretary@cqmsc.asn.au Bank Account Details: Central Queensland Motor Sporting Club Inc BSB: Acc No: Please add a reference of your SURNAME so we can track who has paid The entry fee for the Event is fixed as follows: Competitors have 30 days after receiving confirmation of acceptance of entry to make full payment before their place is offered to the next available Competitor. Acceptance of entry will be made by the Gold Rush Hill Sprint Committee. All entry fees must be paid by close of entries on 2400hrs 30 th May 2018 Entry Fee is $240 inc GST, is to be paid upon the acceptance by the organising committee of your entry. Transponder Hire $100 deposit CASH ONLY, $80 Refunded on return of Transponder in good condition. To be paid at Documentation and refund at Pit control point posted on bulletin at later date. Extra Pit Crew - $10 per person. All Withdrawal entry must be in writing to Event Secretary Withdrawal after the close of Final entries will forfeit entry fee paid. Withdrawals before close of entries will receive 75% of their entry fee returned. The entry fee includes: CAMS Permit Fee & CAMS Insurance Levy One Pit crew registration (1 car including driver + 4 crew) Entry tickets for 4 pit crew. Window Banner and Door stickers The organisers reserve the right to cancel or postpone the Event in accordance with NCR 59 of the current CAMS Manual of Motor Sport, should the number of entries be less than 80 or due to circumstances which result in force majeure. Maximum limit of entries is 100 which includes 5 wildcards by the organising committee. 15 Article PIT AREA AND RE-FUELING Gold Rush Hill Sprint 14 th July PITS AND REFUELING There will be no refuelling in the pit area. Cars may only be refuelled in the designated refuel area on the western end of pit area which will be bunted with witches Hats and red tape. All re-fueling personal shall have full length COTTON clothing and close in shoes. Fuel shall be in accordance with Schedule G of the current CAMS Manual of Motor Sport The speed of cars in the service park must not exceed idle in 1 st gear; Speed camera s in use offenders will be reported to the Stewards of the Event, who will decide on a penalty. 13 DOCUMENTATION AND SCRUTINY Article DOCUMENTATION AND SCRUTINY Documentation will be available during the following times and must be completed prior to presentation of that vehicle for scrutiny 1200 hrs to 1700hrs on Friday 13 th July 2018 held at Bouldercombe Showgrounds. Trailer Parking available Vehicles must be presented for scrutiny either between 1200 hrs and 1700hrs on Friday 13 th July 2018 held a intersection Poison Creek road and Burnett Highway, Burnett Highway side approx 150 metres from intersection Hardstand area on left, guided by signage and follow Officials instructions. t. Vehicles are required to be presented to the scrutineers in a Race ready condition, Helmet and competition clothing must be presented for inspection and vehicle must be in a clean and tidy condition, with no oil leaks and with Events stickers applied. Battery Blue markers and in date Fire Extinguisher bolted in place as per schedule H in CAMS current manual of motor sport. Trailer Parking available Vehicle can be scrutineered outside of this Event by CAMS approved scrutineers in any regional city/town. Vehicle can also be scruntineered on the Saturday prior to the Event only by bookings Ring Clerk of Course to arrange time Documents to be presented at documentation include: CAMS Competition Licence CAMS Automobile Log Book (if the vehicle has one) CAMS Affiliated Club Membership Cards Registration/Permit papers for road registered cars. 3 RD Party insurance extension papers Approved Scrutineer signed forms Civil Drivers Licence. Signed Letter of authorization from registered owner to use vehicle in dual entered situation. Signed Declaration form regarding Risk Warning and Assumption of Risk last page of this document. All documents presented must be current & not expire over the duration of the Event The Driver MUST be present at documentation Any Competitor who fails to meet vehicle re-presentation requirements as directed will be refused permission to start the Event. Entries may be refused in accordance with NCR 83 of the current CAMS Manual of Motor Sport Regional Scrutineering can be arranged with the following Scrutineers. Article PROTESTS 14 PROTESTS Protests, if any, must be lodged in accordance with Part XII of the NCR. Protests relating to the eligibility of an automobile shall be made within 30 minutes of the completion of the competition activities. Article RESULTS 15 RESULTS Where a driver has stopped or has been slowed during a heat to render assistance to another crew after an accident or slowed due to a car on the racing line, then that crew will be given a re-run at the most convenient time at the Clerk of Courses discretion. Results will be based on accumulated times. The winner of the Event will be the lowest time including penalties over the duration of the day Live Results will be posted on the Freelaps App and final results posted on Article AWARDS 16 AWARDS The Trophy Presentation will be held on Saturday 14th 2018 at the Bouldercombe Royal Hotel at 18.30hrs. Parking Available. Food and Drinks are available from the venue. All team members are requested to attend to show support to the local community for welcoming us. 18 Catering, Camping and Accommodation Catering on site- On site catering will commence in the paddock from approximately 6:00am on Saturday 14 th July 2018, concluding at approximately 4.00pm 14 July Catering will be also available at regroup area for snacks and drinks from approximately 7.30am concluding at approximately 4.00pm Please consider supporting our local sponsors. Accommodation is available in Mount Morgan Silverwattle Caravan Park Mt Morgan Motel and Caravan Park , Grand Hotel Leichhardt Hotel Railway Hotel Also accommodation is available in Rockhampton. Paddock Area NO CAMPING or TRAILER PARKING. Each Competitor is allocated a 6Mtr x 5Mtr site allocated on a first in basis. Toilet facilities will be available on site. For each competitive vehicle, only one other support vehicle is allowed per site. Passes will be issued for these support vehicles.trailers and other support vehicles can be parked close by as per attached map, Signage and officials in place. 20 RISK WARNING AND ASSUMPTION OF RISK RISK WARNING, DISCLAIMER AND INDEMNITY Motor Sport Activities are inherently dangerous recreational activities and there is significant risk of injury, disability or death. If you do not wish to be exposed to such risks, then you should not participate in the Motor Sport Activities. I acknowledge that: the risks associated with attending or participating in Motor Sport Activities include but are NOT LIMITED to the risk that I may suffer harm as a result of: motor vehicles (or parts of them) colliding with other motor vehicles or persons or property; others participants acting dangerously or with lack of skills; high levels of noise exposure; acts of violence and other harmful acts (whether intentional or inadvertent) committed by persons attending or participating in the event; and the failure or unsuitability of facilities (including grand-stands, fences and guard rails) to ensure my safety. EXCLUSION OF LIABILITY, RELEASE & INDEMNITY In exchange for being able to attend or participate in the Motor Sport Activities, I agree: to release CAMS and the Entities to the extent that any or all of them are providing Recreational Services from all liability for: a) my death; b) any physical or mental injury (including the aggravation, acceleration or recurrence of such an injury); c) the contraction, aggravation or acceleration of a disease; d) the coming into existence, the aggravation, acceleration or recurrence of any other condition, circumstance, occurrence, activity, form of behaviour, course of conduct or state of affairs: i. that is or may be harmful or disadvantageous to me or the community; or ii. that may result in harm or disadvantage to me or the community, howsoever arising from my participation in or attendance at the Motor Sport Activities; to indemnify and hold harmless and keep indemnified the Entities to the maximum extent permitted by law in respect of any Claim by any person; and to attend at or participate in the Motor Sport Activities at my own risk. I understand that: nothing in this document excludes, restricts or modifies any rights that I may have as a result of significant personal injury that is caused by the Reckless Conduct of the Entities as the supplier of the Motor Sport Activities / Recreational Services; nothing in this document prevents the Entities from relying on any laws (including statute and common law) that limit or preclude their liability; nothing in this document excludes any term or guarantee which under statute cannot be excluded; however the liability of the Entities is limited to the minimum liability allowable by law; nothing in this document precludes me from making a claim under a CAMS insurance policy where I am expressly entitled to make a claim under that insurance policy; and CAMS has arranged some limited personal injury insurance coverage which may provide me with some protection for loss, damage or injury that I may suffer during my participation in the Motor Sport Activities. However, I acknowledge and accept that the insurance taken out by CAMS may not provide me with full indemnity for loss, damage or injury that I may suffer during my participation in the Motor Sport Activities, and that I may have to pay the excess if a Claim is made under an insurance policy on my behalf. I agree that my own insurance arrangements are ultimately my responsibility and I will arrange any additional coverage at my expense after taking into account CAMS insurance arrangements, this document and my own circumstances. Where Motor Sport Activities are held in the following jurisdictions, I acknowledge that I have also read and accept the following warnings: WARNING APPLICABLE IN RELATION TO MOTOR SPORT ACTIVITIES HELD IN VICTORIA WARNING UNDER THE AUSTRALIAN CONSUMER LAW AND FAIR TRADING ACT 2012: Under the Australian Consumer Law (Victoria), several statutory guarantees apply to the supply of certain goods and services. These guarantees mean that the supplier named on this form is required to ensure that the recreational services it supplies to you: are rendered with due care and skill; are reasonably fit for any purpose which you either expressly or by implication, make known to the supplier; and might reasonably be expected to achieve any result you have made known to the supplier. Under section 22 of the Australian Consumer Law and Fair Trading Act 2012 (Vic), the supplier is entitled to ask you to agree that these conditions do not apply to you. If you sign this form, you will be agreeing that your rights to sue the supplier under the Australian Consumer Law and Fair Trading Act 2012 if you are killed or injured because the services were not in accordance with these guarantees, are excluded, restricted or modified in the way set out in this form. NOTE: The change to your rights, as set out in this form, does not apply if your death or injury is due to gross negligence on the supplier s part. Gross negligence in relation to an act or omission, means doing the act or omitting to do an act with reckless disregard, with or without consciousness, for the consequences of the act or omission. See regulation 5 of the Australian Consumer Law and Fair Trading Regulations 2012 and section 22(3)(b) of the Australian Consumer Law and Fair Trading Act WARNING APPLICABLE IN RELATION TO MOTOR SPORT ACTIVITIES HELD IN SOUTH AUSTRALIA Your rights: Under sections 60 and 61 of the Australian Consumer Law (SA), if a person in trade or commerce supplies you with services including recreational services), there is: a statutory guarantee that those services will be rendered with due care and skill; a statutory guarantee that those services, and any product resulting from those services, will be reasonably fit for the purpose for which the services are being acquired (as long as that purpose is made known to the supplier); and a statutory guarantee that those services, and any product resulting from those services, will be of such a nature, and quality, state or condition, that they might reasonably be expected to achieve the result that the consumer wishes to achieve (as long as that wish is made known to the supplier or a person with whom negotiations have been conducted in relation to the acquisition of the services. 21 Excluding, Restricting or Modifying Your Rights: Under section 42 of the Fair Trading Act 1987 (SA), the supplier of recreational services is entitled to ask you to agree to exclude, restrict or modify his or her liability for any personal injury suffered by you or another person for whom or on whose behalf you are acquiring the services (a third party consumer). If you sign this form, you will be agreeing to exclude, restrict or modify the supplier's liability with the result that compensation may not be payable if you or the third party consumer suffer personal injury. Important: You do not have to agree to exclude, restrict or modify your rights by signing this form. The supplier may refuse to provide you with the services if you do not agree to exclude, restrict or modify your rights by signing this form. Even if you sign this form, you may still have further legal rights against the supplier. A child under the age of 18 cannot legally agree to exclude, restrict or modify his or her rights. A parent or guardian of a child who acquires recreational services for the child cannot legally agree to exclude, restrict or modify the child's rights. Agreement to exclude, restrict or modify your rights: I agree that the liability of CAMS and the Entities for any personal injury that may result from the supply of the recreational services that may be suffered by me (or a person for whom or on whose behalf I am acquiring the services is excluded. Claim means and includes any action, suit, proceeding, claim, demand or cause of action however arising including but not limited to negligence, BUT does NOT include a claim under a CAMS insurance policy by any person expressly entitled to make a claim under that insurance policy; c. "Entities" means event and competition organisers/promoters/managers, land and track owners/managers/administrators/lessees, CAMS affiliated clubs, state and territory governments and insured listed in CAMS public/product/professional indemnity insurance policies and each of their related bodies corporate (including their related bodies corporate) and each of their organs and agencies, officers/president/directors/executives, employees, servants, agents, partners, providers, members, competitors, drivers, co-drivers, navigators, officials, crew members, pit crew, delegates, licence holders, representatives, commissions, committees, advisers, trustees, councils, panels, shareholders, volunteers, officials, appointees, delegated bodies and sponsors. d. "Motor Sport Activities" means any motor sport activities or Recreational Services which are permitted or approved which CAMS regulates or administers by CAMS or otherwise under the responsibility / control of CAMS; e. "Reckless Conduct" means conduct where the supplier of the recreational services is aware, or should reasonably have been aware, of a significant risk that the conduct could result in personal injury to another person and engages in the conduct despite the risk and without adequate justification; f. "Recreational Services" means (unless otherwise defined in this document) services that consist of participation in: a) a sporting activity; or b) a similar leisure time pursuit or any other activity that: (i) involves a significant degree of physical exertion or physical risk; and (ii) is undertaken for the purposes of recreation, enjoyment or leisure. DECLARATION I accept the conditions of, and acknowledge the risks arising from, attending or participating in the Motor Sport Activities being provided by CAMS and the Entities.
